Ukraine does not have to pay for the gas even to pay salaries, where going to get money for a good high-speed service

It's not a place for such discussions, but I think Joral might have referred to what Yatsenyuk meant when he said that Ukraine is on the verge of bankruptcy.
I believe under current circumstances it would be more than wise to stop any investment in high speed rail.

The problem is not in many itself. The problem is that Ukrainian railways, stated owned, is a pretty corrupted monster and not efficient. Now new government is cleaning it up.

And yes, under all the circumstances high speed rail is not the top priority.

There are very early agreement about State border-Lviv, but now money so far.
Lviv-Kyiv was never considered.

No, like there isn't for Iasi - Chisinau. There is only a feasibility study available from Preworsk till L'viv made in 2009 or 2010.

I think that pretty much sums it up: it's a question of sequencing. It's not about whether high-speed rail is a good idea in Ukraine. It definitely is: the only other European country that has such a suitable geography (large distances; concentrated cities; flat surface; cheap agrarian land) is France. However, at the current juncture there are even better ideas that must have a higher priority.

In current situation in Ukraine and in next X years it will have no sence at all. The only potencial reason to start thinking about large scale implatation of the 1435 mm gauge in Ukraine is creation from zero of national high-spead railway network like Spain is doing today.
