This is part of the east wall. They already lifted one section a few weeks ago:



My guess is that the section you posted will be inserted here:



This does raise the question as to why those sections aren't bolted like the rest of the wall. My best guess at the moment is that they would collide with parts of the existing sarcophagus during the final skidding operation. So those sections are attached to the NSC, but they still can be moved out of the way and finally bolted when the arch will be at its final position.

I also think this is why this section can rotate:



Here is a small video to explain it better. You can see that once the arch is in place, the wall magically extend. And since engineering isn't magic, I guess this could be the solution to the problem.

But all of that is just speculation on my part.

So what is the current estimated completion year? I'm seeing anywhere from 2015-2017. With the way it's progressing I can see them sliding it over sometime in 2015, the other year or so used for finalizing it.

2015 was the previous completion goal, but it has been pushed back to 2017 due to various delays.

That doesn't mean the arch won't be in place before 2017, because there will still be work to be done after that (mainly sealing the structure off). But before moving it, there's still quite a lot of work left: erecting the western and eastern facades, cladding everything, installing the bridge cranes, completing the technological building, installing power, ventilation, etc. It's like a building, so even though the core of the structure is complete, it's not quite finished.

From seeing the webcam it appeared that work stopped for a few weeks during the holidays. I'd imagine it would depend on the severity of the winter weather, which so far has not been too severe as compared to previous seasons.

As s1alker mentioned, it only fully stops for a few weeks. But it'll take a few more weeks for work to get back to full speed.

It's the "technological building", which will be the NSC's control center. It will mainly be used for monitoring, but also to control the bridge cranes and can be used as an access point to the NSC (either for people to get inside or materials to get outside). Here's a render of the NSC and the building (picture from VIUR).
