That PAL Express ( Q400s and Q300s) was actually operated by Air Philippines. The branding was then dropped in favour of Air Philippines Express; now Ang will change the name of Air Philippines Express to PAL Express. Essentially same dog, new collar!

MANILA, Philippines - The Department of Budget and Management (DBM) on Thursday released P4.6-billion for key airport projects, including improvements at the Ninoy Aquino International Airport Terminal 1 (NAIA-1).

The P4.60 billion was released to the Department of Transportation and Communications (DOTC) for the implementation of public-private partnership programs.

"The release will support the improvement or creation of more gateways into the Philippines, given the administration’s campaign to cement our position as a prime tourist and investment hub. The projects identified under the fund release will directly support this initiative, primarily through the much-needed rehabilitation and development of key airports across the country," Budget and Management Secretary Florencio B. Abad said, in a statement.

The P1.64 billion NAIA-1 rehabilitation project involves restoring the airport's structural integrity and begin long-delayed maintenance activities, such as repair of its mechanical, electrical, plumbing, and fire protection systems and retrofitting of the overall structure.

The DBM allocated P2 billion for the new Legazpi (Daraga) Airport Development project, while P800 million was set aside for the development of Tacloban Airport.

Another P160 million will go to the development of an access point to Central Mindanao via North Cotabato through the Central Mindanao Airport.

"This administration intends to fulfill its commitment to improve conditions in many of our airports through fruitful engagements with the private sector. Through the PPP program, we can make project implementation much more efficient and reform-oriented, so that the gains we make through the initiative will be sustained in the long term," Abad said.

The Budget Secretary also expressed confidence in the newly appointed Transportation Secretary Joseph Emilio Abaya.

"We welcome the appointment of Sec. Abaya and trust that under his leadership, the DoTC will sustain the progress that has already made by Sec. Roxas. This—together with the Administration’s vigorous campaign for more transparent, accountable, and open governance—will help speed up our PPP efforts and catalyze further economic growth in the country," Abad said.

Surigao was already accounted for in the navaids and airport lighting package. What is key however is if the money has been released for implementation. I haven't read any bids yet so it has perhaps remained on paper.

DOTC invites bidders for Php 203-m rehab of 23 LRT LRVs
Posted: 2012-Sep-14 | 15.39.45 UTC +0800
Updated: 2012-Sep-14 | 15.47.05 UTC +0800

The Department of Transportation and Communication is set to rehabilitate 21 light rail vehicles and repair two more to service the light rail transit Line 1 (Green Line).

In an invitation to bid published on Friday, the LRTA said this set of repair works, costing P203 million, is meant to maintain the smooth operations of Line 1.

The procurement is part of the Php 1.062-billion LRT Safety, Reliability and Capacity Improvement Program of the DOTC to rehabilitate key components of the LRT system.

The procurement program aligns with the DOTC master plan set by Secretary Mar Roxas to reengineer the Philippines' transport system to make it Convenient, Affordable, Reliable, Efficient, and Safe.

Bulk of the approved budget for the project, Php 150 million, will go to the rehabilitation of 21 dilapidated BN brand of LRVs.

"The car bodies of these 21 units have corroded and rusted out from the 14 years of use since they were last rehabilitated. Rehabilitation should bring an improved appearance and reliability to the old BN cars," the ITB read.

The other Php 23 million will be used for the restoration of two 3rd Generation Kinki-Sharyo LRVs. These were the vehicles involved in separate train collision incidents in Balintawak and Roosevelt that need body repair and replacement of damaged parts to put them in commercial operational condition, according to the ITB.

The Green Line is a 20.7-kilometer, 20-station railway system that has endpoints in Roosevelt in the North and Baclaran in the South.

About 500,000 commuters use Line 1 daily. It also connects with existing train systems; Line 1 commuters can transfer from Doroteo Jose Station to Line 2's (Blue Line) Recto Station, while line 3 (Yellow Line) passengers have easy access with Line 1's EDSA-Taft Station.

Meanwhile, in the same ad, the DOTC also invited consultancy firms to participate in the bidding for separate feasibility studies for the proposed Bukidnon Airport and the upgrade of the existing Surigao City Airport, and Naga Airport.

Interested consultants who wish to bid for the project may submit their eligibility documents on or before September 26, 2012.

The DOTC said it will come up with a short list of five prospective bidders per project. Only those in the short list can submit formal bids.

It added that the criteria for short listing of both biddings are: Applicable experience of the firm (50 percent), qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking (30 percent), and current workload relative to capacity (20 percent).

These airport projects are part of the government's program to prime-prime the economy, generate jobs and provide efficient and better transport system in the countryside. - Official Gazette — ARA

The request for consultants just came out today, note that this is just for fee proposals before they can hand down this contract to" study", and I'm putting an emphasis on this word because not until the findings will come out will we only know that they would be extending the runway and or the cost of it is viable, otherwise a new location is recommended. This not the detailed engineering contract yet which is the one closer for construction. At least something is finally being initiated.

we will wait with the proposal if it be for relocation or expansion of the runway. Naga airport have the same problem with surigao with its short runway, and some landing difficulties . I am in favor on placing the airport soemwhere else..

DOTC allots P24 million for airport studies

By Lawrence Agcaoili (The Philippine Star) Updated September 17, 2012 12:00 AMComments (0)

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is bidding out three contracts worth about P24 million for feasibility studies on the proposed Bukidnon airport and the upgrade of airports in the cities of Surigao and Naga.

In an invitation to bid, DOTC said it would bid out three contracts on September 26 for consultants interested in undertaking feasibility studies on the proposed infrastructure projects.

The agency is set to bid out the contract worth P8.91 million for the feasibility study on the proposed Bukidnon Airport.

The government has also earmarked P7.47 million for the feasibility study on the upgrade of the airport in Surigao City and another P7.25 million for a study on the upgrade of the airport in Naga City.

The DOTC said it would come up with a short-list of five prospective bidders per project. Only those in the short-list can submit formal bids.

It added that the criteria for short-listing of both biddings are: applicable experience of the firm (50 percent), qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking (30 percent), and current workload relative to capacity (20 percent).

These airport projects are part of the government’s program to pump-prime the economy, generate jobs and provide efficient and better transport system in the countryside.

The Department of Budget and Management (DBM) earlier released P4.6 billion to the DOTC for key airport projects including improvements at the Ninoy Aquino International Airport Terminal 1 under the Public-Private Partnership (PPP) scheme.

Of the total amount, about P1.64 billion would go to the rehabilitation of the NAIA Terminal 1 including restoring the airport’s structural integrity and begin long-delayed maintenance activities, such as repair of its mechanical, electrical, plumbing, and fire protection systems and retrofitting of the overall structure.

Furthermore, about P2 billion was earmarked for the new Legazpi (Daraga) Airport development project while P800 million was set aside for the development of Tacloban Airport.

The DBM also released another P160 million for the development of an access point to Central Mindanao via North Cotabato through the Central Mindanao Airport.

at least may movement na. relocating the airport might be the most favorable option specially that the surrounding of its current location is fast changing into the City's newest business area.
