Esperon: TPLEx to provide seamless high speed travel from Balintawak to La Union

ROSALES, Pangasinan, March 2 (PNA) - The Tarlac-Pangasinan-La Union Expressway (TPLEx), whose construction already started on Monday, will assure "seamless high speed land travel" from Batangas to La Union.

This was assured by Presidential Management Staff Secretary Hermogenes Esperon Jr. in a talk to newsmen while awaiting President Gloria Macapagal Arroyo at Barangay Tumana, Rosales on Monday when she visited the project site.

He said from Batangas, motorists will pass through South Expressway, then the newly-built C-5 and then to North Expressway and eventually to TPLEx whose construction just started on March 1 in the Pangasinan.

Already enjoying seamless travel are motorists going to Subic from the Port of Batangas with the now operational Subic-Clark-Tarlac Expressway.

Esperon said aside from these, there are several more projects coming up. These are Makati-Manila-Infanta; the Tarlac-Baler-Dingalan as well as Nueva-Ecija Casiguran Road.

He said when the Tarlac to Pangasinan segment of TPLex is completed, the travel time from Balintawak to Pangasinan will only be one hour and forty minutes, plus another 30 minutes to Rosario, La Union and another 30 minutes to Baguio.

This means, he said, that when going up to Baguio from Balintawak, a motorist would travel for just three hours, compared to five and one half hours at present.

At the same time, Esperon announced that the start of work on TPLEx in the Pangasinan side was made possible by the accelerated pace of work in land acquisition undertaken by the Department of Public Works and Highways.

He said the DPWH, in coordination with Sixth District Rep. Conrado Estrella III and Mayor Ricardo Revita, put up a one-stop-shop in Rosales to fast-track the acquisition of the needed right-of-way for TPLEx through expropriation proceedings.

Property owners readily agreed to sell their land as the buying price of from P80 to P100 per square meter for farm lots was found by them to be satisfactory, he said.

Esperon said the fast phase of acquisition on the Pangasinan side was the reason civil works had already been started first targeting the segment from Rosales to Moncada, covering a distance of 18 kilometers.

He said there is big possibility that civil work in the Tarlac side is starting within this month of March, ensuring work in two fronts in the Tarlac-Pangasinan side of the new highway.

Esperon said that TPLEx is a two-year project to be undertaken under the build-operate-transfer scheme by a consortium of several companies and to be completed when a new President shall have already assumed.

He said, however, that Mrs. Arroyo is glad that this mega project was planned and started under her administration.

While in Pangasinan last Monday, President Arroyo thanked a consortium of several companies led by San Miguel Corporation for making TPLEx possible under the BOT scheme.

The new road, she said, will become the gateway between Northern Luzon Growth Quadrangle and the Urban Luzon Beltway which includes Metro Manila in the next two years.

More than that, it will place the town of Rosales in a very strategic position, giving rise to its possibility of becoming the next city of Pangasinan.

While here, Mrs. Arroyo revealed a project in the pipeline proposed by San Miguel Corporation, which is the La Union-Laoag Expressway and a possible expressway from Commonwealth Avenue in Quezon City to Nueva Ecija and then to Cagayan. (PNA)

Presidential Management Staff (PMS) Chief Secretary Hermogenes Esperon Jr. said that in keeping with President Arroyo’s State Of the Nation Address (SONA) in 2006 and her announcement last Feb.6 to expedite the acquisition, through expropriation for the road right of way (RROW), a one-stop-shop Public Assistance Center was organized with concerned agencies to help in the acquisition and negotiation.

“Of the 154 SONA commitments, 47 national projects have been delivered “but many more will be completed by April to June,” Esperon said in an interview.

“You can see that with the Urban Luzon Beltway, there is a seamless high speed land travel from Batangas through the South Luzon Expressway through C5, to North Luzon Expressway and to Subic Clark Tarlac Expressway and finally TPLEX,” Esperon said.

The 88.58-kilometer expressway will come in two lanes, initially or until such time it reaches the 25,000 daily vehicular load when it will be expanded to four lanes.

It will comprise eight interchanges and 13 bridges which will spur development along the Northern corridor by providing easy access to the north’s economic growth areas that include Baguio City, a prime tourist spot where a special economic zone caters to international firms, like Texas Instruments Philippines Inc., and the Cordillera Region’s total exports.

Urdaneta City, the commercial center of eastern Pangasinan and where market complexes and cattle trading centers are located, and San Fernando City, where the Poro Point Special Economic Zone is located, will also benefit with the operation of the expressway.

The President came here with Agriculture Secretary Arthur Yap and was met at the Air Transport Office landing zone by Presidential Adviser for Region 1 Ernie Mendoza, PIDC Chairman Morga, PIDC director George Consunji and by San Miguel Corp. president and chief executive Ramon Ang. (PNA)

Rosales, Pangasinan (2 March) -- Imagine a road that will reduce travel time from Manila to Baguio by half.

The Tarlac - Pangasinan ? La Union Expressway (TPLEX) project involves the construction of an 88 kilometer, four lane expressway from Tarlac City to Rosario, La Union passing through the municipalities of Victoria, Gerona, Paniqui and Moncada, all in Tarlac and Carmen, Udaneta City, Binalonan, Pozzorrubio and Sison in Pangasinan.

It is but one of the three integrated tollways in North Luzon. The other two are the Subic- Clark -Tarlac Expressway (SCTEX) and the North Luzon Expressway (NLEX).

The project's main economic benefits are savings in time and Vehicle Operating Costs (VOC) to road users from Tarlac to Rosario, La Union. When operational, travel time from Manila to Baguio will only be three hours instead of six.

Phase I of the project will be two lanes and Phase II will see an expansion into four lanes when vehicles reached 25,000 per day. Section 1 of the project will cover 48.7 kmS from Tarlac to Rosales, Pangasinan. Section 2 will cover Rosales to Urdaneta City with 9. 47 kms and Section 3 will stretch from Urdaneta City, Pangasinan to Rosario La Union covering 30.41 kms.

The P16.88 billion project, expected to be operational by 2012, is in line with President Gloria Macapagal Arroyo's enhancement of the competitive advantage of the natural ?super regions' of the Philippines.

In her inspection visit to the site construction Monday, the President said the expressway will make Pangasinan, particularly Rosales, a bustling economic zone.

She thanked the private sector for investing in the project. Since TPLEX is financed by the private sector, continuity of the project is assured even if she is no longer President, she said. (PIA-Pangasinan)

MANILA, Philippines - Food-to-power conglomerate San Miguel Corporation said on Wednesday it is in talks to acquire a majority stake in Ausphil Tollways Corporation and gain control over a major expressway project in northern Philippines.

By buying into the Australian-Filipino consortium, San Miguel will add to its toll road portfolio an expressway project covering over 480 km from Manila to as far as Tuguegarao City in northern Cagayan province.


"We advise that the company received an offer to acquire a majority stake in Ausphil Tollways Corporation and is in talks with the stakeholders of Ausphil relating to such offer," San Miguel said in a disclosure to the stock exchange. It did not give further details.

Local newspapers have reported the construction cost of Ausphil's expressway project could be worth P9.3 billion ($202 million) for an initial phase, with a second phase expected afterwards. The completed highway is forecast to generate an average daily traffic of 65,000 vehicles.

The project will give cross-country drivers the option to bypass an 88-kilometre North Luzon Expressway which services the bulk of vehicular traffic to provinces north of the capital and operated by Metro Pacific Tollways Corp. (Read: MPIC-San Miguel rivalry shifts to SCTex)

San Miguel has been expanding away from its core food and beverage business and into heavy industry such as power, infrastructure and telecommunications to fuel faster future growth.

San Miguel's A and B shares both climbed 1.4% on Wednesday, outperforming the 0.2% gain in the main stock index.

The article shows that TPLEX starts directly at the end of SCTEX. There is also a proposal of an expressway from the end TPLEX to Laoag! Cant wait to try going to Baguio in 2012

Presidential Management Staff chief Hermogenes Esperon, Jr., who briefed the President on the status of the right-of-way acquisitions, said that 52 percent was already accomplished as of February 28. A total of 561 lots out of the 1,088 affected lots were already acquired under Section 1 of the project which covers a distance of 47.3 kilometers traversing the towns of Victoria, Gerona, Pura, Ramos, Anao, Paniqui and Moncada in Tarlac, Nampicuan and Cuyapo in Nueva Ecija, and Rosales in Pangasinan. He said that a one-stop-shop public assistance center composed of various agencies helped fast track lot acquisition thru negotiations with the affected landowners.

Section 2 runs from Rosales to Urdaneta City covering 14.9 kilometers, while Section 3 with a total length of 25.9 kilometers covers Urdaneta City and Pozorrubio town and finally Rosario in La Union.

The expressway will have two viaducts crossing two major rivers ? Agno and Bued - eight interchanges, several road and farm crossings and tollway facilities. PIDC will operate the tollway for 30 years.

TPLEX, which is expected to be finished by April 2012, aims to connect Northern Philippines to the Urban Luzon beltway and speed up the transport of food staples from the production areas of the North to the markets in Luzon. SCTEX, NLEX, EDSA, South Luzon Expressway (SLEX) and the Southern Tagalog Arterial Road (STAR) are the major road networks that interconnect with the Subic and Clark economic zones and the trade, financial and IT centers of the National Capital Region and the industrial zones of Laguna and Batangas.

Travel time will be cut by at least two hours. Travel from the NLEX in Balintawak to Rosario, La Union will take about three hours or even less, Esperon told newsmen in an interview.

The Chief Executive only last February 19 opened the Aeronautical Highway of the North at a ceremony in the Binalonan airfield. The Sky Pasada project aims to serve less-traveled areas in the north. (PIA Pangasinan)

Mukhang maraming allergic sa DPWH ah.

Well, allergic naman talaga sila at talagang maaayawan mo itong ahensiya ng gobyerno na ito.

Anyways, expressway galore ang North ah.

Madali nang makapunta ng Batanes kapag nakumpleto ito hanggang Laoag City. Pagdating sa Laoag, e RO-RO na lang papuntang Batanes.
