Bokaro makes room for malls

Bokaro, June 18: A massive anti-encroachment drive has been launched in the steel city to make way for malls and multiplexes.
The Bokaro Steel Limited (BSL) owns several thousand acres of land here, but a large chunk of it is facing encroachment. The BSL administration, keen on ushering in the mall-plex culture of metros here, has prepared an ambitious blueprint to develop swanky shopping destinations and multiple-screen theatres.
To begin with, it has served notices to more than 800 illegal residents in sectors IV, V, VI, IX and XI, asking them to vacate land with immediate effect. Highly placed BSL sources said two plots in Sector IV had been identified for malls.
One of the plots has been allotted to a Bihar-based film producer-cum-director, who will also set up a studio. The other has been entrusted to a senior politician who is expected to use his contacts to set up another mall and a 500-seat multiplex.
The mall-plex was envisioned a few years ago by present BSL managing director V.K. Srivastav and DIG Anil Palta. But because of a volatile political situation, the anti-encroachment drive could not be started. BSL chief of communications Sanjay Tewary said the city with a population of more than 400,000 needed an entertainment zone, but he refused to divulge more on their plans. “Right now, we are trying to evict illegal residents occupying our land,” he said.
Besides the malls, a Vishal Market is coming up at Sector IV near City Centre. The premises of Devi Cinema, which had remained closed for nine years, has also been handed over to Reliance Fresh.

Biada to buy 700 acres for new industries

BOKARO: To develop more industries in Bokaro, Giridih and Dhanbad, the Balidih Industrial Area Development Authourity (Biada) is all set to acquire more than 700 acres of lands in these areas. Currently, Biada is suffering from shortage of land which is creating hurdle for new industries. The approval for acquiring lands has been given to Biada by state industry secretary A P Singh, who is also chairman of Biada, in a board meeting with managing director-cum-Bokaro DC Sunil Kumar, secretary Robin Toppo and others.

"Witnessing crisis of lands, we have sent a proposal for acquiring more lands for development of Biada. Today, the board headed by Singh has given an in-principal consent for acquiring lands in Bokaro, Chandankyari, Jaridih, Dhanbad and Giridih for industrial growth," said Kumar.
Biada, formed in 1974, has played an important role in industrial development of this region. The authority, which has acquired 1470.59 acres, allotted its land to around 486 industries across Dhanbad, Bokaro and Giridih districts. Presently, only around 100 acres of land are left with Biada, which is found by authorities to be very less.
Biada area comprises 1234.45 acres in Balidih Industrial Area (BIA), 134.58 acres in Kandra Industrial Area in Dhanbad, 55 acres in Sindri Industrial Area and 46.56 acres in Giridih Industrial Area. Out of them, BIA in Bokaro has shown a rapid growth with 374 industries got its venue here.
Kumar added that the board apart from giving consent for acquiring lands has also given approval of Rs 2.97 crore for development of Biada. The project comprises developing of basic amenities, including roads and sewerage..

ArcelorMittal Steel and Power plant

Arcelor team in Bokaro for land
OUR SPECIAL CORRESPONDENT
A three-member ArcelorMittal team from Ranchi on Thursday held a closed-door meeting with the deputy commissioner of Bokaro amid speculation that the steel behemoth was desperately trying to thrash out the plaguing land acquisition issue in Kasmar-Petarwar block for its proposed 12MTPA plant and might even be mulling a part of the project in Chas.
The company, which had signed an MoU with the Jharkhand government three years ago with a proposed investment of some Rs 45,000 crore, requires over 2,000 acres of land for a 3MTPA unit, besides a captive power plant, in the first phase. However, over the past two years — and despite offering competitive compensation package — it has been able to acquire a paltry two acres in Maoist-hit Kasmar-Petarwar.
Apparently to speed up the project, the high-level ArcelorMittal team — led by its Jharkhand general manager P.S. Prasad — has requested deputy commissioner Sunil Kumar to make urgent provision for 1,330 acres of riyati land and 880 acres of government land in Chas, 15km from Bokaro steel city. The proposed site is close to the upcoming Electrosteel Castings Limited plant and even nearer to the proposed Bhushan Steel unit.
Speaking to The Telegraph before meeting the deputy commissioner, Prasad said once the plant came up it would provide direct employment to 2,000 people and indirect jobs to several thousand others.
On whether ArcelorMittal had aborted the project in Kasmar-Petarwar, he evaded a direct answer and said they would set up the proposed plant, which was shifted from Torpa-Kolebira in Khunti-Gumla to Bokaro, and might divide the steel and power units between Kasmar-Petarwar and another site. He also admitted that they had failed to acquire more than two acres in the Maoist-hit block.
Kumar confirmed that the steel giant had submitted a written plea for land in Chas. “ArcelorMittal perhaps wants to establish an integrated steel and power plant there,” he said, adding that the proposal did not mention the Kasmar-Petarwar project.

Monnet Steel

Monnet Ispat acquires 850 acres for Bokaro plant

Navtan Kumar, ET Bureau Sep 17, 2010, 03.07am IST

RANCHI: Monnet Ispat & Energy, a Delhi-based company with interests in steel and power, has so far acquired around 850 acres in Bokaro where it is building a 2.5-million-tonne steel plant. It needs about 2,000 acres for the project.
Monnet Ispat will invest over Rs 14,000 crore for the project and is also building a 280-mw power plant.
Bokaro deputy commissioner Nitin Madan Kulkarni told ET that the villagers agreed to give their land for Rs 4,050 per decimal ( A decimal is one-hundredth of an acre).

Another round of meeting is expected to be held soon to finalise the deal. The villagers also sought to know other benefits in terms of employment, health, education and infrastructure.
The project has seen steady progress, unlike the situation in Orissa and West Bengal, where slow land acquisition process has delayed the projects of Posco. Monnet Ispat said it has got the consent of villagers of Kumrhi under Chas block, in Bokaro district.
Mr Kulkarni said the administration has 220 acres. "Once we get the proposal from the company, we will expedite the process for its transfer. We will also provide assistance to the company in other areas," he said. Besides, 50 acres of forest land is also available, he said. The company also needs 450 acres from Dumrada village, under Chandankiyari block. The company officials distributed agreement forms and hope to finalise the deal soon.

Airport in Bokaro

Jamshedpur, Bokaro to have airports soon; Airports Authority of India signs MoU

PTI Feb 20, 2012, 05.52PM IST

NEW DELHI: Steel cities of Jharkhand, Jamshedpur and Bokaro will soon figure on the country's air map as the Airports Authority of India will set up airports there.
A Memorandum of Understanding (MoU) was signed by the AAI and the Jharkhand government for establishing airports in both the cities in the presence of AAI Chairman and Jharkhand Chief Minister Arjun Munda.

"The operation would start with ATR-72 aircraft initially and later on once the traffic is increased, operation of bigger aircraft would also start from these airports," AAI Chairman V P Agarwal said.
The state government would provide land to AAI for developing the airports so that charter and regular flights could start at the earliest.
Speaking on the occasion, Munda said the work for survey of land for the airport has already started.

"This airport will promote air connectivity and help in promoting economy of the state," he said.Though the city is presently served by a small airport at Sonari, it has been a long standing demand to have a full-fledged airport in Jamshedpur.Sonari airport, which is spread over a 25 acre area, is primarily used for bringing in chartered planes of TATA group.
Jamshedpur is a major industrial centre of East India. It houses companies like Tata Steel, Tata Motors, Tata Power, Lafarge Cement, Telcon, BOC Gases, Tata Technologies Limited, Praxair, TCE, TCS, Tinplate and many more.

Glitz Multiplex in City (2013)

Sumant Bhargava of Stargaze Entertainment talks to Aabhas Sharma about the pros and cons of setting up multiplexes in Tier II and III cities.
The multiplex revolution seems to have passed by small-town India — most multiplexes are concentrated in larger metro cities. Recognising the gap between demand and supply of movie halls in small towns, Sumant Bhargava of Stargaze Entertainment, has over the past two years opened multiplexes in towns like Ajmer, Kurukshetra, Dehradun and Bilaspur. “The cities we went to or are planning to go had no multiplexes or at the most one. So we had the first-mover advantage,” says Bhargava, who is an engineer from the Delhi College of Engineering and a graduate of IIM-Lucknow and who worked for a while with Coca Cola, and Satyam Cineplex for over five years before starting his own venture. Bhargava’s multiplexes go by the Glitz brand name.

Stargaze offers three differentiated products — Glitz Lounge, Glitz Max and Glitz 3D. “It’s a myth that people don’t want to spend on watching movies in small towns,” Bhargava claims. The average ticket price at Glitz cinemas is around Rs 139. Bhargava believes that the quality of service he provides is at par with bigger players like PVR or BIG Cinemas.
The cost of setting up each screen is about Rs 1 crore, according to Bhargava. Food and beverage contributes about 20-30 per cent to Glitz’s revenues while the average expenditure per seat is only about Rs 40.
Setting up a multiplex does not require too much capital expenditure as that is taken care of by the mall builder. “The major investments are made by real-estate players. We only manage the soft part of building the multiplex, the auditorium, sound and lights,” he explains.
When Bhargava started out with Glitz, he used to pay about Rs 2 lakh a month to a distributor or producer. “Now we can pay them as much as Rs 10 lakh a week,” he says highlighting the growth trajectory in small towns. Bhargava says his biggest challenge has been to find the right manpower in these towns.
Being in the movies business, Bhargava naturally watches movies but says candidly that he doesn’t watch more than 30 minutes of it unless it is really good. With commercial real estate on a shaky ground lately, Bhargava admits that the number of malls coming up might go down. He still intends to expand operations to 17 locations and 50 screens in places like Palwal, Bhilai and Bokaro by 2013. “The first-mover advantage has been immense for us and should work for us in the future as well,” he says.
Next on his agenda are Yamunanagar, Jaipur, Kota, Raigarh, Bhilai and Bokaro where the next Glitz multiplexes will come up.

Garga bridge

May 17, 09:50 pm

Bokaro

19 May 2012

Speaking on the occasion, Kulbhusan said, People of Jharkhand should not be disappointed because of less number of trains earmarked for the state in the Railway Budget 2012-13. The railways is not indifferent to state and is giving it the same importance like other states, he added. He further said, “It is a fact that the railway is facing funds crunch but despite that the ministry has distributed the budget equally to every state for development of railway in its areas”.

Arcellor Mittal Steel Plant

Arcellor Mittal won't pull the plug on Bokaro steel plant plan

Divy Khare, TNN Aug 2, 2012, 03.16AM IST

BOKARO: The recent remarks of steel baron L N Mittal that he will not invest money in India since things move slow here will not have any effect on its proposed facility in Bokaro.
ArcelorMittal's general manager of corporate communication Mandakini Sud cleared doubts on Wednesday confirming that the company would not withdraw its steel plant project from the state. However, she pointed out that inordinate delay in securing land and other statutory clearances had delayed the process of setting up the steel facility in Jharkhand.

A team of ArcellorMittal officials, headed by general manager P S Prasad, met Bokaro DC Sunil Kumar and sought to expedite the land verification process so that they could move ahead in acquiring land for the project in Chas block of the district. Kumar has asked the officials to open an office in Bokaro town which would help strengthen the coordination between the government and the company and speed up the work.
Sud said, "Mittal has indeed stated that he will not allocate capital in India in the near future. We are not investing capital at present because things aren't moving and the progress on our projects is very slow. This does not mean that we will not be investing in India. We shall do so at an appropriate time." The DC said the administration was providing all the necessary assistance to the company in acquiring land for the steel facility. "It is not that the administration is responsible for the delay. Earlier, the company had showed interest in Kasmar but now they want land in Chas block which caused the delay."
Mittal had signed an MoU with the state government in 2005 and since then the company has changed its project sites to several places including Simdega and Khuti to Kasmar block of Bokaro. They now have zeroed in Chas block here. The company officials had submitted a proposal of 1,310.23 acres of land at Bijulia, ChakMohanpur, Dudhari and Gopidih villages in Chas block for verification and land record update - clearance of which is still pending.
ArcellorMittal has a plan to set up 3 MT steel factory which will be later upgraded to 12 MT capacity with an investment of Rs 40,000 crore.

New Airport between Bokaro-Dhanbad
