The Port Management Office of Tacloban is located in Tacloban City, the largest city and regional center of the Eastern Visayas region of the Philippines. It is also the capital city of Leyte. It is the center of commerce, tourism, education, culture, and government in the region. Tacloban is located on Cancabato Bay, in the San Juanico Strait which divides the islands of Leyte and Samar.

Strategically located at the heart of Eastern Visayas or Region 08, Tacloban City lies along the northeastern side of the island of Leyte. Tacloban`s location and accessibility have made the city the commercial, educational, government and political hub as well as the tourism service center of the region. Tacloban City is 360 miles southeast of Manila. It is situated approximately halfway the entire length of Maharlika Highway running from Northern Luzon to Southwestern Mindanao making it a perfect place for road-weary travelers to unwind.

Bodies of water that surround the city are Panalaron Bay and Cancabato Bay. On its eastern shoresis the San Juanico Strait - reputedly the narrowest navigable channel in the world. On the southern side the city is flanked by the waters of San Pedro Bay stretching towards Leyte Gulf.

A three-story PPA operation building will rise and a weight bridge will be installed at the existing port.

Meanwhile, the separate terminals of Supercat and Weesam Express will be merged into a P36-million mega terminal that can accommodate 650 people. It will be equipped with x-ray scanners and walk-through detector while an information-technology room, mother and child center, and playroom will be added to existing amenities like comfort rooms, souvenir shop and canteen.

Cabañez said the project will start as soon as funds are available and will be finished six months to one year.

Mayor Codilla ordered the councilors to pass a resolution interposing no objection to the project as soon as the PPA improves its proposed port zone delineation. The PPA will have authority to manage and operate the area to be delineated.

Cabañez assured that they will incorporate in their proposal that there will be no expansion at the coast of the plaza so as not to disrupt the bay and sunset views.

I checked the link provided and nowhere did it say the 31-hectare figure. Rather it states:
