Why is the Philippine Port Authority is in Pulupandan? Why not in Bacolod since it has the busiest? What is Pulupandan's role in the shipping industry in Western Visayas?

The Role of Pulupandan Port is essential especially during the times where there is a need to really Export Sugar from Negros Island. Before, all Sugar pass through IloIlo, to address the need, the coastal areas of Bago City, Bacolod City, Talisay City, and Silay City ( Silay was able to build their own port, it is a long narrow strip, way out to the sea) doesnt have an ample location for a Port, Pulupandan is the Nearest area that has a natural coast deep enough to support a port for Big Ships for Sugar Exports.

During the Sugar Boom, the main foreshore lease for Pulupandan Port is being utilized by Ma-ao Sugar Central, an Araneta Owned Sugar Central. The Main precursor of what we call now Araneta Center in Cubao, until what happened to sugar industry.
