NEW HINT: It was a capital once.

in total these are the descriptions:

Spanish-founded city (colonial city)
In an island
sorrounded by mountains (the island's tallest mountains, actually)
It was a capital of the country once

Montego was never the capital of Jamaica! Think about a city in an island not too far away. A LARGER city.
