It appears that Skyway stage 4 is a different project from the C6 expressway, but it will be parallel to it.

Citra group to build common road for 2 projects linking NLEX, SLEX

MANILA - Citra Metro Manila Tollways Corp. said it will build the three-kilometer common road linking two overhead expressways that will connect the NLEX to the SLEX.
“It will be us,” Ramon S. Ang, president of San Miguel Corp. said in response to queries on which of two proponents will construct the common road that will run from Buendia in Makati City to Plaza Dilao in Manila.

based on that article, the expressways will diverge 3 km after Buendia. So once they hit Quirino ave, the expressways split into two. Connector road will go above the PNR while Citra's will go above Quirino ave.

If not, then they will diverge at Plaza Dilao.

so, pagkatapos kaya ng 3km common road.. panu na kaya c MPTC? sa skyway pa rin kaya sila? dapat kc sa plaza dilao pa lng mag merge na sila..

What's the C6 expressway? Is that really an expressway or just like C5? I think it would be great and more efficient to build if they connect NLEX/SLEX with this expressway.

Well, the C6 is a currently PPP project, but this expressway has been planned since the Marcos era. According the the PPP it will finish by 2020, though i doubt that. Here's its thread:

mas ok sana yun plan nila MVP na ipadaan nalang sa ibabaw ng PNR yun expressway link maayos pa yun railway kung nagkataon...medyo iwas trafic pa pagnagstart yun construction..

Thanks. That's an old project. Cheaper, further yet nearer I hope if they do that they will maintain the original vision as an expressway, like SCTEX, NLEX not like C-5 which is just a boulevard. That way people north-south of Manila can be linked without having to go through Manila. Wasn't that started in the last admin according to that thread?

Since Marcos time? I think it could be earlier. The original plan for the circumferential system of roads go back to the commonwealth days isn't it?

I took a look at Noy's SONA video and notice how the connector road diverges from Citra's alignment at after Zamora Bridge.

citra will own the 3km common alignment from buendia to pandacan.
its settled already!!

mntc will go still to swiss challenge,

my question:
will citra prepare ramps for mntc's connector?
they just make interchange for northbound vehicles

“[The Department of Public Works and Highways] has to approve the terms of contract and the terms of reference, which will then go to NEDA (National Economic and Development Authority),” Mr. Singson told BusinessWorld in a chance interview, explaining that only then can the Swiss challenge commence.

“We hope to submit by August all the final terms of [MPIC’s] proposal as soon as we get the formal ‘no objection’ of DoTC (Department of Transportation and Communications) for their PNR (Philippine National Railways),” Mr. Singson said in a separate text message yesterday.

MPIC is looking to use the airspace above PNR’s railway in Metro Manila for the proposed elevated link between the North Luzon Expressway (NLEx) and South Luzon Expressway (SLEx).

MPIC in 2010 proposed the P22.95-billion “connector road,” a 13.4-kilometer, four-lane elevated expressway from Caloocan City to Makati City.

MPIC’s connector road proposal, according to MPIC Chairman Manuel V. Pangilinan, will have three phases: Segment 9 (Mindanao Ave. in Quezon City to Valenzuela City) is targeted to be finished by September 2013; Segment 10 (Valenzuela City to MacArthur Highway in Bulacan to Harbor area in Manila) is eyed to finish by the end of 2014 and the connector road project itself, which is expected to be completed by 2015.

For Segments 9 and 10, MPIC is still under the process of acquiring the right of way.

Since it is an unsolicited proposal, the government has deemed that the project must undergo he so-called Swiss challenge, wherein MPIC can only win the contract if it matches the highest counteroffer.

Meanwhile, the design of a similar elevated road link proposed by San Miguel Corp. and Citra Metro Manila Tollways Corp. is being evaluated by the Toll Regulatory Board (TRB).

The project’s alignment was approved in June by the agency’s technical working group composed of officials from NEDA, and the departments of Transportation, Public Works, and Finance, TRB Executive Director Edmund O. Reyes had said.

Citra President Shadik Wahono, nevertheless, said that the company is confident that it will be able to get TRB’s approval before the year ends.

If so, it could start the project by January next and finish it by end of 2015, he added.


Citra had proposed a P25.4 billion, 14-kilometer, six-lane elevated tollway parallel to the Epifanio de los Santos Avenue (EDSA), with exits in Buendia, Quirino, Plaza Dilao, Aurora Boulevard, E. Rodriguez Avenue, Quezon Boulevard, Sgt. Rivera, and Balintawak.

Citra claimed the proposal is the third phase of its 1995 Skyway project, which was a solicited project. As such, it will not be subject to a Swiss challenge.

Cosette V. Canilao, PPP Center executive director, similarly explained that under public-private partnership (PPP) rules, unsolicited proposals need to undergo a Swiss challenge while unsolicited proposals will only need the approval of the implementing government agency for them to proceed.

Last May, the two competing proposals, which have been included in the government’s PPP priorities, were both given by President Benigno Simeon S. C. Aquino III the go signal to proceed.

MPIC is the local unit of Hong Kong’s First Pacific Co. Ltd., which partly owns Philippine Long Distance Telephone Co. (PLDT).

Hastings Holdings, Inc., a unit of PLDT Beneficial Trust Fund subsidiary MediaQuest Holdings, Inc., has a minority stake in BusinessWorld.

Shares of MPIC fell by 0.49% on Friday while shares of San Miguel stood unchanged.

Planned skyway network to decongest Metro Manila by 2015 — DPWH

Singson said the network consists of three parts: the NAIA Expressway Project, the NLEx-SLEx Connector Project, and the Metro Manila Skyway Project.

The NAIA Expressway Project will connect the South Super Highway to the Ninoy Aquino International Airport terminals 1 to 3 all the way to the PAGCOR Entertainment City.

On the other hand, the NLEx-SLEx Connector Project will link the North Luzon Expressway (NLEx) and the South Luzon Expresseway (SLEx) to the airport terminals while the Metro Manila Skyway will connect the SLEx to Quezon City, specifically to Araneta Avenue all the way to Balintawak.

"Now you have three-legged national NCR Skyway Network that will connect all the major destinations. Hopefully, this will really improve and decongest our major thoroughfares like EDSA, Taft Ave, Buendia, and so on," Singson said at a press conference after the hearing.

He said the project, which is being implemented through PPP, will cost around P75 to P80 billion.

The DPWH chief said the target Aquino gave them to construct the network was 2015, although parts of the project have already begun.

"We're confident that segments of this skyway network will be operational by 2015. We are looking at how we can see to it if not all the road networks will be finished by at least mid-2016, when the whole thing will be completed," he said.


'Very pleased'

During Monday's press briefing, Senate finance committee chair Sen. Franklin Drilon said he was "very pleased" with the performance of the DPWH in the past year.

"Generally the committee is very pleased with the improvements that have been instituted by Sec. Singson in terms of the utilization, particularly of the utilization of the budget which has been a focus of criticisms in the past so we have made great strides in that area," he said.

Singson said they have an implemented budget of P162 billion this year, P105 billion of which has been obligated as of June 2012. He also said that compared to the disbursement of P26 billion during the same period the year before, they have already disbursed P64 billion.

He also said that as of July this year, 2,515 projects have already been issued notices to proceed, which means they are already ongoing.

He added that they are already bidding out their projects for 2013 because they want to be able to award the contracts right after the budget is approved.

"We're trying to improve the implementation schedule becayse one of target is what we call right on time delivery. We are definitely improving our project implementation schedule so that we take advantage of the dry months," he said.

But Singson stressed that they are not only focusing on "NCR-centric" projects like the Skyway Network.

"People might complain NCR-centric na naman budget that's not quite true because we're also doing projects in Cavite, Laguna...Central Luzon," he said.

Singson was referring to the CALA (Cavite-Laguna) Expressway Project, the Tarlac-Pangasinan-La Union Toll Expressway (TPLEX) Project, the Daang-Hari-SLEx Link Project, the Central Luzon Link Expressway (CLLEx) Project, and C-6 Expressway and Global Link Project.

"The whole objective is to make our produce coming from region 2 easily accessible to the Metro Manila markets," he said.

He also said that 26 percent of their national road projects are for Mindanao, specifically the ARMM.

"This will be focused on national roads," he said.

Drilon said the DPWH's 2012 budget for capital outlay of P99.5 billion will be increased to P140.5 in 2013, most of which will be sourced from locally generated funds. Drilon said there was a 6 percent reduction in foreign-assisted projects.

However, Singson said admitted his agency has been facing problems in implementing infrastructure projects in the Autonomous Region in Muslim Mindanao.

“We are already encountering some peace and order problems in ARMM areas. The President has authorized us some P2.8 billion worth of infrastructure projects for ARMM alone, but we have been facing problems in terms of security and so on. With a good peace and order situation, we hope we can implement more projects in the area,” said Singson. – JP Lopez

No updates for the past 10 days...
The link expressway would definitely come in handy if there is another Ondoy tier flooding in Metro Manila, since it goes above flooded areas. People can cross Manila without getting themselves flooded.

Fight at the end of the tunnel

Reports indicated that the MVP group proposal did not have the so-called right of way. It would need help from the government, using its right of eminent domain, to acquire additional right of way. According to the Neda, that was just another form of subsidy—i.e. against the law. The DPWH then ran to the DOJ for “clarification,” which instantly agreed with Neda. Also, both the DOJ and the OGCC (Office of the Government Corporate Counsel) already opined much earlier that the Citra group had the prior right on the road projects.

And so the DPWH ran to other government outfits for support. In the next 11 months or so, a flurry of letters flew between them, with the DPWH pushing for the MVP group while trying to eliminate Citra. From what I gathered, the DPWH even boycotted the technical planning sessions of Citra, and DPWH boss Singson even visited DOJ head Leila de Lima personally, asking for the DOJ to reverse itself, even intimating that the DOTC (headed by Secretary Manual A. Roxas) would, ahh, “not mind.”

That was about eight months ago in November 2011. The following month, San Miguel entered the picture by partnering with Citra. Thus, the effort of the DPWH to shoot down Citra all the more intensified. The DPWH filed more than 10 “pleadings” and “rejoinders” regarding the case in the past six months or so. Hmmm. Who would have thought that the DPWH legal department could be that hard-working and efficient? Anyway, last March, the DOJ released a 22-page decision, saying—again—that Citra had the prior right over those projects. What did the DPWH do? Well, Singson ran to our leader BS for help with his famous memo, in effect pulverizing Citra, citing all sorts of statistics.

What do you know—our leader BS decided that this country, where more than 40 million people are poor, who are in dire need of the basics like health care, shelter, nutrition and education, should pursue both projects worth hundreds of billions of pesos. A press campaign ensued, with DPWH saying that it would support both Citra and MVP groups, although some media outfits attacked the Citra proposal as “incredible,” or “impossible,” or even “mind-boggling.”

Our leader BS, based on press releases, also wanted a speedy implementation of both projects. Again—“speedy!” It was not surprising then that last June, the DOJ came out with its final decision by denying the motions of the DPWH for the DOJ to reverse itself. Translation: the DOJ affirmed that the Citra group had the right to do those projects all along. Here is the thing: According to a report in this section, the DPWH still went to our leader BS, appealing its case with the Office of the President.

Moreover, from what I gathered, the DPWH is still trying to recruit an ally in Finance Secretary Cesar Purisima, who is supposedly on top of the long-in-coming “PPP” of the administration. And so, I tell you, the fight may yet have an extension. No light at the end of the traffic infested tunnel! Meanwhile, the “bosses” of BS are agonizing in 6-hour long traffic on Edsa.

Most of these assets were not immediately disposed due to legal and other infirmities ranging from illegal occupants to unpaid obligations to third party claims. According to Sanchez, HGC is adopting a strategy of revaluation of assets to reflect their true value, infirmities and all.

Earlier this year, HGC published for negotiated sale the air rights above the PNR rail track stretching from the junction of Samson Road in Caloocan to Sen. Gil Puyat Avenue in Makati City. The air rights is a crucial component in the development of the proposed SLEX-NLEX elevated connector project.

The approximately 14-km air rights, valued at P2.243 billion, was withdrawn from sale following the May 7, 2012 meeting among the Department of Finance, HGC, and Vice President Jejomar Binay.

MANILA - The Swiss challenge for the NLEX-SLEX Connector Road Project is likely to be scheduled on October, an official of the Public-Private Partnership Center said.

Cosette Canilao, executive director of state-run PPP Center told Interaksyon.com that the Department of Public Works and Highways will secure National Economic and Development Authority-Investment Coordinating Committee approval of the agreed terms of reference for Metro Pacific Investments Corp.
