SoKor adds $8.2M
to airport project loan

THE Philippines and South Korea signed last week another agreement that will see Seoul providing $8.2 million in fresh funds for the P107-million Laguindingan Airport Development Project (LADP) which is touted as one of the most expensive infrastructure projects of the Arroyo government.

The Laguindingan airport is some 30 kilometers northwest of Cagayan de Oro City. It will replace the existing Lumbia Airport which serves the Cagayan de Oro-Iligan growth corridor in North Central Mindanao.

Foreign Affairs Secretary Alberto G. Romulo and Korean Ambassador Hong Jong-ki signed the papers for the supplemental loan last Thursday at the DFA headquarters in Pasay City. It will allocate an additional $8.2 million to the project and amend the original loan agreement worth $62.75 million signed on Feb. 24, 1998.

Total project cost for the LADP is pegged at $107.7 million (P4.4 billion), according to the Philippine Information Agency.

Romulo said the fresh funds will ensure that the LADP, the fourth international airport in Mindanao, will be finally completed after years of patient study and planning. "It will have a new runway and taxiway, a passenger terminal building and cargo facilities, air navigation and support facilities and vehicles, all measuring up to world-class standards," he said. – Anthony Ian Cruz

DOTC explains airport status

THE Laguindingan Airport project in Misamis Oriental is not an international airport, and wasn't delayed because funds intended for it were haphazardly transferred to Iloilo as widely reported.

Engineer Ryan B. Gico, one of the project's overseers at the Department of Transportation and Communication (DOTC), clarified these oft-repeated errors as he sought to appraise the Misamis Oriental Provincial Board on the airport's latest updates during the regular session Monday.


The Laguindingan Airport Development Project (LADP), Engineer Gico said will only be offering domestic flights, but "of international standards."

It will have features of an international airport, which can be upgraded later for international use.

"What we are constructing now is a domestic airport and not comparable for example, Davao International Airport," Gico told Sun.Star Cagayan de Oro.

Gico also said "politics" was not among the reasons why the airport is delayed.

Cagayan de Oro Vice Mayor Vicente Emano, who was already a Misamis Oriental governor when the project was conceived in the early 90's, had earlier said that "politics" caused the delay in the airport project's implementation.

Emano said funds for the Laguindingan airport construction was transferred to a similar project in Iloilo after President Gloria Macapagal-Arroyo fared poorly in Cagayan de Oro and Misamis Oriental in the 2004 elections.

President Gloria Macapagal-Arroyo bagged a wide margin of victory in Iloilo, where her then political ally Senate Franklin Drilon hails.

But Gico said all these were not true.

The Laguindingan project had not taken off immediately because its foreign-assisted funds were not released as the project still lacks the domestic counterparts from the government, he said.

"The Iloilo and Bacolod airports project had already taken off when the Laguindingan project was still on the preconstruction stage. So there was no transfer of funds from Laguindingan to Iloilo," the DOTC official told the provincial board.

Meanwhile, Gico said that as of December 15, the project has secured another set of foreign loan totaling $62.75 million. This funds form part the revised project cost of P7.853 billion which was approved by the government last September.

The 2002 projected cost was only at P5.385 billion. Civil works will start January 2008, he added.

Gico appeared before the Provincial Board after PB member Francisco Bade earlier expressed concern over the LAPD's status, saying not much of its goings-on are reported or coordinated with the provincial legislature.

"Over at Iloilo, work is already being done on its airport project. But we have to realize that funding for the two projects are different since the Iloilo project is funded by the Japanese while the Laguindingan airport project is in turn funded by the South Korean Export-Import bank," he said.

Despite this Drilon, then the Senate President, said he would work towards expediting the release of the funding and other requirements needed to fast track the implementation of the airport project.

And while then Mayor Vicente Emano welcomed Drilon's statement of support he pointed out that politics caused the delay in the airport project's implementation.

Emano recounted that prior to last year's elections the Laguindingan international airport project was identified as the top priority projects to be implemented in the country.

However the mayor said things turned around when President Gloria Macapagal-Arroyo fared poorly in Cagayan de Oro and Misamis Oriental in the last elections and achieved a margin of victory in Iloilo.

"Of course the Senate President won't admit it but the Iloilo airport project was prioritized. That was to be expected but it must be pointed out that the Laguindingan international project was the first priority," Emano said during his "Mayor's Move" program last Saturday.

DoTC inks pact to build Misamis Oriental airport

President Arroyo to inspect construction on Jan. 9



Transportation and Communications Secretary Leandro R. Mendoza has signed the contract for the construction of main civil works and supplemental agreement on consulting services for the construction supervision of the Laguindingan Airport Development Project.


Secretary Mendoza said that the signing of contracts for main civil works and the construction supervision will jumpstart the commencement of construction of the Laguindingan Airport Development Project.

Secretary Mendoza added, "this corridor airport service area covers the provinces of Bukidnon, Misamis Oriental, Lanao del Norte, Lanao del Sur, and the island of Camiguin and when completed will definitely rev up the economy, facilitate air travel safely, generate considerable revenue, and promote commerce and tourism."

As this developed, reports said President Gloria Macapagal Arroyo was scheduled to visit Misamis Oriental on Jan. 9 to inspect the construction of the airport.

The Laguindingan Airport Development project aims to expand and improve the country’s civil aviation infrastructure and support safer operation based on international standards and practices.

The main civil works involves the construction of runway, new passenger terminal building, air traffic control tower/operation building, cargo terminal building, CFR (CAT-1) building, maintenance building, power house building, administration building, cold water receiving station, fuel farm, and waste water treatment plant.

The amount for the civil works cost to about R4.992 billion with Hanjin Industries Construction Co. Ltd of Korea as the contractor.

On the other hand, the consulting services for the construction supervision will have a Foreign Cost Component in the amount of KW4.869 billion and R130.990 million as its local cost component. The consultant is Yooshin Engineering Corporation.

The airport facility is located at Laguindingan, Misamis Oriental, a major growth area in Mindanao.

Funds were sourced from the Economic Development Cooperation Fund (EDCF) of Korea (loan), the Export-Import Bank of Korea (Export Credit loan), Nordic Investment Bank for its Air Navigational Support Facilities and the Government of the Philippines (GOP).

The airport facility covers about 400 hectares and approximately 300 hectares had been acquired or donated, with Ayala Land Corporation donating 94 hectares. (With a report from Gerry Gorit)

Construction of new Northern Mindanao airport starts Feb. 4
400-hectare facility targeted to be finished by 2011
THE CONSTRUCTION of the P5-billion Laguindingan Airport in Misamis Oriental, Northern Mindanao’s gateway to replace Lumbia Airport in Cagayan de Oro, will start on Feb. 4.

Late last week, the Department of Transportation and Communication (DoTC) said it signed contracts with Korean firms for the construction of the main civil works and inked the supplemental agreement for consulting services.

The Hanjin Industries Construction Co. Ltd. is the project’s contractor, and Yooshin Engineering Corp. is the consultant.

The main civil works amounting to P4.99 billion involves the construction of runway, air traffic control tower, cold water receiving station, fuel farm, wastewater treatment plant, as well as passenger terminal, cargo terminal, maintenance, power house, and administration buildings.

The consultancy services will have a foreign cost component of 4.86 billion Korean won (P194.40 million), while its local cost component is P130.99 million.

The funding will come from the Economic Development Fund of Korea, Export-Import Bank of Korea, Nordic Investment Bank and the government.

Last October the project team handling the development told a press conference that the new airport will have a capacity of 1.2 million passengers annually, which is bigger compared with Lumbia’s current capacity.

Barring delays, the DoTC said the airport covering 400 hectares will be finished by 2011.

It will serve Bukidnon, Misamis Oriental, Lanao del Norte, Lanao del Sur and the island of Camiguin.

Meanwhile, most of the 218 families who were relocated due to the construction of the Laguindingan airport used the money paid to them by the government in purchasing consumer goods instead of investing in livelihood projects.

This was found by a two-person team from the provincial government which inspected the area on Saturday as part of President Gloria Macapagal-Arroyo’s scheduled visit on Wednesday, to the construction site some 40 kilometers west of Cagayan de Oro City.

A resident who spoke on condition of anonymity, however, noted such conclusion is not generally true and that the majority of the beneficiaries spent their money on livelihood activities.

In a briefing conducted for Misamis Oriental Vice-Governor Norris C. Babiera and provincial board member Peter Unabia, Clemente Dayot of the National Housing Authority (NHA) said he and his team discovered that the relocated families did not wisely use the government aid.

The construction of the six-hectare relocation site for affected residents is done on a 24-hour basis as the airport contractor has vowed not to start civil works until all the residents have been relocated to nearby Barangay Tubahon, also in Laguindingan.

Mr. Dayot said the NHA is seeking temporary shelters to the affected residents so that airport development could start immediately after the President’s visit.

"We will soon start the civil works," Delia Capicenio, Laguindingan international airport development project manager, told BusinessWorld.

Transportation and Communications Secretary Lean*dro Mendoza recently signed two contracts worth almost P10 billion for the construction of the proposed Laguindingan airport in Misamis Oriental that will replace the current Cagayan de Oro-Lumbia airport as the lead gateway in Northern Mindanao.

In a statement, the Department of Transportation and Communications said Men*doza signed a contract worth about P4.992 billion with Hanjin Industries Construction Co. Ltd. of Korea for the construction of the Laguin*dingan airport.

The DOTC chief also signed a supplemental P4.869-billion contract with Yooshin Engineering Corp. which will serve as consultant and provide “construction supervision” in the airport project.

Mendoza said the contracts will jumpstart the construction of the Laguindingan airport, which will serve the provinces of Bukidnon, Misamis Oriental, Lanao del Norte, Lanao del Sur, and Cami*guin.

When completed, the airport in Laguindingan, a major growth area in Mindanao, “will rev up the (local) economy, facilitate air travel safely, generate considerable revenue, and promote commerce and tourism,” he said.

The main civil works will involve the construction of a runway, new passenger terminal, air traffic control tower and operations building, a cargo terminal building, and other structures.

The airport project will be funded by a tied loan from the Economic Development Cooperation Fund of Korea, the Export-Import Bank of Korea and the Nordic Investment Bank with a counterpart from the Philippine government.

Being a tied loan of the Korean government, only Korean companies were allowed to take part in the bidding for the airport project.

Panglao, Laguindingan airports get the green light

President Arroyo has instructed the Department of Transportation and Communications to start the construction of the P2.87-billion Panglao international airport in Bohol within the month.

Transportation Secretary Leandro Mendoza, speaking at a radio program of Vice President Noli de Castro over the weekend, said the Panglao airport would replace the Tagbilaran airport, which has no room for expansion.

Mendoza also gave the go-ahead to the construction of the P5-billion Laguindingan airport in Cagayan de Oro City.

The Panglao airport and the P3.6-billion circumferential road will support the tourism growth in Bohol, which is benefitting from the influx of foreign visitors to nearby Cebu, according to Tourism Secretary Joseph Ace Durano.

Bohol is the only province in the country that is developing a masterplan for the tourism industry.

Mendoza said 96 percent of the right of way for the proposed Panglao airport has already been procured, paving the way for construction this month. The national government will fund the project.

Mendoza said civil works on the Laguindingan airport will start soon, following the contract signing with the project contractor, Korean firm Hanjin Industries Construction Co. Ltd.

The Laguindingan airport will replace the existing airport in Cagayan de Oro City as the major gateway to Northern Mindanao.

The government is upgrading or constructing a total of 33 airports in the provinces, according to Mendoza.

Among them were the newly completed Iloilo Airport Development Project in Cabatuan and Sta. Barbara in Iloilo and the New Bacolod-Silay Airport in Silay City.

Most of the new airports will be built in central Philippines, which is emerging as the main magnet for Philippine tourism.

Airports that are currently undergoing construction include the P105-million Kalibo Airport in Aklan; the P142-million Guiuan Airport in Eastern Samar; the P58-million Siargao Airport in Surigao del Norte; the P303-million San Vicente Airport Development Project in northern Palawan; the P1.25-billion Busuanga Airport Project in Coron Island, Palawan; and the P303-million Kabankalan Airport in Negros Occidental.

In Palawan, Puerto Princesa will be upgraded into an international airport. The plan, according to Durano, is to develop Palawan as “stand-alone destination.”

The government is also building or improving airports in San Vicente town as well as in Busuanga and Balabac Islands.

Other airport projects under way are in Kalibo in Aklan, Daraga in Albay, Dumaguete in Negros Oriental, Siargao in Surigao del Norte, Tacloban in Leyte, Bulan in Sorsogon, and Guiuan in Eastern Samar.

hmm... let's see. It said circumferential road so it means that it would go around the island of Bohol. Bohol is still relatively a big island. And according to my computation, it would cost around 13.8M/km of road. That's not bad. It's not Panglao Circumferential Road. It's Bohol Circumferential Road.

I think the P3.6-billion is for Phase 3 of Bohol Circumferential Road which include Panglao island road networks.

Japan -funded Bohol Circumferential Road Inaugurated


Assisted by the Government of Japan, the rehabilitation and construction of the Bohol Circumferential Road was finally completed. The inauguration ceremony last May 9 was led by President Gloria Macapagal-Arroyo and Japanese Ambassador to the Philippines Ryuichiro Yamazaki, together with Public Works and Highways Secretary Manuel Bonoan and Bohol Governor Erico Aumentado.


Inaugurated were two road sections, the Valencia-Tagbilaran City-Calape section and the Candijay-Jagna-Valencia section, which are components of the fourth phase of the Arterial Road Links Development Project. Total project cost of the 136-kilometer road sections amounted to approximately 1.9 billion pesos and was financed by Official Development Assistance from the Government of Japan. These sections complete the 260-kilometer Bohol Circumferential Road for a total amount of approximately 3.6 billion pesos.


The Arterial Road Links Development Project is a package assistance extended by the Government of Japan through the Japan Bank for International Cooperation (JBIC) and is part of Japan 's commitment to help in the Philippine government's nation-building efforts. By constructing efficient road networks that can bring in better employment opportunities, the project is expected to boost economic activities and contribute to the improvement of the welfare of many Filipinos in Bohol and other surrounding areas.


Japan is the Philippines ' largest source of ODA with assistance ranging from grants and loans to technical cooperation.

This was found out by a two-person team from the provincial government who inspected the area Saturday (January 5, 2008) as part of President Arroyo’s visit Wednesday (January 9, 2008) to the construction site of the long-awaited Laguindingan international airport located some 40 kilometers west of here in Misamis Oriental.

In a briefing before Misamis Oriental Vice Gov. Norris Babiera and provincial board member Peter Unabia, Engr. Clemente Dayot of the National Housing Authority (NHA) said he and his team discovered to their dismay that the affected beneficiaries did not use wisely the money allocated to them by the government.

Dayot said a committee headed by Gov. Oscar Moreno with representatives NHA, the Department of Social Welfare and Development (DSWD), the Department of Transportation and Communications (DOTC) and other agencies as members tasked to assist the beneficiaries in their relocation had constantly reminded the affected residents to divert their money into more lucrative means.

Their calls apparently fell into deaf ears.

Construction of the six-hectare site relocation site is done on a 24-hour basis as airport contractor South Korean-based Hanjin Heavy Industries and Construction Corporation had vowed not to start constructing the airport until all the residents have been relocated a stone’s throw away at barangay Tubahon, still in Laguindingan town.

But since Hanjin Heavy Industries and Construction Corporation also has a timetable to meet, Dayot said NHA is in the process of seeking temporary shelters to the affected residents so that construction of the airport could commence immediately after the President’s visit.

The Laguindingan international airport is expected to be operational by 2011.

It will have a capacity of up to 1.2 million passengers a year.

"This time I know it (the schedule) will no longer move because we will already start the civil works," Delia Capicenio, Laguindingan international airport development project manager assured BusinessWorld.

"This is why we decided to have an information campaign on this project. The governor requested for this because even if the access road construction has already started and the relocation site is already in place people keep on asking on the status of the project," she added.

When the project was first envisioned in 1991, it was only for P900 million. When it was revised in 2002, this was pegged at P5.3 billion pesos. Today the project is already worth P7.853 billion or approximately US$167 billion which already includes the budget for the navigation systems which is pegged at US$13 million. The US$13 million will be acquired through another loan but this time with a still-to-be-named European financial institution.

In a briefing before Misamis Oriental Vice Gov. Norris Babiera and provincial board member Peter Unabia, Engr. Clemente Dayot of the National Housing Authority (NHA) said he and his team discovered to their dismay that the affected beneficiaries did not use wisely the money allocated to them by the government.

Dayot said a committee headed by Gov. Oscar Moreno with representatives NHA, the Department of Social Welfare and Development (DSWD), the Department of Transportation and Communications (DOTC) and other agencies as members tasked to assist the beneficiaries in their relocation had constantly reminded the affected residents to divert their money into more lucrative means.

Their calls apparently fell into deaf ears.

Construction of the six-hectare site relocation site is done on a 24-hour basis as airport contractor South Korean-based Hanjin Heavy Industries and Construction Corporation had vowed not to start constructing the airport until all the residents have been relocated a stone’s throw away at barangay Tubahon, still in Laguindingan town.

But since Hanjin Heavy Industries and Construction Corporation also has a timetable to meet, Dayot said NHA is in the process of seeking temporary shelters to the affected residents so that construction of the airport could commence immediately after the President’s visit.

The Laguindingan international airport is expected to be operational by 2011.

It will have a capacity of up to 1.2 million passengers a year.

"This time I know it (the schedule) will no longer move because we will already start the civil works," Delia Capicenio, Laguindingan international airport development project manager assured BusinessWorld.

"This is why we decided to have an information campaign on this project. The governor requested for this because even if the access road construction has already started and the relocation site is already in place people keep on asking on the status of the project," she added.

When the project was first envisioned in 1991, it was only for P900 million. When it was revised in 2002, this was pegged at P5.3 billion pesos. Today the project is already worth P7.853 billion or approximately US$167 billion which already includes the budget for the navigation systems which is pegged at US$13 million. The US$13 million will be acquired through another loan but this time with a still-to-be-named European financial institution.

Located in Barangay Moog, Laguindingan, Misamis Oriental, which is about 30 kilometers, northwest of the city, the project is accessible through a 5-kilometer barangay road from the poblacion through the CDOC-Iligan City Road.

Its original project scope include the consulting services, such as reviewing and updating of the feasibility study and master plan, the preparation of the detailed engineering and tendering of documents and the construction-supervision of a passenger/cargo terminal building and control tower, as well as, the procurement of air navigation and airfield visual aids.

Data from the Department of Transportation and Communication (DOTC) show that as of August 30, 2007, the National Economic and Development Authority-Investment Coordinating Committee (Neda-ICC) Technical Board and Cabinet Committee had jointly approved its revised project cost in the amount of P7.853 billion or US$167.09 million and had favorably endorsed additional loans of US$84.33 million.

Thus, the revised cost of the project (RCP) is P2.467 billion higher than the 2002 ICC-approved RCP of P5.385 billion or an increase of about 45.8 percent, mainly due to inflation and taxes.

The DOTC also said that arrangements between the Government of the Philippines (GOP) and the Republic of Korea for the Economic Development Cooperation Fund (EDCF) Supplemental Loan of US$8.20 million was signed on January 2, 2008, while the Export Credit Loan of US$62.75 million was approved by the Korean Export-Import (KEXIM) Bank on November 16, 2008.

The proposed financing plan of the LADP will be as follows: EDCF Original Loan, US$22.40 million, EDCF Supplemental Loan, US$8.20 million, Export Credit, US$62.75 million, Nordic Investment Bank (NIB) of Germany, US$13.38 million and GOP, US$60.36 million or a total of US$167.09 million or P7.853 billion.

The DOTC said a loan amount of KrW21.172 billion took effect on June 19, 1998 and closed on December 2002 was provided by the original funding source, the EDCF.

Original cost of the project as approved by the Neda-ICC was P902.70 million, of which P227.70 million comes from the GOP, while P675 million comes from the Loan Partners (LP).

However, as of September 2002, Neda-ICC came up with a revised project cost of P5,385.55 million, of which P1,615.67 million comes from the GOP and P3,769.88 million from the LP.

An amended EDCF Loan was signed and approved on January 2004 involving an amount of US$16.40 million with a supplemental loan of US$8.10 million, while the Kexim Bank granted an additional loan of US$38.90 million and the NIB, US$12 million. (Trends)
