I wonder why they have two options, one just 8.5 ft taller than the other, just choose one.

Anyway, that report has very interesting information and graphics.
According to that, the last residential floor would be 77th, at 1133.5ft (345.5 m.) and the last mech floor would be 81st, at 1195.5 ft (364.3 m.) above that the the Tunned Mass Damper and above 85th floor (1257.5 ft. / 383.3 m) the 155 or 164 ft crown.

At the base, the floors plan will be about 77x59ft (24x18 meters) at the top, the last mechanical level 42x59 ft (13x18 meters)

Just a guess as to why: maybe it's so thin that even modern technology can't keep the building from swaying too much for comfort above 1133 feet.
