I drove by it too on the FDR this weekend too and I believe it is.

I think it is very different to most towers in the city, and it will have an interesting juxtaposition with the domino sugar redevelopment across the river.

Good news indeed! I feel like this will take a lot of people by surprise, too. It's getting basically no publicity (understandably....even 432 Park wasn't that well known until it was well above ground), but it will have a pretty big visual impact from Queens/Brooklyn/Roosevelt Island due to its prominent location.
