In the UK they are known as Escape Lanes. There are quite a few in places like Wales and Cornwall where major roads pass over steep hills.

Although the signage does not seem so standardized.

You surely know that Indonesia has a long Dutch-related history, including that of the time of the dawn of the motor cars.

isn't that a little bit weird to place concrete wall at the end of quite short emergency escape lane like that Indonesian one?

There's a famous escape lane on I/35 road near Mohelnice in the Czech Republic. This shows how efficient it is.

Notice the speed cameras. The speed limit is only 100 km/h and it's a steep downhill. There is a similar speed camera on A3 (Elzer Berg).

For now Serbia doesn't have escape ramp.

This escape lane looks kind of weird: with discontinuous line, few warning signs, and street lamps, it may be confused by some less attettionate drivers as an exit .

Yes, I passed there some times ago, and had the "privilege" to be flashed in front by night, I remember that I became blind for a few seconds after this . Fortunately, it was for the car just next to me: as I was trying to overtake him from the left lane, he accelerated on the middle one, driving maybe 5 km/h faster .

In Mexico, prior to the emergency ramp you gotta follow a red line painted in the pavement,
I don't know how useful is this, but maybe is made so the truck or car follow the most
"security" path in order to avoid crashing before getting to the emergency ramp.

A more fancy one

The accident you've mentioned took place in 2011, but the escape lane still exists and can be seen here:

https://www.google.pl/maps/place/Stu...1cb70bf895293f

https://www.google.pl/maps/@49.77845...aPwujI7xDg!2e0

What's amazing, is that they built a special road deviation and curve just for it, they made really properly all the surrounding infrastructure, but not its most important part. I may hope that this time it will be more efficient than above, especially for the owners of this building .

I just picture the exact moment when the truck driver led the truck to the escape lane,
waiting for it to work, and the panic moment when it didn't.
