Due to severe flooding: Ground level in 5 Albay villages recedes

LEGAZPI CITY – The ground level in five barangays in Camalig, Albay has receded by at least one meter due to heavy flooding, the town’s mayor said.

"Some houses in the threatened barangays have already tilted to one side," said Mayor Carlos Baldo, identifying the villages as Gutob, Ligban, Tagoytoy, Mina, and Baligang.

Baldo also said the revetment in Barangay Libod has been severely scoured by floodwaters.

Some 100 families in Sitio Sugong in Barangay Ilawod were evacuated due to the threat of flash floods last Sunday.

Albay Gov. Joey Salceda lifted the suspension of all classes at all levels in the province on Tuesday through an advisory of the Provincial Disaster Coordinating Council.

Salceda said there are now less than 2,000 evacuees staying in temporary shelters.

Cedric Daep, head of the Provincial Disaster Management Office, identified 45 more barangays vulnerable to landslides.

These are on top of 19 barangays that have been hit by landslides since Feb. 21 after eight days of continuous rains due the tail-end of a cold front and a low pressure area affecting the Surigao provinces.

The 19 barangays included Dapdap, Bariis, Mayon and Sugod in Tiwi town; Sitio Datag, San Jose in Malilipot town; Salvacion, Alimsog, Buhatan, Calayukay in Sto. Domingo town; Kimanton in Daraga town; Mataas, Tambagon in Bacacay town; Cuyaocuyao in Pio Duran; Capantawan in this city; Inang Maharang, Malobago and Tinapian in Manito town; and Tula-Tula in Ligao City.

"With more rains forecast (over) Bicol which could trigger life-threatening landslides, we have to assess the risk further," Daep said during an emergency meeting Tuesday.

Daep identified the other landslide-threatened barangays as Mantalibay, Misibis, and Joroan in Tiwi town; Ogob and Estancia in Malinao town; Calbayog, Sta. Teresa in Malilipot; Cagraray Island in Bacacay town; Batan Island, Bugtong and Caracaran in Rapu-Rapu Island; Cawag, Borabod, Buyo, Nalisbitan, Nagotgot in Manito town; Pinarik, Bañadero, Buragwis, Banquerohan, Estancia and San Francisco here; Sipi in Daraga town; Tinago, Ilawod, Sigbar, Gotlob, Mina and Tagaytay in Camalig town; San Antonio in Pio Duran town; Antic, Culliat, and Tagpo in Ligao City; Badian, Balogo, and Salvador Petilla in Oas town; Sigcad, Itunon and Cepres in Polangui town; and Burabod, Talin-Talin, Cagusgos, Linao and San Vicente in Libon town.

Eastern Samar folk need emergency jobs, says governor

TACLOBAN CITY – Eastern Samar Gov. Ben Evardone said his province needs special projects that would provide emergency employment for his constituents, mostly farmers, who have lost their livelihood to severe flooding affecting several municipalities.

Evardone emphasized this when President Arroyo visited the province last Saturday to personally distribute relief goods to flood-stricken folk and preside over a meeting of the National Disaster Coordinating Council.

"These special projects would hopefully provide them with immediate employment that would give them earnings to sustain their daily subsistence," he said.

Evardone said these special projects could involve the repair of irrigation facilities, farm-to-market roads and school buildings damaged by the floods.

"We have to have massive employment projects to provide the needed jobs, especially for those who have lost their farms. This will mean so much in the rehabilitation efforts that we will be doing after the floods," he said.

Evardone said damage to agricultural crops has reached nearly P300 million, including P221 million in palay production, P53 million in vegetables and other high-value crops, as well as P3 million in fisheries and P12 million in livestock and poultry.

Among the towns severely affected by the floods were Dolores, Gen. MacArthur, Can-Avid, Oras, Borongan, Jipapad, Maydolong, Llorente, Maslog, Quinapondan, San Julian, San Policarpo, Taft, Arteche, and Balangiga.

Flash floods, landslides loom over E Visayas

A wind convergence across the Visayas and the tail-end of a cold front affecting Luzon may bring flash floods and rains over Eastern Visayas, state weather forecasters said Wednesday.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 5 a.m. advisory that Visayas and Mindanao will experience cloudy skies with scattered rainshowers.

"Visayas and Mindanao will experience cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over Eastern Visayas which may trigger flashfloods and landslides," it said.

On the other hand, it said Luzon will have mostly cloudy skies with scattered rainshowers.

Moderate to strong winds blowing from the northeast will prevail over Luzon and its coastal waters will be moderate to rough.

Elsewhere, winds will be light to moderate blowing from the northeast and east with slight to moderate seas. - GMANews.TV

Nakaramdam ng sandaling tensiyon ang ilang mamamayan sa Southern Luzon at Metro Manila matapos na magising ang mga ito na inuugoy ng lindol kahapon ng umaga.


Ayon sa Philippine Ins*titute of Volcanology and Seismology (Phivolcs) dakong alas-6:56 ng umaga ng maramdaman ang lindol sa Occidental Mindoro na may magnitude na 5.2 sa Richter scale.


Naitala ang epicenter ng lindol sa 27 kilometro sa Timog-Kanlurang bahagi ng Mamburao, Occidental Mindoro. Tectonic ang origin makaraang gumalaw ang Manila Trench na may lalim na 039.


Ayon sa Phivolcs bukod sa Mamburao Occidental Mindoro na naitala ang lindol sa intensity 5 ay naramdaman naman ang intensity 4 sa Looc, Lubang Island, at Abra de Ilog; intensity 3 naman sa Lijan, Batangas at sa Puerto Galera sa Palawan at intensity 2 naman sa Quezon City at Tagaytay.


Kaugnay ng lindol ay sinabi naman ng Phivolcs na wala naman umanong naiulat na napinsala o ano mang bagay na nasira bu*nga nang pagyanig at wala rin nai-ulat na nasaktan o nasawi sa insidente www.abante.com.ph

Iniutos na ng lokal na pamahalaan ng probinsya ng Albay ang agarang paglilikas sa daan-daang kataong posibleng tamaan ng landslide sanhi ng patuloy pa ring pagbuhos ng malakas na ulan sa lugar.


Ang hakbang ay kasunod naman ng binuong Landslide Advance Monitoring Team (LAMT) ni Albay Governor Joey Salceda upang maisalba sa panganib na dulot ng landslide ang may 64 barangay sa siyudad ng Camalig at Ligao na inisyal na natukoy na posibleng tamaan nito.


Nabatid na inirekomenda na ng LAMT ang may dalawang kilometrong layo ng paglilikasan sa mga apektadong residente partikular sa mga naninirahan sa paanan ng bundok doon.


Bago ito, una nang natuklasan ng mga naalarmang residente sa lugar ang mga malalaking bitak ng lupa bukod pa sa nadiskubreng paglubog ng lupa sa ilang barangay sa bayan ng Camalig. www.abante.com.ph

Umaabot sa 45-katao ang nasawi sa matinding pagbaha at landslides sa anim na lalawigan sa Bicol region.


Sa nasabing bilang, 10 dito ang nadagdag sa death toll matapos na maitala ang 35-kataong nasawi noong nakaraang linggo, samantalang 31 naman ang nasugatan.


Bukod dito, inihayag ng Office of Civil Defense (OCD) na 873,000 residente naman mula sa 137 bayan sa bansa ang humangos sa mga evacuation center.

overflowed river floods Capiz village

An overflowed river in Sigma, Capiz has again submerged a village with floodwaters Thursday as rains continued to pound the Visayas, ABS-CBN Regional Network Group reported.

Correspondent Rhoda Garzon said residents of Barangay Tawog waded in waist-high flooding Thursday morning after the Mambusao River overflowed.

Motorists on their way to the province and Aklan nearby had to turn back because floodwaters already blocked the roads.

Tawog barangay chairman Dexter Delgado said at least nine homes were destroyed by floodwaters.

One of the affected residents was identified as Josephine Gumugda, whose family failed to save their belongings.

Affected residents have appealed to authorities to send food and emergency kits.

The Provincial Disaster Coordinating Council, meanwhile, said monitoring efforts are underway to identify other areas affected by flooding.

It said that an initial report indicated 1,000 people were displaced by the floods all over the province www.abs-cbnnews.com

Namataan ngayon ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) ang isang low pressure area sa east coast ng Northern Luzon.

Ayon sa PAGASA, nakita ang naturang namumuong sama ng panahon sa layong 480 kilometro ng silangan ng Northern Luzon.

Gayunman, nilinaw din nito na ang naranasang pag-ulan nitong mga nakaraang araw ay bunsod ng buntot ng cold front at hindi dahil sa bagyo o anumang sama ng panahon

Albay town now passable after landslides

LEGAZPI CITY—After it was isolated for 14 days, Manito town in Albay is now open to traffic after it was cleared of landslide debris and the installation of a bridge to span the damaged spillway in Barangay Tinapian.

Albay Gov. Joey Salceda thanked Lt. Col. Jose Glenn Alcala, commanding officer of the 51st Engineering Brigade for immediately clearing the debris blocking the provincial road and putting up the 30-meter bridge.

"The repair could have taken a longer lead time if we had done it through the command process of fund sourcing, procurement of materials and implementation," said Salceda who was really worried traffic was cut off to this coastal community last Feb. 21 after seven days of continuous rain.

Rains flood Angeles City villages

Three villages in Angeles City, Pampanga were submerged in floodwaters after a two-hour downpour, ABS-CBN Regional Network Grup reported Monday.

The report said floodwaters in the villages of Pandan, Sto. Cristo and Sto. Entiero rose as high as four feet as of 8 p.m. The rains started at 6 p.m.

Most of the streets in the villages, including McArthur Highway, were deemed impassable to light vehicles.

Commuters, mostly students and employees, were stranded because of the flood. They waited for almost three hours to get a ride home.

The city’s Emergency Response Team said the flooding was caused by the clogged drainage system..www.abs-cbnnews.com

Phivolcs: No volcanoes erupting due to twin quakes

The Philippine Institute of Volcanology and Seismology on Tuesday allayed fears of volcanic reactions to the separate strong earthquakes that hit Luzon provinces Monday night.

"The earthquakes were too far and originated from the sea, nearly 100 kilometers away from the nearest volcano," said Ismael Narag, Phivolcs officer-in-charge.

Narag said Phivolcs continues to monitor the active faults that caused the two strong earthquakes on Monday night.

The first earthquake originated from Basco town in Batanes. It struck 9:49 p.m. with magnitude 5.7. The quake was also felt in Tuguegarao and Sanchez Mira provinces in Cagayan and Manila.

A stronger quake struck at 10:11 p.m. with magnitude 6.5. Phivolcs said the second quake originated from Catarman, Northern Samar and it was strongest in Iriga City; Catarman, Northern Samar; and Virac, Catanduanes.

Intensity 1 to 4 were also felt in Legaspi City; Daet, Camarines Norte; Sorsogon City; Tacloban City; Palo, Leyte; Borosongan, Samar, Roxas City and Iloilo City in Iloilo province; Masbate City, Cebu City, Baguio City, Guinayangan, Quezon province; and Taguig City in Metro Manila.

Narag said the first quake was caused by the moving of the active faults that stretches from Northern Luzon to Taiwan. The second quake, meanwhile, was caused by a Philippine Sea plate off the shore of Northern Samar and Bicol.

Narag said Phivolcs recorded a total 130 aftershocks as of 6 a.m. He said Phivolcs expects the aftershocks to grow weaker by the end of the day./www.abs-cbnnews.com

Flood hits SouthCot town

GENERAL SANTOS CITY (MindaNews/3 March) – Rampaging floodwaters swept farmlands and communities near the town proper of Sto. Nino in South Cotabato over the weekend, displacing at least 27 families in the area.
Sto. Nino Mayor Antonio Damandaman said a significant portion of the town proper's Zone 1 area is still submerged in floodwaters on Monday after continuous heavy rains since last week triggered the swelling of the nearby Allah River last Saturday.

He said the river's water level rose and changed its course reportedly due to the huge volume of water dislodged by the critical Lake Holon (formerly Maughan) in T'boli town.

Damandaman said the problem started when the Allah River's waters settled in at the approach of a bridge in Purok Sta. Cecilia that served as a dike and eventually swelled to the nearby palay farmlands and communities.

He said the heavy flooding eventually caused the riverbanks in the area to cave in and destroyed portions of the road leading to the bridge.

The mayor said several houses near the river banks and a sizable area of palay farmlands were destroyed by the floods. (Full Article here)

Magnitude 5.5 earthquake hits Bicol

A magnitude 5.5 earthquake struck parts of the Bicol region Monday evening, ABS-CBN News learned.

The quake struck at 10:11 p.m., an initial bulletin from the Philippine Institute of Volcanology and Seismology (PHIVOLCS) said.

The epicenter of the earthquake was located 184 kilometers northeast of Catarman, Northern Samar and was tectonic in origin.

Intensity V was felt in Iriga City while Legazpi City experienced Intensity IV.

In a related report, ABS-CBN Regional Network Group said the quake was also felt in Naga City and other parts of Bicol.

(Updated 9:10 a.m.) MANILA, Philippines - Authorities in Albay province are now keeping some 80 villages marked as landslide-prone under tight watch for possible landslides following a powerful quake that hit Bicol and Visayas Monday night.

Radio dzRH reported Tuesday morning that Albay Gov. Jose Salceda ordered local authorities to prepare and evacuate residents if they deem the areas to be in imminent danger.

Salceda also instructed Provincial Disaster Coordinating Council head Cedric Daep to coordinate with other agencies and map out the appropriate plans.

Monday night's quake was felt at Intensity IV in Albay.

Meanwhile, floods caused by heavy rains and the threat of landslides prompted provincial officials in Albay to order the suspension of classes in the elementary and high school levels Tuesday.

In a separate report, radio dzRH said Salceda issued the order upon the recommendation of the Provincial Disaster Coordinating Council (PDCC).

It said that as of Tuesday morning, several areas in the Tabaco and Malilipot areas of the province were flooded, while the national road between Tabaco and Legazpi Cities was impassable to vehicles.

Early Tuesday morning, officials announced the suspension of classes in elementary and high school levels in Naga City, following Monday night's quake. Local authorities in Camarines Sur have also ordered an inspection of infrastructures in the city to check for damages.

Thousands flee in Albay as rains fall, floods rise

MANILA, Philippines - Thousands of residents were forced to abandon their houses as a three-hour downpour hit the province of Albay Tuesday morning.

Radio reports said about 1,500 families or more than 6,000 individuals in Tabaco City and 38 people in Tiwi town were evacuated as heavy rains triggered floods in the province.

Still in Tiwi town, the report quoted initial reports showing that at least eight fishermen went missing in Sogo village as strong winds produced rough waves in the sea.

Reports of rockfall and river swelling in Joroan village have already been recorded in the town.

Aside from Tabaco and Tiwi, other towns seriously hit by the floods include Polangui, Libon, Jovellar, and Malinao, the report added.

In Malinao town, greatly affected were the villages of Awang, Bagumbayan, Balading, Bariw, Baybay, Blaza, Labnig, Payahan, Poblacion, and Tuliw.

Meanwhile, being in Metro Manila did not stop Albay Gov. Jose Salceda from declaring a province-wide suspension of classes in the elementary and secondary levels, following the heavy downpour in two of the province's three congressional districts.

Consequently, the National Achievement Test for Grade 3 students from the 462 public elementary schools in Albay did not push through as scheduled.

The report added that despite the continuous rains, students in Bacacay town who had already gone to school earlier were still asked to head back home, leaving them drenched in the rain.

The mayor of Malilipot town has already instructed residents living near coastal areas or residing at the foot of the mountains to evacuate their houses as the water level in its river had gone eight feet above the bridge.

Several roads in Catanduanes province were reportedly impassable to all types of vehicles.

Floods isolate 11,000 families in Catanduanes

VIRAC, Catanduanes, Philippines -- Landslides and floods blocked all access to villages in this province where 11,000 families await aid that would be delivered by a Navy boat.

The Philippine Navy will provide a boat to bring rice and other food items to the 11,000 families who had been isolated by floods and landslides since Monday.

Joseph Cua, governor and chair of the Provincial Disaster Coordinating Committee (PDCC), said the boat will leave the port of Legazpi City for the town of San Andres.

From there, the PDCC and the Department of Social Welfare and Development will transport government rice and food packs to the families.

Cua said the PDCC is requesting an additional 1,000 bags of rice from DSWD.

The DSWD earlier allotted 400 bags of rice and 400 food packs last February 29.

These items were delivered to Caramoran town by a Philippine Air Force helicopter.

Cua said 700 bags of rice had already been delivered earlier to Caramoran and another town, Pandan, last week. The Church radio station Veritas is helping, too.

The government, through the National Food Authority, was selling rice directly to consumers to help prevent food shortage.

“We are in the same situation as Eastern Samar, only that we do not have many casualties,” Cua said.

He said he saw for himself the situation in two villages, Sipi and Binanuahan in Bato town, where families were in danger of starving as a result of floods brought by continuing rains since February 16.

Abaca farmers were not able to dry their fiber while rice farmers failed to dry their harvested palay, he added.

Strong waves prevented fishermen from going out to sea, he said.

Major roads were closed, preventing the delivery of rice to towns and the capital municipality of Virac.

Ignacio T. Odiaman, district engineer, told the PDCC on Tuesday that a circumferential road that links several towns had been rendered impassable.

Raging waters from swollen rivers washed out spillways in the towns of Pandan and Viga while landslides blocked roads in San Andres, Baras and Gigmoto towns.

The PDCC received a report that four houses were buried by a landslide in one village in Gigmoto.

In Baras town, floodwaters were a meter deep in the town proper as of 4 a.m. on Tuesday.

In two Albay towns, more than 3,500 families have been evacuated and 18 persons were reported missing as heavy rains on Tuesday brought flash floods, less than 12 hours after an earthquake shook the Bicol region and the Visayas, provincial disaster officials said.

Jukes Nuñez, operations officer of the Albay provincial disaster coordinating council, said 10 fishermen in Tabaco City and eight fishermen in Tiwi, Albay were reported missing.

A total of 3,500 families in 47 villages in Tabaco City were moved to 25 evacuation centers.

In Tiwi town, he said, 73 families had already been evacuated as of 10 a.m. and one house was reported damaged.

Swollen rivers and falling rocks were also reported in the village of Joroan. A spillway was damaged in the village of Nagas.

Flood waters submerged a bridge in Malilipot, Albay blocking the main route to Tabaco City.

All types of vehicles were barred from passing through the poblacion of Malilipot.

Tabaco City Mayor Krisel Lagman, in a mobile phone interview, described floods in downtown Tabaco to be “waist-deep” and the river was just “almost one foot from under the bridge.”

Albay Governor Joey Salceda ordered all elementary and high school classes suspended in the entire province.

The floodwaters started to rise after a magnitude 6.5 earthquake shook Bicol and the Visayas past 10 p.m. Monday.

The province of Albay is still in a state of calamity after officials warned that many communities are still under threat of landslides and floods.

More rains threaten Bicol, E. Visayas - Pagasa

MANILA Philippines - State weather forecasters on Tuesday said the tail-end of a cold front affecting Southern Luzon and the Visayas could bring more rains to the Bicol and Eastern Visayas regions.

In its 5 p.m. advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said "Southern Luzon and Visayas will experience mostly cloudy skies with scattered rain showers and thunderstorms becoming widespread rains over Bicol region and Eastern Visayas, which may trigger flash floods and landslides."

Bicol residents have been reeling from continued heavy rains in past weeks. Hundreds were evacuated Tuesday due to floods and the threat of landslides.

Pagasa said the rest of the country will be partly cloudy to cloudy with isolated rain showers and thunderstorms.

Moderate to strong winds blowing from the northeast will prevail over Luzon and the Visayas and the coastal waters on these areas will be moderate to rough.

Elsewhere, winds will be light to moderate blowing from the northeast and east with slight to moderate seas. - GMANews.TV
