15 out of 17 ports of entry miss Customs collection targets


The country's major ports again failed to meet their respective revenue collection targets last month, causing the Bureau of Customs to incur its biggest shortfall so far this year.

Data from the bureau showed that only the ports of Davao and Clark surpassed their respective targets in excess of P76 million and P7 million of their P487 million and P68 million goals, respectively.

The country's major collection districts - Port of Manila, Manila International Container Port, Port of Batangas, Ninoy Aquino International Airport and Port of Limay - failed to meet their respective revenue targets.

The Port of Manila led the underperformers, with its shortfall reaching P2.19 billion after collecting only P4.589 billion out of its P6.779 billion target for July.

The second top underperformer was the MICP, which raised P6.438 billion, or P2.109 billion short of its P8.547 billion target.

The Port of Batangas, which receives the imports of Pilipinas Shell Petroleum Corp., fell P934 million short of its P6.676 billion goal after collecting only P5.742 billion.

NAIA raised P1.842 billion, or P615 million shy of its P2.457 billion goal, while the Port of Limay, which is home to Petron Corp.’s depot, missed its P3.391 billion target by P527 million after collecting only P2.865 billion.

The above five comprise the bureau's "billioinaire ports." Other ports that missed their targets and their respective shortfalls are as follows:

- Subic, P284 million;

- San Fernando, P119 million;

- Cebu, P110 million;

- Cagayan de Oro, P48 million;

- Tacloban, P17 million;

- Iloilo, P8.7 million;

- Aparri, P8.4 million;

- Legaspi, P6.1 million;

- Zamboanga, P3.8 million; and

- Surigao, P800,000.
The underperformance of 15 out of Customs’ 17 ports of entry led to the bureau’s P7.618 billion collection shortfall in July, its highest since January.

Last month, the bureau the government's second largest revenue earner after the Bureau of Internal Revenue, collected P23.823 billion, 24.2 percent below its target of P31.441 billion.

Customs Commissioner Rufino Biazon had said he has ordered all underperforming district collectors to justify in writing their failure to hit targets.

“The target for July is so high to begin with. I know we cannot escape from our target, but we're always saying that the growth from the previous year is worthy to be noticed,” Biazon said.

The July performance brought the bureau's seven-month revenue tally to P166.896 billion, P31.72 billion below its P198.616 billion target for the period.

For the whole year, the agency is tasked to raise P347.07 billion.-Interaksyon (August 12, 2012 7:01PM)

The Eastern Nautical Highway was recently launched by President Gloria Macapagal Arroyo with a RoRo caravan which started in the Port of Surigao last April 15, 2009.
The route is last of the three roll-on/roll-off (RoRo) major routes of the Strong Republic Nautical Highway (SRNH) to be inaugurated, completing the connections from Luzon to Visayas and Mindanao.

Construction of lighthouses to be auctioned off, says DoTC

THE CONSTRUCTION of several lighthouses nationwide will be auctioned off in line with the program to beef up the capability of the Philippine Coast Guard, the Department of Transportation and Communications (DoTC) said in a statement yesterday.

The invitation to bid for the construction of 33 lighthouses worth P97.65 million will be published today, the agency said, without detailing other information on the auction.

"Once completed, the lighthouses will serve as additional guide and reference to fishing boats, domestic vessels and even international vessels transiting Philippine waters," the statement added.

Three kinds of lighthouses will be built, the DoTC said, namely, an 18-meter concrete, a 12-meter concrete, and a 10-meter pole beam type.

The agency, meanwhile, said the procurement is divided into seven components.

The first component is the lighthouses to be constructed in Buguey Point, Centro Buguey in Cagayan province.

The second component is the construction of five lighthouses in Taritik Point, Dilasag; Casiguran; Decasalarin, Baler; and Agrea Point, Dingalan all in Aurora as well as in Barangay Bote in Bato, Catanduanes.

The third component groups structure in Wawa, Abucay and Sisiman Cove, Mariveles in Bataan; Lamao Port, Limay in Bataan; Binuangan River, Obando in Bulacan; Talisay Port in Talisay, Batangas; and Pokem Bato in Morong, Rizal.

New lighthouses in Linapacan Port, Apao Port, Tubattaha Island and Cagayancillo in Palawan make up the fourth component.

The fifth set of lighthouses will be constructed in Mapid, Lagonoy and Sitio Pasawangon, Gogon in Camarines Sur.

Lighthouses in the sixth component will be in Cabantian Point, Guindulman in Bohol; Tongo Point in Siqujor; Biri Island, San Policarpio, Lawaan, Mina-anod Island, Anahao Island, Hilabaan Island, Guiuan, and Sulat in Eastern Samar; and in the North and South entrances of the San Juanico Strait in Leyte.

The seventh component are facilities that will be set up in Penaplata, Davao; Turtle Island, Surigao del Sur; Del Carmen, Surigao del Norte; and Sta Monica Port, Siargao.

Last Aug. 2, the DoTC also invited prospective bidders for a P246-million lighthouse equipment procurement to modernize 143 light stations.

Bidding for the project has been set for Sept. 4 after a pre-bid conference was held yesterday at the DoTC office in Mandaluyong City.

Leading the purchase list are 55 primary light-emitting diode (LED) lanterns, which should have a luminous range reaching at least 18 nautical miles, and 84 secondary LED lanterns, which should have a luminous range of 15 nautical miles.

Additional five units of tertiary LED lanterns, with a range of seven nautical miles, and 120 units of mono crystalline solar panel to power the LED lanterns will also be procured.

The equipment will be distributed in lighthouses nationwide, an earlier statement said.

For Luzon, these will be in Batanes, Aurora, Cagayan, Isabela, Ilocos Norte, Ilocos Sur, Pangasinan, La Union, Zambales, Bataan, Bulacan, Cavite, Rizal, Quezon, Batangas, Occidental Mindoro, Romblon, Palawan, Catanduanes, Albay, Masbate and Sorsogon.

Recipient provinces in the Visayas are Antique, Bohol, Siquijor, Negros Oriental, Cebu, Eastern Samar, Northern Samar, Western Samar, Northern Leyte, and Southern Leyte.

For Mindanao, the following areas will benefit from the purchase: Pagadian City, Tawi-Tawi, Zamboanga del Sur, Siargao, Surigao del Norte, Zamboanga del Norte, Catarman, Samal, Surigao del Sur, Davao Oriental, Sarangani, Davao and South Cotabato. -- C. H. C. Venzon
