You know when's a perfect time to push through controversial neighborhood-altering megaprojects? Shortened holiday work weeks when most people are traveling, of course! And so today the City Council unanimously approved Riverside Center following an extremely bitter public review period—though the project's opponents can't say they didn't see it coming. Extell's development, which will take the place of an eight-acre lot between West 59th and 61st Streets from West End Avenue to Riverside Boulevard, will be dominated by five towers (the tallest climbing to 44 stories) designed by French starchitect Christian de Portzamparc. There's a whole lot more, which isn't a surprise if you've been following along, but here's a quick review via Extell's press release:

Overview of new Riverside Center development:

· 2,500 apartments
· 250-room hotel
· 140,000 sf of retail and service space
· 104,000 sf of office space
· K-8 public school (Extell pays for construction of the core and shell for the full 100,000 square foot school, with the School Construction Authority finishing at least 85,000 square feet of it)
· Cinema
· Parking for 1,500 cars
· Affordable housing (500,000 sf - 20% of the project's residential floor area)
· 2.76 acre public park and playground designed by Mathews Nielsen
· Extell will add $17.5 million to the City's $2.5 million to finish the renovation and modernization of Riverside Park South and also to renovate the West 59th Street Recreation Center

What, no shout-out for the water scrim?! Also not mentioned: a construction start date. Details, details. Here once again is layout of the plan, which is the final piece of the "Riverside South" community.

SLCE Architects apparently got the first tower at Parcel 2:

Representatives of the Dermot Company and the Carlyle Group gave a presentation to Community Board 7 last night regarding the first Riverside Center building, Riverside Parcel 2 (probably not the final name), which is set to begin construction in November. The presentation focused mainly on the affordable housing aspect, and the fact that the bottom four floors would house a Pre-K through 8th grade school. The Community Board voted fourteen to three, with one abstention, to approve the plans. The building will contain 616 total units (172 studios, 306 1BRs, 112 2BRs, and 25 3BRs), with 127 of them designated for permanent affordable housing. That comes out to 20.6 percent of the total units, a number which is significant because at least 20 percent is required to qualify for the 80/20 tax abatement program.

At least one and possibly all five towers at the massive Riverside Center development will not be the work of Pritzker Prize-winning architect Christian de Portzamparc. The French designer helped Extell Development and the Carlyle Group sell their swank plans to the community and the City Planning Commission. The latter was so taken with the crystalline designs of Mr. de Portzamparc, who also designed the LVMH headquarters and Extell’s One57 tower, that restrictive zoning covenants were set to ensure the buildings would look as promised.

But now, Extell and Carlyle have turned over one of their tower sites to the Dermot Company, which has hired local firm SLCE to design the apartment building on the West End Avenue section of the site. While Dermot insists its project will be up to the standards promised during last year’s public review process, some, including the exacting City Planning chair Amanda Burden, worry the design doppelgangers will lead to lesser work.

The site, part of the parcel of land between 59th and 72nd Streets along the Hudson River that was once owned by Donald Trump’s companies, is the largest current development project in the neighborhood — and given how congested the Upper West Side already is, it could be the biggest project for years. Riverside Center is the southernmost development of the stretch. A rendering of the first building is at right.

The site of Riverside Center had been occupied by auto body shops and a parking lot. Our tipster, Denton, wrote that “the garages and parking lots have been emptied out and prepared for demo, signage is in place, and heavy equipment is moving in.” These pictures are from more than a week ago.

When it’s completed, the Riverside Center development will have five apartment towers with a park in the middle. Locals fought over aspects of the development for months and it was approved two years ago by the City Council. Twenty percent of the apartments are supposed to be affordable. Expect the rest to be luxurious. Carlyle Realty Partners and Extell Development Company are developing the site.

The first building being developed will contain the public school, which is slated to open in 2015. The entire development was expected to be completed by 2017, although it’s unclear if that timetable will hold.

Good, these lower towers are good because they are nothing special but still all have a different interesting design. And i'm not complaining about too much glass because the whole neighbourhood are only brick buildings.
