he was talking about Buenos Aires Forum. it is vision. or even a fake proposal. it came out 2006 and never got into any serious state. diagram

I think it looks like the Bank of China Tower but instead of being tasteful it's just wacky and random. I like the idea, but the design is very ugly.

The two smaller twin towers really look better cause they have a pattern that we're used to see and it's visually more organized than the 350m one. The responsible of this project should modify a bit and put the angled lines of the big one in a way a bit more pleasing to eyes, their edges are not that pretty, at least for me. I agree with AlexanderZero when he says it appears unbalanced and random... look at the base of the building. WTF is that?

Its an interesting design, but it seems quite impractical to me.
If this even gets built at specified height, I think you'll see a design change.

MG: acquires land for construction of the tallest building in Latin America

There are no skyscrapers or even highrises in this area of BH. Probably that makes you think is higher than it is.
