What is that orange/white line? What line does it represent?

It is a subdivision of the Orange 11 Line, this section with the white line in the middle indicates the "East Express" section of line 11, after which you have to transfer (at Guaianazes station) to continue eastward. It's like line 11 is two different lines.

Here is a picture of Guaianazes station:

Former world no. 1 footballer Ronaldo takes the train (line 11) from Luz to Itaquera to inspect the new World Cup Stadium being built there and to test public transportation to the future arena. The trip was reported to have lasted a "surprisingly quick" 19 minutes (line 11 is an express line, stopping in only two stations between Luz and Itaquera, the usual trip time for the stretch is 23 minutes).

with Gilberto Kassab, mayor of São Paulo city:

Has there ever been suggestions of doing a mini-RER and creating short central tunnels to allow lines 7, 8, 10, 11, 12 to continue across the city, free up terminal space at Luz and certain journey time?

Yes there are vague plans to transform the CPTM lines between Luz and Barra Funda into underground lines, but don't expect this anytime soon.

Hopelfully this is also the push for the regeneration of Luz area. So close to "Crackolandia" but so wel connected. This should actualy be a very good business location.

The private operator of Line 4 is considering building either a shopping mall or a university attached to the new Luz station, and that may help. But in any case there is a big city hall project to revitalize the whole are, called Nova Luz
