DPR on high speed rail to be ready by December: Nirani

Major Industries Minister Murgesh Nirani on Friday said the Detailed Project Report (DPR) for the proposed high speed rail on Chennai-Bangalore-Mysore corridor will be ready by December this year.

Nirani said infrastructure development will be the focus of GIM-II. A team of experts from Japan International Construction Company will give a one-hour presentation on the infrastructure development during the event, the Industries minister added.

High-speed rail links on GIM agenda

In the second phase, the government is planning a hi-speed train service between Bengaluru and Hubli and Bengaluru-Gulbarga. “We have asked the technical team to submit a detailed project report on hi-speed rail before December so that the project can start from next year.

A conservative estimation puts cost of construction to Rs 200 crore per km. However, when it comes to large-scale implementation of the project, the cost could reduce to Rs 150 crore per km”, he said.

Apart from hi-speed trains, the government was looking for port-connectivity between Bengaluru and Mangalore by constructing a tunnel between Sakleshpur and Shiradi, he said.

There are also plans to construct integrated industrial and residential township along Bengaluru-Mangalore highway. Besides, a ring road around Bengaluru will be constructed with assistance from Japan Infrastructure Construction Company, he said.

Report on bullet train to be ready by December

The architect of Japan's bullet train will deliver a technical lecture on bullet train during the investors' meet, he said.

In the second phase, the Government wanted to operate bullet train from Bangalore to Belgaum through Hubli.

Another important project to be showcased at the investors' meet was a 20-km tunnel to be dug on a stretch from Sakleshpur to Gundia on Bangalore-Mangalore National Highway to reduce the travelling time by about 90 minutes in a bid to create better connectivity to Mangalore port, the Minister said.

Are they going to recover cost of building HSRL also by building townships all along tracks? Why then Bengaluru-Mangaluru Tunnel Road instead of HSRL? Whether the government wants to force people from Mangaluru to travell via Coimbatore to Bengaluru via Kerala HSRL? Whether Tunnel Road will cost less then HSRL? I think they can double existing railway track for more goods train movements and then have HSRL for people movement if travelling in HSRL is not that costly. (as investor on HSRL recover money by building townships & industrial corridors.)

Anyway the following post sums up our immediate needs over costly HSRL.

Notwithstanding the scepticism about the project, a reality check is due. The bullet train service is nothing but a reference to the concept of high speed train services mooted a few years ago by the Government and the Railways Ministry. Years later, the high speed train service concept has moved a couple of inches forward! For, a National High Speed Rail Authority (NHSRA) has been mooted and even a Cabinet note proposing to establish the NHSRA has been moved by the Government and it is expected to be constituted before this year.

Priority

This is an indication that the Government is indeed serious about high speed travel and even the Report of the Expert Group for Modernisation of Indian Railways, tabled in February 2012, has stressed the need to modernise nearly 19,000 km length of the existing tracks to make them fit to haul trains at a speed of 160 to 200 kmph.


The priority would be to connect and upgrade high density networks which account for less than 40 per cent of the total track length on the Indian Railways network (about 65,000 km) but account for nearly 75 per cent of the traffic.

Hence the authorities have identified a few corridors where high speed train services are being viewed as feasible. The corridors include Mumbai-Ahmedabad, Delhi-Chandigarh, Delhi-Lucknow and Bangalore-Chennai.

It is the Bangalore-Chennai corridor which the Chief Minister wants to be extended to Mysore and if this helps augment the speed of the trains up to 160 kmph, it will be a welcome development.

However, describing this concept as ‘bullet train' conjures up images of the gleaming aerodynamically designed locomotives hauling rakes at speeds up to 300 kmph as in Japan, China and many European countries. Naturally, it is bound to evoke disbelief here.

While the high speed corridors have been identified across the country, a feasibility study is yet to be conducted and the only stretch which has made some advancement in this connection is the Mumbai-Ahmedabad stretch. But the expert group which submitted its report has not estimated the cost of the project in most of the corridors because it has noted that “the likelihood of initiating projects in these corridors in the next five years is low…”

However, it has estimated that the cost of creating the infrastructure for high speed travel on the Mumbai-Ahmedabad corridor (490 km), where the network will be designed to handle speeds upto 350 kmph, will be a staggering Rs.60,000 crore. So, the Mysore-Bangalore corridor entailing a distance of 139 km may roughly cost about one-third of the amount, which would still be around Rs.17,000 crore.

In contrast, the track doubling work between the two cities is taking a little less than Rs.500 crore (after cost escalation) and this includes electrification as well. But even here, the project is limping due to land acquisition problems in Mandya.

Officials in the South Western Railways have clarified that the high speed trains mooted on the lines of bullet trains will require separate dedicated tracks and this will mean either fresh land acquisition or creating an elevated rail track. This will be prohibitive in terms of cost.

So, a more rational step forward and feasible work would be to expedite the ongoing track doubling work, including electrification, so as to meet the December 2013 deadline to inaugurate the double line corridor. Upgradation of tracks can perhaps come next which, over the years, can progressively help augment the speed of the trains in the Mysore-Bangalore corridor to reach at least 140 to 160 kmph and reduce the commuting time between the two cities to a little over one hour.

But there are issues related to track curvature on the Mysore-Bangalore stretch as a result of which trains have to decelerate and maintain an average speed of 40 to 50 kmph over long stretches.

So, unless the track curvature issue is addressed, high speed travel, even at 160 kmph, will be difficult on the Mysore-Bangalore stretch. Also, given Indian safety standards with frequent train accidents caused at unmanned level crossings, derailments etc, the dream of a bullet train can turn into a nightmare.

Its just like listening to some fairy tail and imagning it will come true! Dreams or say "HOPES" so nice and its so nice when a polticians speaks it out
Simple calculation:
A high speed train will have high investments.. so will be the fare.. a very high fare, more costlier than a flight (not okay with a common man)! then what for are you building/planning it?
Why not develop airports and make air travel cheaper instead.. problem solved.. :P
In 1990's the central govt planned to develop stations and turn rails 100% broad guage, we still haven't even reached 75%,
The financial hub Mumbai is awaiting to get connected with Pune by high speed rail from last 20 years and its still not done!
The country's Current A/c Deficit has balooned to an extreme extent, the govt has only expenditure no income, such high valued projects is out of the question, for the report will be made and then they will go to central govt for funds and as all know what will happen, by the time the govt (both central and state) and many decisions will change too..
These ministers and govt is playing a prank! just to boost morales and make Indians feel.. ya we are doing it too.. to make one feel it may happen and stop the brain drain (they are just playing with our minds, just like an astrologer says.. in 2 years things will change etc etc blah blah, and the person keeps on living and dreaming about the things said with hopes)!!!!!!

BJP(NDA -I) has come back to it's Last term ideology " Fell Good Factor".
whether it will happen or not, just announce projects - which ever government
completes them . The credit goes to BJP the first government to take steps towards HSR/other projects in Karantaka.

But if 2014 NDA - II forms the government. Need to see How much justice will be done to Karanataka. Hoping BJP will win in coming state elections.

After all BJP is done much better compared to other govt's . Except their domestic problems.

After Metro phase 2, reach Mysore 45 mins faster

About the progress on phase 1, Sivasailam said tunnelling work between Central College and Vidhana Soudha was expected to be completed by October.

Tunnel boring work on this stretch was coming across pure granite and at Central College, the accumulation of granite was two-metre deep, he said. Sivasailam said phase 1 is expected to get over by the end of 2013. He said, two-level station works at Majestic may take four more months to complete.

Longest tunnel in India

Sivasailam said as part of phase 2 of Namma Metro, BMRCL is set to dig the longest tunnel in the country - upto 12 km long. He said the tunnel is part of the arterial line between Gottigere and Nagawara.

Since the stretch is densely populated, Metro will go underground to save demolition of structures and land acquisition costs. This line will connect crucial zones like MG Road and Cantonment Railway station.

Whether Bengaluru-Mysuru HSRL link will go upto Mysuru Airport at Mandakalli? If time taken is just 45 minutes from Bengaluru to reach this Mysuru airport then Mysuru airport can give a good competion to BIAL. And who knows Mandakalli may also get an ITIR like Devanahalli.

Getting ITIR at Devanahalli is itself a great. Already Andhra Pradesh (Anantapur - Lepakshi Park) and Tamil Nadu( Near to Coimbatore outskirts... area around approach routes from erode to coimbatore and Tirchy to coimbatore) are demanding ITIR for them as well. If Devanahalli ITIR is given a full permission to go on.

where in Chennai as per your information.

Regarding ITIR at Coimbatore, check with locals over there as your a localite. Had been to an ex-colleague Marriage in Erode. Some of them where talking about it.

Coming to Andhra Pradesh , BJP party was suggesting to have IT Parks at Anantapur and Chittoor District.

Lepakshi Park was formed for Various Industries, but nothing Much Happened in that front. Large tracks of Land had already been acquired and they are thinking of putting it for better use.

The Central Government will facilitate development of National Highways, Airport and Rail links to the ITIRs.
Exclusive Ventures

Central help is limited to highways, airports & rail links. Mysuru Airport is there. (May have to be further developed.) HSRL should be extended. Highway connection also to be improved. The state government can fund itself for all these. It is developing many airports without the center's help. Only thing is that the central government should approve IT SEZs or Harware SEZs coming up within ITIR for tax rebates.

My problem is only locals should get job here without creating any need for extra water so other regions will not suffer like in case of BIAL ITIR which is planning to take away irrigational water from other regions.

Note also that a SIR (Special Investment Region) is also planned in Mysuru and also one in Bengaluru. SIR is more general where as ITIR is for IT. I think the central government does not have SIR policy so far where as it has one for ITIR. (Gujarat is developing SIRs itself.) Karnataka is also aiming for 6 SIRs.

The importance of SIRs are they will come up all along industrial corridors like Mumbai-Delhi. The corridors like Mumbai-Delhi will also have HSRL.
