One thing is for sure: it will be there by June 2016 since Noy can't afford to not take the credit for the project

Both can be credited. PGMA started it and glad that pNoy continued it unlike previous admins (pre-PGMA) that just mothball them and start new.

in my opinion give full credits to PGMA. ang participation lng naman ni Pnoy ay siya nag ribbon cutting :-)

nanghinayang ako sa NORTHRAIL multibillion na ginastos sa construction pinatigil pa ni Pnoy back to zero ulet new bidding.

Same old story. Erap reaped a lot of benefits from FVR administration, such as Skyway and MRT.

Gov’t wants harmonized connector road projects

Published on Tuesday, 17 July 2012 00:00

Quote:
The Department of Transportation and Communication (DOTC) through Toll Regulatory board has asked the proponents of road projects connecting the North and South Expressways to harmonize their proposals so the government can act on them.

The DOTC said that project proposals involve certain stretches of roads which they both want to do.

The order also covers Daang Hari-SLEX link road project.

The proponents are Metro Pacific Tollways Development Corp. (MPTDC) and Citra Metro Manila Tollways Corp. (CMMTC) for the two NLEX-SLEX connector roads and and the Ayala Group for the Daang Hari-SLEX link road.

The Toll Regulatory Board is working with the Department of Public Works and Highways (DPWH) to build two SLEX-NLEX connector toll highways, which will reduce travel time between NLEX and SLEX to 20 minutes and support the more efficient movement of people and goods between the north and south of Luzon.

The proposal of MPTDC involves the construction of a 13.4-kilometer four-lane elevated expressway to link the SLEX and NLEX passing through Metro Manila and utilizing the existing PNR alignment as its route.

The second proposal, from CMMTC, is a 14.2-km extension of the integrated skyway system from Buendia in Makati City to Balintawak in Quezon City, using a different alignment.

Meanwhile, on the Daang Hari-SLEX link road project, it was agreed that the Ayala Group will submit its proposed design revisions and costing to remove some constraints in its connection with SLEX in anticipation of future SLEX expansion requirements.

PPP projects can help PH exceed growth target this year

ABS-CBNnews.com
Posted at 07/18/2012 6:49 PM | Updated as of 07/18/2012 6:49 PM

Quote:

MANILA, Philippines - If the government's 8 public private partnership projects will be bidded out this year, the Philippine economy may even exceed its growth target of 7-8% for this year, according to a Finance department official.

Finance Undersecretary Gil S. Beltran said the Philippine economy performed well in the first quarter of the year despite the absence of government spending, showing that there are strong investments coming from the private sector.

"The economy is growing at a much faster pace because the private sector was spending a lot and they are still waiting for the infrastructure projects that the government will offer through PPPs, so we expect around 2% growth coming from the eight PPPs this year," he said.

Beltran even noted the government can even surpass its GDP target of 7-8% this year if all 8 PPP projects and government spending were on track.

"Let's say the economy would grow by 6.4% this year and we'll add up the 2% points coming from PPP and the the 1.5 percentage points underspending of the government, easily we can grow by 9.9%," Beltran said.

President Benigno Aquino earlier said that 8 of the 17 PPP projects will be bidded out this year. This includes the Light Rail Transit Line 1 extension and the connector road between the South Luzon and North Luzon Expressways.

Citra unit aims to bag permit for road link by Q4

Quote:
SAN MIGUEL Corp.-backed Citra Metro Manila Tollways Corp. is confident it can start building an elevated link between two expressways early next year even as regulators have pointed out that more evaluation is needed, officials said.

“Citra is prepared to construct Skyway Stage 3. As soon as we receive the pertinent notice to proceed from TRB (Toll Regulatory Board), hopefully within the last quarter of this year, we can immediately mobilize,” Citra President Shadik Wahono said in e-mail on Tuesday, referring to the planned link between North Luzon Expressway (NLEx) and South Luzon Expressway (SLEx).

“We have to start full-blast construction in January 2013 in order to finish the project by December 2015,” Mr. Wahono said.

The P25.4-billion project involves the construction of a 14-kilometer, six-lane elevated tollway parallel to the Epifanio de los Santos Avenue (EDSA), with exits in Buendia, Quirino, Plaza Dilao, Aurora Boulevard, E. Rodriguez Avenue, Quezon Boulevard, Sgt. Rivera, and Balintawak.

Citra claims this is merely a continuation of its 1995 Skyway project, earlier reports show.

Sought for comment, TRB said the firm still has to hurdle three of the four stages of evaluation, with only the road alignment approved so far last month since the project was placed under reevaluation in January.

“The TWG (technical working group) is now at the basic design stage [of the evaluation],” TRB Executive Director Edmund O. Reyes said of the Citra project in a telephone interview late last week.

The TWG is composed of representatives from the Finance and Public Works departments and National Economic and Development Authority.

Citra will then have to hurdle financial and legal evaluation which will scrutinize terms for the toll fees and ownership, Mr. Reyes said.

Nevertheless, Mr. Wahono said the company is prepared to comply with government screening given its previous experience in getting approvals for Skyway 1 and Skyway 2.

The project currently faces competition from the Metro Pacific Investments Corp. (MPIC), which has proposed a similar link on a different alignment.

MPIC’s P21-billion “connector road” proposal consists of a 13.4-kilometer, four-lane elevated expressway over the Philippine National Railway from Caloocan City to Makati City.

The MPIC proposal will have to undergo a Swiss challenge, Cossete V. Canilao, Public Private Partnership Center executive director, said.

MPIC is the local unit of Hong Kong’s First Pacific Co. Ltd., which partly owns Philippine Long Distance Telephone Co. (PLDT).

Hastings Holdings, Inc., a unit of PLDT Beneficial Trust Fund subsidiary Mediaquest Holdings, Inc., has a minority stake in BusinessWorld.
