The problem with that solution is the runway. More than half of it is gone. If you care to look at the runway distance marker in the picture above its beyond number 3. The usable runway would be around 800m-1000m, almost similar to Caticlan Airport.

So if Caticlan has ATR and Q4300 traffic, then displacement is a good solution. Now the hard part for the airlines to adopt.
The location of their protest poses some ambiguity because it is still part of the original length of the runway which stood at 1700m(ASDA),meaning including the overrun. If their claim has long been that portion they established, are you saying the courts have this case 50yrs way back and they only got a court order now? Another potent question is where did the expropriation fund go? That 50M they are claiming has got to be have by someone somewhere. And one more, didn't Pnoy ordered a stay on this airport project for an audit?

CebuPac cancels 2 more flights due to Pagadian runway problems

April 6, 2013 4:05pm

Air carrier Cebu Pacific on Saturday canceled at least two more flights due to a runway obstruction at the Pagadian Airport.

In an advisory, Cebu Pacific said it had been contacting and re-accommodating passengers affected by the airport problem, which reportedly stemmed from a land dispute.

The canceled flights included:

- 5J-771: Manila to Pagadian - 5J-772: Pagadian to Manila

"We've been contacting and re-accommodating affected guests. Passengers’ options include rebooking or rerouting for travel within 30 days with no penalties, as well as full travel fund or full refund," it said.

It urged passengers to also call its reservations hotline (02) 7020-888 or (032) 230-8888 for details on their re-accommodation.

A report on Radyo Mo Nationwide earlier said the obstructions were placed by the kin of one Datu Luca Taug Boto, who claims to own part of the land used by the runway.

The RMN report said the problem started Thursday when Boto's relatives placed a barricade on the runway and demanded that the government pay them for the land.

It added Boto's family vowed not to leave the area until they are paid. — LBG, GMA News

Are you pre-dating to the days of Swift Air when the airport was still gravel?; Since the Australians(PADAP) asphalted the airport in the early 80s, the runway already stood at 1500m. Since childhood, I don't recall any claim of deferred payment within that length. In fact there were never any obstructions for 50yrs till now caused by land dispute. Based on the location of their tent which is a little past the south taxiway or mid-length of the entire runway; that means it is 500m in from the extension. So why would this claim on this part of the runway surface only now? Its just logically improbable how the placed the obstruction.

Sorry for the errors. It was supposed to be 3,000 ft. Less than 1k. my apologies. Macadam runway is the right term. And yes before it was asphalted. As far as I know there was no encroachment at that time. It started when the ADB made this 3rd airport project requiring Pagadian some much needed space in 1992 where land has to be bought for expansion purposes. It leads to this acquisition which we now know to be unpaid.

By the way not in feet, otherwise that would translate to 300m.

Don't know what's the situation on the ground but latest NOTAM April07 still indicates runway closed and both PAPIs down. April 10 booking for 5j is still open though; looks like ticketing is treating the situation as day to day.

Cebu Pacific cancels 2 Tuesday flights due to continuing Pagadian Airport row

April 9, 2013 3:58am

As the land row affecting the Pagadian Airport continued to drag on, air carrier Cebu Pacific canceled at least six more of its flights - four on Monday and two on Tuesday.

In an advisory, Cebu Pacific said the cancelations were due to some parties barricading the Pagadian Airport's runway over a reported land dispute.

The Tuesday flights Cebu Pacific canceled were: 5J-771 and 5J-772, Manila to Pagadian and back.

The Monday flights canceled were:

5J-771 and 5J-772: Manila to Pagadian and back 5J-443 and 5J-444: Cebu to Pagadian and back

"We hope for your understanding as these cancelations were beyond the airline's control. Your safety is always our top priority," it said.

Last Friday, kin of one Datu Luca Taug Boto, who claims to own part of the land used by the runway, placed a barricade at the runway and demanded that the government pay them for the property.

Cebu Pacific said it has been "contacting and re-accommodating" affected passengers.

Passengers’ options include rebooking or rerouting for travel within 30 days with no penalties. Other options include full travel fund or full refund.

The airline urged passengers to call its reservations hotline at (02) 7020-888 or (032) 230-8888 for details on their re-accommodation. — DVM, GMA News

Here is the latest update . . .

Legal heirs of Datu Lucas Taug Boto represented by Suminal Taug, signed the mutual agreement between them and the city government today at Mayor's office for the removal of barricade at Pagadian City airport's runway.

Looks like a sign of relief; hope DOTC will do their part these landowners can simply disrupt airport operations anytime at their discretion.

The city may have made some concessions; from what I heard, the mayor was also intrumental in the expropriation of those lands to facilitate DOTCs airport development program. Unfortunately the govt agency failed to execute the payment part.

THANKS MUCH SA EFFORT EXERTED TO RESOLVE THE PROBLEM!

HOPING THAT IN THE NEAR FUTURE LOCAL POLITICIANS WILL GO HAND IN HAND IN RESOLVING PROBLEMS NOT THAT THEY WILL TURN THEIR BACK IN THEIR RESPECTIVE DUTIES & RESPONSIBILITIES! IN THE FIRST PLACE, THEY WERE ELECTED TO SERVE THE PEOPLE NOT THE OTHER WAY AROUND AND MUCH WORSE SOME ISSUES/PROBLEMS THEY WILL TAKE IT PERSONALLY..A SIGN OF BEING A TRUE "TRAPO"! TOO BAD!!!!

BOTTOMLINE: CONSTITUENTS WILL BE THE ONE AFFECTED!
