Tauresium or known as Gradište is an archaeological site in Macedonia, located approximately 20 kilometres (12 mi) southeast of the capital Skopje. Tauresium is the birthplace of Byzantine Emperor Justinian I (483) and King Theodahad of the Ostrogoths.

You are kidding, right? Because the stones are imported from Albania, more precisely, from the region of Pustec.

It might be from nearby ruins?

No, that's impossible. There are regulations and laws when you're dealing with ancient ruins in my country.

This would be the case with medieval churches, this is a modern structure

You know I might be called naive for saying this but anytime I look at old ruins like these, especially the ones in Rome, Egypt and Greece (specifically the ones in the middle of cities). I keep thinking to myself "Man, would it not be great if they reconstructed these? It's quite creepy having a bunch of old ruins in the middle of a busy city."

Maybe that's just me, I get why we have ruins don't get me wrong but that's just what I always think about when I stumble across one.

There are rules that apply to the restorations, from international conventions. You cannot rebuilt it completely for example. You can check out the Acropolis thread to see what I am talking about.
