Because football (soccer) is a sport that has to be played on real grass en not an arificial on.
BUT some country's doesn't have the chance to play on real grass through to the climate (Faroer - Greenland - Iceland). So for them you can make an exeption. Everybody has the right to play football.
Artifical grass can be used as training pitch, because a real grass pitch can handle around 270 hours for training and matches.
(just my opinion)

Brazil / England game called off because of safety concerns over the Maracana...

but just a few hours ago a higher court repealed the injunction forbidding the playing of the match. THe game is back on.... for now.

Sure, but why they don't consider the sunlight for the grass ? If they decide to use real grass than artificial one

Some parts of the pitch never receive sunlight, with the new, large roofstructure that's not so strange. So they have to "add" sunlight to the grass via these installations.

Installing artificial grass is just asking for trouble. No one likes it. It looks and feels different and the players just don't feel right playing in it. You'll hear nothing but complaints from everyone. Avoid yourself the hassle and install natural grass for the World Cup.

Do those machines affect the color of the grass? I've noticed that those stadiums usually have a pretty bright green while other stadiums have a more darker green.

I think this is more due the type of the grass than the use of the machine but I don´t know if the machine have an effect on the color of the grass at all.

Umm, OK. Still weird for me if they choose the new one that cannot directly pass the sunlight to the field ? Avoid dazzle effect of the sunlight or to saving lighting for the night game ?
