JTC unveils masterplan for Central Xchange, requests for condo proposals

SINGAPORE : Industrial developer JTC Corporation has unveiled its masterplan for Central Xchange - one of the three districts in One-North.

Central Xchange is slated to be the infocomms and media hub of the huge project at Buona Vista.


JTC has also officially requested for proposals for its first condominium project there.

JTC first launched One-North back in 2001 with a masterplan to develop three Xchanges or districts.

These include the Life Xchange for the biomedical industry, Vista Xchange for business centres and Central Xchange for the infocomm and media industries.

Four years on, JTC is finally ready to unveil its plan for the third district - Central Xchange.

It will have a total gross floor area of around 800 thousand square metres, more than half of which will be used for work-related activities.

"Central Xchange is going to be a 24 by 7 space. It will be targeted at creative industries like the media, animation and the infocomm sector. So we are going to have a lot of vibrant, talented people working and living there. There will be a lot of busy streets, pubs and alfresco dining. The park space will be used for outdoor activities and the apartments will be work-live type of apartments. So the area is going to be very vibrant," said Chong Lit Cheong, CEO of JTC Corporation.

Construction is already underway for the first development in this district.

Occupying a land area of 120 thousand square metres, Fusionpolis will cater to infocomm and media research labs, including production studios and media companies.

Even though Fusionpolis will only be completed by the first quarter of 2007, JTC is confident that its two buildings there will be fully taken up when they are ready.

The developer says it has already received very strong interest from both private and public companies. But it assures that rental rates will be market-driven.

Besides work-related activities, Central Xchange will also house education providers such as INSEAD and the NTU City Campus.

JTC's first condominium project in One-North will also be located there.

It is now seeking proposals for a 99-year leasehold condo which will have 350 to 400 homes of about 1,200 square feet each.

This is the third project in One-North that JTC has invited private sector participation.

The developer recently awarded the phase two development of Biopolis to Ascendas, because it understands the requirements of scientists and research labs.

As for its business hotel, two local developers - Pontiac Land and UE Development - are now in the race to clinch this project.

JTC says it is evaluating their proposals and hopes to ground break the hotel development by the middle of this year.

2 bidders for one-north hotel site

PONTIAC Land Group and United Engineers Development are in the running to develop a hotel planned for one-north, the mixed development site of a hotel, offices, homes and shops near Buona Vista MRT.



This was disclosed at JTC Corporation's launch of the invitation for private sector participation to build, own and run a condominium - the first residential development - at one-north.

The 99-year-lease condominium will form part of the district called Central Xchange, an integrated work, learn, live and play area. JTC envisions it to be a vibrant area with lively public spaces, busy street life and work-live apartments. To integrate the condominium seamlessly with the community, it will be fenceless but will employ high-tech features for security. JTC also said it is unlikely to have standard condominium facilities such as a swimming pool.

The condominium site occupies 1.6 hectares of land, with a gross floor area of 39,655 square metres to fit in 350 to 400 units. The winning developer will have to integrate two colonial buildings, Slim Barracks, into their design. Bids for the condominium close on April 15.

As for the hotel development, JTC chief executive officer Chong Lit Cheong said that the bids are still under evaluation. But he reiterated that the hotel will be a business hotel, with prices at the three to four star range.

Mr Chong called Pontiac Land's bid 'quite interesting'. 'As part of their proposal, they also have a retail and residential type of land next to the hotel site, a bit of mixed use,' he revealed.

Pontiac Land is no stranger to the hotel business. Its hotel properties in Singapore include The Ritz-Carlton, Millenia Singapore, and The Conrad Centennial. The group is also jointly developing a resort on Sentosa with Thai developer City Realty.

The other bidder, UE Development, told BT that besides the hotel, the development might include service apartments and F&B components, such as restaurants.

UE Development is tying up with local architects to come up with a futuristic design that would also be ecologically harmonious with the site's green surroundings. Its group managing director, Jackson Yap, said there are plans for the hotel to be an 'intelligent building'.

'Being an engineering company, we are able to incorporate some of the latest technology in terms of IT, telecommunications. We will also try to do some of the building control systems,' said Mr Yap, who is also chief executive officer.

If its bid succeeds, it will be UE's first foray into hotel operation although the company runs service apartments UE Square and Park Avenue Suites. Mr Yap said the hotel is likely to operate under the Park Avenue Suites brand name.

The winning bid will be revealed by mid-April, while JTC targets a ground-breaking of the hotel by the middle of this year.

First condo for one-north

PRIVATE developers have been invited to submit their ideas for the first residential project at the one-north research and development park.

Master planner JTC Corporation calls the 99-year leasehold condominium near Buona Vista MRT station with about 350 to 400 units, a 'first of its kind new economy development'.

The 200ha one-north development is a 'work-live-play-learn' area for the biomedical, infocomm technology and media industries.

The high-tech condo, to be located in Central Xchange, one-north's infocomm and media hub, will introduce a new 'fenceless' concept designed to increase social interaction between residents and create a community atmosphere.

It will not have many facilities, as JTC hopes residents will use one-north's existing amenities.

'It caters to a lifestyle where personal activities in living spaces are blended with the outdoors,' said JTC's CEO Chong Lit Cheong.

'The condo will appeal to the younger set, to the people who work in one-north,' said United Engineers' group managing director & CEO Jackson Yap, who attended the launch.

JTC is accepting submissions until April 15 and the results will be announced in June. Construction is scheduled to start early next year.

JTC envisions the 800,000 sq m Central Xchange to be a 24-hour urban centre with lively public spaces and work-live apartments, restaurants, pubs, retail and leisure activities.

Of its eight land sites, one has already been taken up by Fusionpolis, to be up in 2007.

JTC said it will re-adapt 16 bungalows in the Xchange - which already counts graduate school Insead and the Nanyang Technological University's city campus and alumni club as tenants - for use by specialised schools, training centres and university satellite campuses.

The company is in talks with the Economic Development Board and the Media Development Authority to bring in foreign companies.

Meanwhile, it has awarded Biopolis' Phase Two development to Ascendas and is considering proposals for one-north's three- to four-star business hotel from two local developers, Pontiac Land and UE Development. A decision will be made in April and construction will start by June.

Not yet even reach level 1 yet for Fusionpolis.......
The few underground levels seems to take ages to finish ever since the accident...... Insead building expansion seems to near completion(5 storey extension) but in contrast Fusionpolis which started around the same time is not even reach level 1 construction yet.

I was there today..still deep underground

massive potential to build lots of stuff there I say.

btw something seems well underway. It is located just slightly after the MOE Building.

They're put together because they are under the same development (one north).......just that they are located quite far away......The fusionpolis site is near the Insead campus....

I wonder whats the latest on Fusionpolis...the last time I was there in March, there was a massive hole in the ground..think the development will be linked to a new MRT station.

Development of One North coincide with expansion of NUS campus???

Saw one of the thread above that the Singapore Govt plans to bring One North MRT station?
I wonder this station is built on the East-West line or on the Circle line or even new line?

Wonder anyone got the detailed of MRT system with future development?

One more thing, would it coincide with the future expansion of NUS campus as well? Remember reading from somewhere that NUS wants to incorporate cinema, kind of shopping areas (like Holland Village) or something entertainment centre to bring buzz to NUS campus in Buona Vista??

This station is on Circle Line - Phase 4 - "One North" Station after Buona Vista Interchange on Circle Line. After this station is NUH Station which is now being constructed next to NUH. This line will lead to Phase 5 (final destination is HarbourFront)

BTW for yr info, the construction of HarbourFront Circle Line station is now in advanced stage because of construction of Vivo City at same time.

Latest update 19 Jun 05. The expected completion of the 6 level basement is 31/07/05. It is right next to Insead, thanks Maxxum for the direction.

I think most of the basement level has been completed, can see the iron rod sticking out to ground level now. should meet the 31/07/05 schedule completion date.
