Bicarme and Angelica Umoquit Tuesday 27th of March 2012 TweetFacebookYahooEmailShareThis TUGUEGARAO CITY, March 27 (PIA) -- The Infrastructure Development Committee (IDC) and Regional Committee on Sustainable Development (RCSD), through a landslide vote, backed the proposed Ilagan - Divilacan Road Rehabilitation project for endorsement of said project to the Regional Development Council 2 in the joint committee meeting held on Wednesday, March 21, on condition that mitigating measures shall be implemented to address the project’s impact to the biodiversity. RCSD Vice-Chair Perla A. Vissoro raised concerns on environmental management as the proposed road rehabilitation will traverse 28 kilometers or 42 hectares of the Northern Sierra Madre Nature Park (NSMNP), one of the most important protected areas in the country. “Some mitigating measures must be implemented to avoid destruction of the forest’s rich biodiversity,” Visorro pointed out. The proposed road rehabilitation project will cover a distance of 82 km from Arangay Sindon Bayabo, Ilagan to Barangay Dicatian, Divilacan. Said road will ease the accessibility of the four coastal towns, Palanan, Divilacan, Maconacon, and Dinapigue, to the mainland. At present, there is no existing road that links these areas directly to their neighboring municipalities, and only planes and boats are the available transportation which made it more difficult to reach the coastal towns in times of calamities and disasters. Atty. Eduardo Cabantac of the Special Project Committee on Isabela Coastal Development (PGI-SPCICD), said that Protected Area Management Board (PAMB) Resolution No. 11 was already issued approving the updated General Management Plan in support for the re-zoning of the 28.0 km area of NSMNP from strict protection to special use zone. In addition, a separate resolution from the PAMB was also passed endorsing the proposed road rehabilitation project. The Agtas Indigenous Peoples also signed a memorandum of agreement with Isabela stating their support to the project. In the special committee report of the Provincial Government – SPCICD, stating that an Environmental Impact [COLOR=#0033CC ! important]Assessment (EIA) is on-going and the management plan and mitigation measures to address the disturbance on the environment had been incorporated in the assessment. Actual site investigations were also conducted simultaneously to observe the biophysical condition of the area, and identify engineering structures and works needed for its pre-construction and development phases. Isabela Governor Faustino G. Manila-Bataan coastal road pushed

Wilhelmino Alvarado said yesterday a proposed coastal road that will link Manila and Bataan is more feasible now because fishpond operators are willing to sell their ponds at a lower price. “Prices has gone down from P200,000 to P100,000 per hectare these days,” Alvarado said. Alfredo Lunes, a councilman of the coastal village of Pugad in Hagonoy, said at least 80 hectares of fishponds in Barangay Masukol in Paombong had been damaged in the past two years. Another 180 hectares in the coastal villages of Tibaguin and Pugad in Hagonoy were also damaged. Lunes said fishponds fronting the Manila Bay in Barangay Sapang Kawayan in Masantol, Pampanga suffered the same fate. Alvarado said the coastal road is also seen to prevent flooding in Bulacan and Pampanga. “It is like hitting two birds with one stone,” he said. Alvarado said the coastal road is better than the proposed P2.2-B Valenzuela-Obando-Meycauayan flood control project, which President Aquino said will be completed by 2015. He said the government has invested billions of pesos in flood control projects in Calooocan, Malabon and Navotas, but it only diverted flooding to nearby areas like Valenzuela, Obando and Meycauayan City. “We need an integrated and comprehensive project, not a piecemeal project,” he said. Public Works Secretary Rogelio Singson earlier told The STAR that the coastal road project is far from the radar of the DPWH. RDC Allots P8.7Billion For Manila-Bataan Coastal Highway
Aug 9th, 2012 @ 07:29 am › venjo Plans for the “gigantic” Manila-Bataan Coastal Highway Project will be revived as the Regional Development Council (RDC) approved the Updated Central Luzon Investment Program (CLIP), distributing P590 billion for projects in the region. Top local government chiefs of Central Luzon led by RDC Chair and San Fernando City Mayor Oscar Rodriquez, and Zambales Governor Hermogenes Ebdane, Jr. approved the CLIP for 2011 to 2016 in the recent 6th RDC meeting at Balanga City. “The CLIP contains the initial listing of public programs, projects, and activities necessary to realize the development goals of the region,” said Ebdane. The updated project listing includes 266 non-major capital projects worth P16 billion, and 117 major capital projects which amount to P574 billion and where the coastal highway project (CHP) is slotted in. Drafted way back in the 1970s, the CHP will construct a road dike over the Manila Bay to connect Manila and Bataan, covering 30 nautical miles. This will also traverse the bays of Bulacan. Aside from cutting the travel time between Manila and Bataan to over an hour, CHP would also serve as a flood control dike to impede water from the West Philippine Sea in deluging Metro Manila cities and Bulacan towns particularly during high tide. RDC has allotted P8.7 billion for the CHP which has an indicative implementation period of 2014 to 2018 and an “advanced level of project preparedness.” Balanga City Mayor Jose Enrique Garcia III said he had already talked with Department of Public Works and Highway-Region III Director Antonio Molano and said the CHPP will “definitely be revisited.” Garcia also proposed that instead of building the “gigantic” project all together, it could be done section by section to make the plan “realistic and practical.” He said a road network from Apalit to Lubao, Pampanga could be constructed first which will cut travel time by 30 minutes from Apalit to Bataan without the need to pass the busy San Fernando City. “Although the project is really good, it is difficult to pursue in total. i guess this project should have been completed years ago now that severe weather conditions like continuos rain and flooding is always experienced.
where its manila terminus and bataan terminus? does anyone has a map of this project?

actually wala pang definite location ang PAL airport, puro speculation pa lang. isa na dyan ang SJDM, pero baka di nga daw pwede at mabundok. Isa din na guess ay ang bulakan, bulacan at me balita din na nagkabilihan na (fb page ng mga LAKI SA BULAKAN). at kung doon nga,,magiging tulong ang Coastal Highway sa flood mitigation ng lugar.

I think if the Manila-Bataan Coastal road were completed it would save up to an hour of driving time to Bataan compared to the current route via NLEX and SCTex. You will still have to end up at SCTEx in the Dinalupihan area though.
