It's surprising that such a tall building is rising in Biryulovo. That neighborhood is a slum on the edge of town next to an unsightly heating plant that looks like a nuclear cooling tower. It is undoubtedly one of the worst areas to live in Moscow (see the film "Elena").

I mean this is East Biryulevo which is more residential and less industrial than grittier West Biryulevo, but still.

I don't know if this is intended to be luxury housing or a Tajik dormitory. Is there a market for this?

You sound really bitter. I guess according to you neighbourhood improvement can only occur outside of Russia.
