It changes from time to time and also depends on the area. current limit is 185m at most parts of the city, and 355m in one particular area.

Is there anything planned in the 300-355 metre range? Am I right in assuming that there's nothing that tall at the moment?

As Israeli I wouldn't get much excited, this proposal could last for long long time

By the way - Toronto is much more beautiful than Tel aviv, and highrises businesses are flourishing much more than Tel aviv

It's indeed the same tower. The viewing angle in the photos is the opposite (180 degrees) from the render, which might be the reason for the confusion.
