No, you don't have to build them in the city centre.
A skyscraper district, maybe 10km from the city centre would not ruin the flair of the European cities.
f.ex. La Defense in Paris cannot be seen from the city centre and Paris has the same flair as before.

Anybody knows what they are working on down at the intersection.Is it a new metro station or groundworks for this development. They are eventually going to build a futuristic plaza down there,maybe its preparation for that.

Nah, I prefer the openess of the plaza,you get a direct view of the massive skyscrapers and the huge overhang/terrace structure. To get an example view of how it looks today you can view the first five minutes or so on this video https://www.youtube.com/watch?v=reimDt8JFJI Just imagine how it would look in five or so years when the larger skyscrapers and the terrace would be finished.

This has already happened. The HSR line from Beijing to ZhangJiaKou was delayed for many years due to NIMBYism and fighting over routing through the cities west of Beijing. This was just settled a few months ago and construction of the HohHot and Beijing segments will commence.

Such a beautiful city, especially with those graphics! When I reached this level in the game I spent ten minutes or so just looking at the view (and taking screenshots)
It would be great if Shenzhen ended up looking like that!
