The building currently on the site is almost completely gone now. Can they use the old foundation or do they need to build a new one?

.. build a new one obviously.. they not only need to build parking but the 80 year old foundation isn't designed to hold a 200m skyscraper..

I forgot about the parking lot, but I was actually asking whether one can simply re-enforce an old foundation rather than starting from new. I know in Dubai they drill pilings extremely deep into the ground to literally bolt a building in place.

My knowledge of civil engineering/related fields is rather basic so it wasn't obvious to me if it was viable or not.
