They will demolish 80% of it and rebuild it taller. If they completely demolished it, they would lose part of their construction rights due to downzoning or loopholes that no longer exist. If they save 20% of the old building, they can rebuild the same square footage, but taller with smaller floorplates, updated everything, and Class A style all throughout.

Wow....Tapering tower of steel and glass will be the first office building to be constructed on Park Avenue in roughly 50 years...

the entire structure is not being demolished. The black shroud covers any way of telling at which point the tower will be going vertical. CTBUH lists it as U/C.

They have not made much progress towards tearing it down 75 %.

Demolishing such old office towers can take quite some time, even more than construction.
