“We believe that building a safer city will bring us one step closer to our ultimate goal of becoming a major growth pole in the international market,” she said.

The IBM will help the city government scale-up its existing security measures through the establishment of the new system by integrating the operations into a single system, infused with advanced technologies.

Lope Doromal, chief technology officer of IBM-Philippines, explained that the project is part of its “smarter cities” advocacy. He said the company is optimistic it can tweak the minor issues in the PSCC for more efficient service.

He said the IOC solution is integrated with advanced technologies such as multi-channel unified communication, video analytics software and Global Positioning System location tracking. The video analytics software, for instance, could help the PSCC monitor the closed-circuit television (CCTV) cameras.

Citing the study of IBM, he said the attention span of an individual monitoring two screens at one time decreases after 20 minutes. The video analytics software will add another “eye” on the extra monitors.
“It will enhance the ability to track traffic and crime related incidences,” he said.


Duterte-Carpio said the system is crucial because they are planning to install more CCTV cameras in 10 sites including city hall, Rizal Park, Sangguniang Panlungsod, People’s Park and Sta. Ana Wharf. The additional units are on top of the 16 CCTV cameras already placed on street intersections to monitor traffic violators.

The IBM technology will further provide the PSCC with capabilities like a single operational platform to monitor and respond to a wide range of safety related incidences; real time situational awareness through Geographical Information System, video feeds and GPS-enabled patrolling vehicles.

The technology will also feature an early warning system to monitor key risk indicators and a simplified dashboard view to help gauge the performance of the device.

Winhoffer said the IBM supports the city’s vision to create a smart and safe city. She said they are looking to establish the similar system in Mandaue and Lapu-Lapu in Cebu and Makati.

“This solution will enable Davao to effectively address a wide spectrum of public safety and security related incidences pertaining to healthcare, fire outbreaks, accidents, flooding, crime tracking and the security of important locations—-making Davao a model city in terms of livability and safety,” she said.

* A single operational platform which will enable coordination between Davao City agencies involved in responding to public safety incidences. The platform will enable PSSCC to monitor and respond to a wide range of safety related incidences from a central location.
* Real time situational awareness through Geographic Information System (GIS), video feeds and GPS-enabled patrolling vehicles. Using IBM Business Partner Unified Edge's Radio Connect for Sametime technology, the PSSCC team will be able to coordinate the city's multiple communications channels including radios, phones, videos and instant messaging to ensure seamless collaboration with first responders and speed incident response time.
* Standard operating procedures defined for different public safety incidences that will improve the overall operational efficiency.
* Video analytics capabilities that will enhance the ability to track traffic and monitor events at important public venues like city hall, the airport and malls.
* An “early warning system” that monitors Key Risk Indicators (KRI) and allows the city to take action in a collaborative manner.
* A simplified dashboard view for executives to help measure the performance of public safety operations with Key Performance Indicators (KPI).

On the other hand, when will Filipinos learn? Mukhang clogged nanaman ang drainaige since sa dami ng nakikita kong pics, masmarami pa ata yung lumulutang na basura kesa sa taong nastranded.

Wow, mukhang umaarangkada ang pharmaceuticals....

Tama bang ipagkalat na kelangan gumamit ng doxycycline para maiwasan daw ang Leptospirosis?

Sure, it is anti-bacterial pero kung may bad bacteria ka, dun talaga gagana. Kapag kinuha before ka nabacteria, baka yung good bacteria sa katawan mo ang patayin nya at ma immune yung bad bacteria sa future dyan sa gamot na yan.

High tide daw ang rason at bakit matagal humupa ang baha! Kailangan na talagang mai-repaso ang flood control assumptions ng mga bayan-bayan dito sa atin!

We can't control high tide (unless gusto nilang pasabugin ang buwan a la Armageddon movie ), the amount of rainfall.... but we can do our best to minimize the devastating effects.

I guess, people are finding excuse to excuse the lazy and thieveing politicians....

I guess, people get what they deserve?

Three things the government should do:

Massive overhaul of drainage system and irrigation in the country
Systematic collection of garbage with emphasis on recycling
Seriously fine offenders(those who dump their garbage). Problema sa maraming Pinoy, tamad pagdating sa paglilinis at pagaayos ng basura nila. Provided na nga yung segregation trash sa kanila, pinaghahalo pa rin ang recycables sa trash. Maybe the government should do what the US is going in this regard. Exchange recycables for cash esp yung mga bote at aluminun. Sa nakikita ko ngayon, mga scavengers lang nagrerecycle ng mga yan Buti pa sila marunong magrecycle at pati basura ng iba nirerecycle

No. It won't kill your good bacteria. Doxycycline as a prophylactic drug is only taken once a week or for 3-5 days(depending on the case) and this won't cause bacterial resistance. If you don't have the baceria and you took this, it will just pass out of your system after 36-44 hours.

However, I advise everyone to only take this medication with the supervision of your physician so as to know if this medication is really indicated for you and to observe any adverse effects.

The info circulating in the social networking sites came from PSMID's website and is intended as a guideline only for the doctors.

Don't you think that is the problem by circulating it in social networking sites?

It creates well, panic. Almost everybody is saying posting people exposed to flood should take it rather than seeking medical assistance first. One thing that does seem to have been omitted(at the last ones circulated in networking sites) is that pregnant women should not just take it. My nursing friends started posting caution about that drug too esp that people not familiar with drugs can take the message at face value.


Being exposed to anti-bacterial drug without really needing. Even topical anti-bacterial should not be taken like it's candy. The effects may not be acute but in a long term, when you keep doing this, it's gonna take on your immune system.

Imagine people just taking that drug every time they charge in floodwater.

They should be more careful on disseminating infos like this.

Dito sa NYC once a week ang recycle pick-up. Regular garbage 3 times a week. Recycle items mix with regular garbage if caught will be fines $50. My next door neighbor was fined for not using the right color bag.

Here in CA, trash bins (big ones) are provided by the city. We have one for trash, for recycables and for green(leaves, branches, etc).

Hindi pa kasama dyan yung aluminum, plastic at bote na binebenta.

Maybe the Philippines should start something similar like the CA CRV (dunno what your version is in NY) so that people will be tempted to segregate stuff since they can sell these. Sa Pilipinas, mga scavengers lang nakadiskubre nun

From my experiences in the Philippines, there are local government that tried to encourage its citizens to recycle and segregate. Yun nga lang walang punishment kaya walang paki. Mga Pinoy talaga, kelangan ba totalitarian regime para maging responsable? Yung sa Baguio nga, pati trash bins na pangsegregate na prinovide ng local govt ay ninananakaw..plus kahit may hiwalay na mga bins eh pinaghahalo pa rin ang trash at recycle. Now, the same people are complaining that the gov't is not doing about the "trash crisis". Eh sa wala nang may gustong tumanggap ng basura ng city eh...If only they participated in segregation, the trash sent to landfills could have been reduced.
