Usually ComVal - mining area. Product yan ng minahan at logging. Hindi na natuto. I sympathise with the naulila, mga namatayan- but I think kung hindi pa mangyayari eto, hindi pa sila matututo.

I think this is a collective problem regarding Filipinos and the government...not only in the area but elsewhere in the country.Alam naman natin na bagyuhin ang Pilipinas eh panay bara pa rin sa estero ang mga tao. Mga govt officials naman, they dont come up with more efficiency and stricter regulations.

I think the national government should not be let off the hook too. I think DENR issues permit and are suppose to monitor these companies aside from the LGUs

I think we should make LGUs more responsible. Hindi naman pwede imicromanage yan ng national government kasi. Usually these LGUs pass the blame back to Manila when in fact they can do something about a problem they can see first-hand. Dito ako inis na inis sa Imperial Manila BS kasi usually LGUs talaga ang may problema.

Gregorio Posted on December 07, 2012 10:23:19 AM MEMBERS of the Government Service Insurance System (GSIS) who have been hit by typhoon Pablo may now apply for emergency loans. In a statement released this morning, GSIS, the pension fund for government employees, said members may borrow up to P20,000 under its emergency loan program. They will pay a 6% annual interest on the loans, which are payable in three years, although payment will start only after three months the loan is released. Members may file their loan applications beginning today up to Jan. 5. Those residing and/or working in areas that are in a state of calamity, as declared by the Sangguniang Panlalawigan or Panglungsod and approved by the GSIS Board of Trustees, are eligible. For typhoon Pablo, the approved disaster areas are: Bukidnon, Lanao del Sur, Lanao del Norte, Misamis Oriental, Misamis Occidental, Zamboanga del Norte, Camiguin, Surigao del Norte, Siargao, Surigao del Sur, Dinagat Province, Agusan del Norte, Agusan del Sur, Davao del Norte, Samal Island, Compostela Valley, Davao Oriental, North Cotabato, Zamboanga del Sur, Zamboanga Sibugay, Maguindanao, Bohol, Siquijor, Southern Cebu, Southern Negros Oriental, Southern Negros Occidental, Southern Leyte, Antique, Iloilo and Camotes Island. Members should also be in active service; have no pending criminal or administrative charges; have no arrears in the payment of his or her mandatory social insurance contributions; and have no loan in default. Half of the casualties in Comval and DavOr maybe blamed to NMMRDC because of inaccurate reports, first they assured people that it will land in Hinatuan @ 6:00 am this 2 inaccurate data spelled doom to the people of DavaoOr and Comval that was caught by surprise! Second, when Pablo was about to land in Baganga( which us way way south of Hinatuan) no storm advisory or warning from NMMRDC before 2:00am! NMMRDC relied more on data from news agencies and PAGASA and not from their people on the ground!

EU cites PH’s improved disaster preparedness
BRUSSELS—Despite the high death toll of Typhoon “Pablo,” the European Union’s coordinating body for humanitarian aid lauded the Philippines’ preparedness for the latest killer storm to hit the country.
Officials of the European Community Humanitarian Office (Echo) on Friday cited an improvement in the government’s response, noting that it “saved a lot of lives,” compared to what was seen a year ago when Tropical Storm “Sendong” devastated parts of Mindanao, also days before Christmas. Echo officials in the Belgian capital, host city of EU institutions, also said a team from its Bangkok office flew to Davao on Friday to assess how it can help in the emergency relief effort. The team is expected to make a report to Brussels on Sunday. “When ‘Bopha’ (the typhoon’s international name) or Pablo hit, I think the government was more prepared than it had been in the past,” said Jenny Correia Nunes, Echo’s team leader for Southeast Asia. PNoy always voicing "Zero Casualty", that's setting a high bar for risk reduction. Is he really serious? Preemtive is not the solution if we want "closer" to Zero casualty. Those new high-tech gadgets cannot save the poor and non-technical Juan de la Cruz in this thypoon-prone country.Why is it always "after" the storm and not before the storm we work on the problem? we should thoroughly make a master plan of evacuation scheme 3days before the storm will hit the country, Military commander should orchestrate the evacuation plan. Logistics is the key, it's expensive but in totality expenses for search, rescue and retrieving dead bodies is more expensive, imho.
