DPWH to invite counter-proposals for NLEX-SLEX Connector Road by October

Last March, state-run Home Guarantee Corp. sought investors who would bid for the 14-kilometer airspace above the stretch of the PNR tracks between Makati City and Caloocan City. The bidding however fell through because of the PNR's opposition.

Transports Secretary Manuel Roxas had said the HGC would be compensated for the use of PNR's airspace. The air rights of the PNR would be used by Metro Pacific Tollways Development Corp. in constructing the NLEX-SLEX Connector Road.

Malacanang earlier allowed proposals lodged separately by MPTDC and San Miguel Corp.-backed Citra Metro Manila Tollways Corp. to construct expressways linking the North Luzon Expressway and the South Luzon Expressway.

MPTDC plans to construct the 13-kilometer NLEX-SLEX Connector Road for P22.95 billion. The project is expected start early next year and would create 8,000 jobs.

When they build the expressway, where do they start building it? Do they start from NLEX to SLEX or from SLEX to NLEX? Or both?

The Department of Education successfully bidded out work on the Public-Private Partnership for School Infrastructure Project (PSIP) with an approved budget of P16.4 billion in the Ilocos provinces, Central Luzon and Calabarzon. The PSIP is a build-lease-transfer contract for the design, construction and maintenance of 9,301 classrooms in the three regions for a period of 10 years. Education Secretary Bro. Armin A. Luistro believes that with this PPP project, easing the classroom shortage is finally within reach, with over 20 million young Filipinos to benefit from access to quality education.

That's because their structures are not designed to be earthquake-proof, so they collapse easily in normal situations.

Skyway 3, Slex-Nlex connector to be completed as scheduled

MIPC bagged the connector project while SMC won the right to build skyway 3.

SMC is now the partner of Citra Indonesia in maintaining and operating the whole Slex since January 2012.
Citra has been operating Skyway 1 and 2 since 1995.
If both projects, with a similar length of 13 kilometers, start by January 2013, they will be finished by third quarter of 2015 or 10 to 11 months before President Aquino steps down from the presidency.

The Skyway 3 and Nlex-Slex connector are among the centerpieces of the private-public partnership (PPP) program of the Aquino government.
PPP is the new name given to the build-operate-transfer (BOT) scheme of the Ramos, Estrada and Arroyo presidencies. “They are very important. The concessionaires — MPIC and SMC — are already doing detailed engineering,” Roxas said.

In an unsolicited proposal submitted to the Department of Transportation and Communications, MPIC will build the connector using the railroad tracks of the Philippine National Railways. It will begin in Gil Puyat Street and ends at Samson Road in Caloocan City.

Skyway 3, on the other hand, will traverse from Gil Puyat Street in Makati up to Monumento also in Caloocan.

Between the two projects, it is the Skyway 3 that is more expensive because of so many private properties that will be hit when the government pays the right-of-way (RoW) of the project.
However, the MPIC project has no much RoW as it will traverse the PNR tracks that are mostly open and government-owned.
Both projects cost around P26 billion.

"We already rolled out three projects. We are still positive that we will meet our target," Canilao said.

Earlier, the government bid out the $239 million PPP for School Infrastructure Project Phase I, while the $1.4 billion LRT Line 1 Cavite Extension and the $377.5 million NAIA Expressway Phase II are in the pre-qualification stage.

Other projects that are lined up for bidding this year are the $128.3 million Modernization of Philippine Orthopedic Center, $466.8 million Cavite-Laguna Expressway, the $11.3 million Vaccine Self-Sufficiency Project and the $38.1 million Operations and Management Contract of the Angat Hydro-Electric Powerplant Turbines 4&5.

Last year, only the project linking the Daang Hari Road to the SLEX was auctioned off by the government. Ayala Corp.’s P902-million bid bested the P608-million offer of its only rival, San Miguel Corp., and was nearly triple the floor price of P371 million.

In November 2010, the government presented to local and foreign investors 10 priority infrastructure and transportation projects for PPP.

DOTC clears MPTDC-led NLEX-SLEX road project

MANILA, Philippines - The Metro Pacific Tollways Development Corp. (MPTDC) of businessman Manuel V. Pangilinan has secured the go-signal of the Department of Transportation and Communications (DOTC) and the Toll Regulatory Board (TRB) to proceed with their big-ticket North Luzon Expressway-South Luzon Expressway (NLEX-SLEX) connector road project which is estimated to cost as much as P23.6 billion.

With the clearance, the MPTDC expects to start construction by next year and complete the project and make it fully operational by the latter part of 2015 or the first quarter of 2016.

The MPTDC completed negotiations with the Department of Public Works and Highways (DPWH) and received a “no objection” response from the DOTC and TRB after making a presentation of their unsolicited proposal at the TRB last week.

Siguro naman wala ng legal impediment sa proposal ni MVP.

Citra proposal on the hand hindi na kailangan ng Swiss challenge diba as the original proponent of the Skyway system.

No more reason not to construct this ASAP

I'm not sure about the wisdom of building above the PNR tracks. I was thinking that they should elevate the PNR tracks rather than at grade, then they can run trains express, at higher speeds instead of having to crawl and stop at city railroad crossings. That's unfortunate. As for the Skyway, NLEX/SLEX connector, they've planned, talked about that since FVR's time. The longer it takes the gov't to build this, the more difficult and expensive it gets. Mmmm....maybe while they're at it, the builder can make triple decker, Skyway on top, railroad in the middle, and grade level...mmmmm bicycle path?

Sinabi pa ni Ochoa na kapag natapos ang proyekto, mararating na ang SLEX mula NLEX sa loob lang ng 15 minuto nang hindi na makikipagsiksikan sa trapik ng EDSA.

Ang gagawin lang aniya ay aakyat sa bagong gawang Mindanao Avenue Mega Interchange paglagpas ng Valenzuela exit kung nasa southbound lane at iyon na ang magdadala sa kanila sa SLEX sa bahagi ng Buendia.

Base sa disenyong nauna nang ipinalabas ng MNTC, may habang 22 kilometro ang itatayong Skyway na magsisimula sa kanang bahagi ng Mindanao Avenue Mega Interchange, western side, na dadaan sa Manila North Harbor at liliko sa C3 Avenue.

Tatahak ito sa ibabaw ng riles ng Philippine National Railways (PNR) hanggang makarating sa Buendia kung saan idudugtong naman ito sa Skyway Stage 1, na nasa ibabaw naman ng mas pinalapad na SLEX.

so it seems that the Connector road shall be constructed before the Skyway stage 3 of citra. However, i read an article that Citra will construct the common alignment for both expressways. I guess the connector road would be built from north to south (Valenzuela to Buendia).

Babes went so far as to seek a reconsideration of P-Noy’s decision to allow both San Miguel’s and Metro Pacific’s proposed connector projects.

Secretary Singson is trying to convince P-Noy to give him jurisdiction over the San Miguel project which is now already being acted upon by the Toll Regulatory Board. Singson is a part of the TRB Board but the TRB itself is under the direct supervision of DOTC.

There were also talks that Singson is trying to broker an agreement where Metro Pacific can buy an interest in the San Miguel project. Some form of agreement between the two will have to be made at some point because the two road projects have the same alignment above the PNR railway tracks in the vicinity of Paco.

Interestingly, Dax Lucas of Inquirer reported last Monday that Singson “inserted” the Metro Pacific connector road project in the NEDA meeting without the knowledge of the NEDA staff. According to that report, “Singson took the floor to extol the virtues of Metro Pacific Investment Corp.’s NLEx-SLEx connector road project. (Singson was once employed by MPIC as the head of its Maynilad unit.)”

Curiously, Singson did that “after he personally attended the Toll Regulatory Board meeting and objected to the final approval of San Miguel Corp.’s rival (and supposedly higher priority) Citra-PNCC Alignment road project. Remember that no less than President Aquino has mandated that both projects be approved posthaste.”

Dax continues: “After the presentation, the technical team, unprepared and unaware of the intentions of the DPWH secretary, was asked to endorse the project for approval of the Cabinet committee ICC.”

I think they should let both projects get done as P-Noy and Mar Roxas announced. There may be some cannibalization of market in the start, but with the rapid growth of Metro Manila traffic and with the growth in the passenger traffic at the Clark airport from budget carriers, we may really need both projects anyway.
