Metro, by most definitions, because there are no scheduled trains, trains run on intervals of 3-10 minutes and this line operates exclusively in dense urban areas.

Locals call this line "urban train" instead of Metro because there is a tradition to call Metro only the lines operated by the Metro Company, whereas line 9 is operated by CPTM using former railroads.

You can say that CPTM is to São Paulo what the RER system is to Paris or the S-Bahn system is to German cities, although no CPTM station is underground and only a few small between-station sections are underground, the rest being mostly very old railroads built in the 19th century that have been gradually converted to a Metro-like system.

Line 9 however is the only CPTM line that can definitely be used to move around the city itself, the other lines depart from the city center and are basically only useful to reach distant peripheral areas.

I dont think any countries outside of North America run commuter rails, they just extend metro outside of the city in to the suburbs.
