Unfortunately these things are quite regular in Holland, I even know some 16 year olds who drove one.
Even saw many ''tuned'' ones: They used to be allowed to park on the sidewalk years ago, these days they have to park on car parking spots : ![]() Only people who drive em really are <18 kids and 55+ people. They're not common in Canada. I'm not sure if you can even buy one here.

I think the shape of the car is not practical, the collection or valuable.
