THE 153RD SESSION OF THE BIE GENERAL ASSEMBLY



The 153rd session of the BIE General Assembly took place in Paris on June 11-12th. The delegates of the Member States approved the reports of the four BIE Committees: Administration and Budget Committee, Executive Committee, Rules Committee and Information and Communication Committee.

The BIE delegates approved unanimously, further the proposal of the Executive Committee and the reports of the Enquiry Missions, the candidature project of Izmir 2020 Turkey, the candidature project of Dubai 2020 United Arab Emirates, the candidature project of São Paulo 2020 Brazil and the candidature project of Yekaterinburg 2020 Russia.

The General Assembly also approved unanimously the proposal of the Executive Committee and the Enquiry Mission not to consider the Ayutthaya 2020 Thailand project in accordance with the BIE regulations, to have no support of its government, guarantee required by the organisation.

The competition between Izmir, Dubai, São Paulo and Yekaterinburg began from the second day, with the presentations of the projects of each candidate and with the participation of high-level delegations of every candidate country. It will continue until the vote of the 166 BIE Member States during the next BIE General Assembly.

Besides, this second day of the General Assembly was also dedicated on the examination of the Progress report of the Expo Milano 2015, on the presentation of the International Horticultural Expo Antalya 2016 and on the examination of the Progress report on Expo Astana 2017.

The 154th BIE General Assembly will be held in Paris on November 26th and 27th, 2013

UAE secures French support for Expo 2020

Paris: The UAE has secured crucial support of the French government in its bid to host Expo 2020, a top official confirmed.

“Yes, we have been assured of France’s support for the Expo 2020 bid,” Mohammad Meer Abdullah Al Rafesi, UAE Ambassador to France, told the media at a diplomatic reception, attended by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

This is the second major breakthrough for the UAE, following the United Kingdom’s support for UAE’s bid announced last month, following the official visit by the President His Highness Shaikh Khalifa Bin Zayed Al Nahyan in April.

World Expo Bid Fuels Dubai's Ambitions

Last month, the Bureau of International Expositions (BIE) met to review the legitimacy and preparedness of the five city-bids to host the 2020 edition of the World Expo. Thailand's Ayutthaya was eliminated due to lack of government support, leaving Yekaterinburg (Russia), Izmir (Turkey), Sao Paolo (Brazil) and Dubai (UAE) to woo the 166 BIE members, ahead of the final closed session vote in late November.

For Dubai, the odds certainly appear to have improved over the past six months with the announcement of several new mega projects and the government's collective efforts to bring the 2020 Expo to the Middle East for the first time. The planned fast tracking of Dubai Metro's $1.4 billion (AED5 billion) Red Line extension to Al Maktoum International Airport in Jebel Ali and the Expo 2020 site underscores the commitment of authorities to the bid.

Dubai's list of superlatives from the world's biggest, tallest and most audacious have earned the emirate a global reputation; however a successful bid would help to cement Dubai's re-emergence on the global stage, following the crippling impact of the "great recession." Even now, funding for the newly launched mega projects remains challenging; The Sovereign Wealth Centre in London recently suggested that sovereign funds (SWFs) would avoid Dubai, following the emirate's boom-bust cycle. It is clear that Dubai Inc will have to tap into alternative sources, such as bond markets, to a greater extent going forward in order to compensate for the reluctance of banks and SWFs to extend credit towards Dubai's new real estate projects. The success of this will to some degree depend on the global appetite for risk. -

Princess Haya was speaking at the general assembly of the Bureau International des Expositions, which oversees world fairs. Dubai and the other three remaining candidate cities had only 30 minutes each to outline their plans.

It highlights the fact that we are all united in destiny and outcome.” Since the earliest days of the UAE, Dubai Princess Haya said, the country had invited the world to help to create its future. “Together we have delivered some amazing and ground-breaking achievements, achievements that have brought opportunities and benefits for all who have joined us.

Izmir 30 April - 31 October 2020
Sao Paulo 15 May - 15 November 2020

Dubai 20 October 2020 - 10 April 2021
Dubai previously proposed 4 January - 30 June 2020 to host the Expo

THE GLOBAL MIND SYMPOSIUM - NEW FORUM ON THE FUTURE OF GLOBALIZATION



16 july 2013 - Ekaterinburg, one of the four candidate cities to Expo 2020, organized its symposium on Global Mind on July 11th, welcoming more than 200 delegates of the BIE who will vote for their favourite candidate next November.

For the occasion, the organizers of the bid brought together a very diverse panel of speakers, from members of the government to innovators and entrepreneurs in order to launch the debate on globalization and define the role Ekaterinburg could play in the drawing up of a sustainable globalization were it to host the Expo in 2020.

Were present among others Mr. Evgeny Kuyvashev, Governor of the Sverdlovsk region, who opened the cycle of conferences, Mr. Arkady Chernetskiy, senator and former mayor of Ekaterinburg, Mr. Dimitri Kerkentzes, Head of Cabinet of the BIE Secretary General and his representative, as well as numerous experts such as the Nobel Peace Prize Winner Muhammad Yunus, Asik Biswall, founder of the Third World Center for Water, the 18th Prime Minister of France Dominique de Villepin, and even former soccer player Alexey Smirtin.

This diverse panel of speakers was nonetheless able to reach a common conclusion: it is necessary to manage globalization in order to allow everyone to make the most of it.

True call to action, this conclusion is actually a starting point for generations to come. For M. Muhammad Yunus ""Because of technology, today's young people are the most powerful generation in history...The most important thing is for them to realize they have the power, and next is for them to know what they want to do with it". On the same note, M. Biswall shared with the audience an expression of his own "we are facing a period of Chachacha – changes, challenged and chances": solutions are within reach, we just have to stop and reflect on them.

Tackling the subject of globalization in the city of Ekaterinburg is not a random choice. Firstly, as stated by M. Kuyvashev in his opening speech "located in between Europe and Asia, Ekaterinburg was founded by people from different nations" and is therefore a symbol of globalization by definition. Secondly, the candidacy of Ekaterinburg is the extension of Russia's determination to reinforce the international scope of its 4th economic power.

This determination is also expressed by the proposal of the Expo bid committee to make this symposium an annual meeting and turn Ekaterinburg into a discussion platform on globalization.

That's irrelevant to award the organization of Expo.

What is important is how they can affect the recent unrest has been Brazil, which have shown remarkable social discontent with the allocation of public resources.

Are Brazilians really agree that billions of dollars are devoted to the organization of big events rather than reduce social inequalities?
