Definitely a big boost to central luzon and the Benguet region in terms of tourism and business. And people from the north too would have a much easier time going to Metro Manila and its surrounding areas.

A friendly advice though, Its very tempting to step on the gas with the roads wide open but just make sure you don't go beyond the speed limit too much... I've been apprehended twice before in NLEX and SCTEX for going beyond the limits! i was caught running 124kph on both instances!

I believe 110 kph should be the speed limit and not 100kph (but for CARS ONLY). Buses should be limited to 90 kph because the momentum and inertia they bring in a crash is a big factor in greater number of injuries or fatalities.

Motorcycles should be limited to 100kph also for those 400 cc and above, and anything lower than that should still be banned from the expressway (as what we have currently with the expressways).

However you have to realize that optimal fuel economy happens at about 2000-2500rpm for cars, which is 80-100kph. Anything higher than 2500 rpm and you are already burning fuel way faster than ideal.

Keep in mind that the elevated skyway from Sucat to Alabang, a mere 6km distance, took 2 years to complete.

"Our intention is to be treated as co-equal in the project. That part is the most profitable part that's why we wanted to be treated as co-equal. Walang lamangan kasi yun ang catchment of the traffic. So since it is the most profitable dapat co-equal," Fernandez said.

MPTC plans to construct the 13-kilometer NLEX-SLEX Connector Road for P22.95 billion. The project is expected start early next year and would create 8,000 jobs. The connector road would run along the tracks of state-owned Philippine National Railways.

The National Economic and Development Authority has yet to approve the Swiss challenge for the project. A Swiss challenge is required since the project is an unsolicited proposal.

Citra Manila's proposal, on the other hand, calls for a P25.4 billion 14-kilometer, six-lane tollway that will have exists in Quirino, Manila and Plaza Dilao, Aurora Boulevard, E. Rodriguez Ave., Quezon Boulevard, Sgt. Rivera, and Balintawak in Quezon City.

Linking the two expressways has been in the pipeline since MPTC submitted an proposal to build a 13.4-kilometer, four-lane elevated road connecting the two over the railway from Makati to Caloocan in 2010.

MPTC operates the 83.7-kilometer NLEX, while CMMTC jointly operates the 60-km SLEX.

Meanwhile, Fernandez said the Manila North Tollways Corp. (MNTC) improved its offer to the Bases Conversion and Development Authority (BCDA) to operate the 94-kilometer Subic-Clark-Tarlac Expressway (SCTEX).

The MNTC is a subsidiary of MPTC, which is in turn a subsidiary of Metro Pacific Investment Corporation (MPIC), raising the concession fees and revenue share of the government to P90 billion over a 30-year period from P64.4 billion

The improved offer was based on the calculation that vehicular traffic along the expressway would generate as much as P278 billion during the 30-year period.

MNTC also said it would invest P20 billion in SCTEX until 2043 for road improvements and facilities until 2043. — BM, GMA News

The initial cost of the common alignment was pegged at P3 billion, but Fernandez said this has increased because the common segment of the connector road now spans from Buendia in Makati City all the way to Polytechnic University of the Philippines in Sta. Mesa.

Before, the common alignment only covered Buendia to Plaza Dilao in Manila.

"The cost has moved. We were only thinking then of 3 kilometers, but now its 5," noted Fernandez.

Proposals

MPTC earlier submitted a proposal to government for the construction of a P23.6-billion road that will connect NLEx and SLEx by 2016. The proposal involves the construction of a 13.2-km overhead road via the Philippine National Railway tracks.

The Department of Public Works and Highways accepted the proposal, albeit subject to a Swiss challenge.

Meanwhile, the connector road proposal of CMMTC involves the construction of the 14.2-km, 6-lane elevated tollway worth P25.4 billion. CMMTC's road will take a different route, and will have various exit points.

Earlier the National Economic Development Authority- Investment Coordinating Committee (NEDA-ICC) made it a condition that before the connector road projects are approved, the two must agree on the common road.

Fernandez said that the two groups will finalize the sharing on the construction cost and revenues .

San Miguel Corp-backed Citra Metro Manila Tollways Corp. (CMMTC) will link the two expressways along a path nearer EDSA traversing the Sta. Mesa –Araneta (St. Rivera) road to connect to the Balintawak entrance of the North Expressway.

The Metro Pacific road will traverse a longer route from Buendia to the Port Area portion of Manila to connect to the Mindanao Ave link in North Expressway.

The Metro project will run 14 kilometers with six lanes and will cost P25 billion.

The Metro project likewise has three phases of development- the Mindanao Ave., to Valenzuela link to be finished by September next year; the Valenzuela to Harbor area then the Harbor area to Buendia.

A 13.2-kilometer elevated road connecting the North Luzon Expressway (NLEX) to the South Luzon Expressway (SLEX will cut down travel time across the metropolis from two hours to 15 to 20-minutes, regardless of traffic at ground level.

MANILA - The row between the proponents of two expressways over a common alignment is heating up as negotiations on who will finance and construct the most profitable segment remains unclear.

Shadik Wahono, chief executive of San Miguel Corp-backed Citra Metro Manila Tollways Corp, said the company has turned down the 50-50 sharing scheme proposed by Metro Pacific Tollways Corp (MPTC).

Citra Manila and MPTC are pursuing separate tollway projects that would link the North Luzon Expressway (NLEX) to the South Luzon Expressway (SLEX). Their projects however will share a 5-kilometer stretch of road from Buendia Avenue in Makati City to the Polytechnic University of the Philippines campus in Sta. Mesa, Manila.

SMC, MPIC clash on road projects
Conglomerates Metro Pacific Investments Corp. (MPIC) and San Miguel Corp. are on a collision course again over differing proposals on how to fund and build the shared portion of two north-to-south connector roads.
San Miguel-led Citra Metro Manila Tollways Corp. said it planned to build the shared Metro Manila Skyway extension from Buendia to the Polytechnic University of the Philippines (PUP) on its own and just get a reimbursement from MPIC after construction has been completed.
“I think our proposal is fair and makes the most sense. Everybody wins,” Citra president and CEO Shadik Wahono said at a press conference. “If we pay 50 percent of the cost, but receive less than 50 percent of the traffic, then it will be a negative investment on our part,” he said.
He said both firms would end up splitting the cost of construction of the shared road, with their respective contributions being determined by how much traffic they would separately bring in.
Worth an estimated P7 billion, the 5-kilometer extension will be shared by both Citra and MPIC, which both have approved proposals to construct roads on separate alignments that aim to connect the Skyway with the North Luzon Expressway (NLEx).
Both proposed roads, named the “connector road” for MPIC and Skyway Phase 3 for Citra, will start at the end of the shared portion before veering off in different directions to their respective alignments.
MPIC holds the concession to NLEx while Citra controls the Skyway.

“You cannot prevent anybody to connect to you as long as their connection is not problematic. We put everything on the table and we are willing to complete everything. They can reimburse what we spent,” he said.

Wahono, however, said a 50-50 revenue sharing on the common segment would not be feasible. “It cannot be 50-50 because everything depends on the traffic. If we do 50-50, we’ll be on the negative,” he added.

Metro Pacific earlier expressed hope the discussion on the common segment would be completed by mid-December this year.

President Aquino early this year gave the two proponents the go signal to simultaneously construct the two separate tollway projects that are expected to ease the traffic congestion in Metro Manila and speed up transportation to and from the provinces.

MTPC earlier said it was willing to partner with CMMTC to co-fund the P7 billion, five-kilometer common alignment from Buendia in Makati City to Polytechnic University of the Philippines in Sta. Mesa, Manila.
