The majority state-owned broadcaster MCOT Plc will invest around 10 billion baht to develop a 52-rai plot of land on Thiam Ruam Mit Road into an advanced broadcasting hub for the region.

CFO Jessada Promjit yesterday outlined MCOT's plan to utilise the empty land near the Thailand Cultural Centre, which the company bought in 2004. It hopes to develop it into one of the most advanced broadcasting complexes in Southeast Asia.

Construction will be divided into two phases. The first phase, which is expected to be completed within three years, comprises a 30,000-square-metre activity park, a 5,000-seat theatre, and a 59-floor building and broadcasting tower. It will cost 7-8 billion baht.

The building when combined with the tower will be one of tallest structures in Thailand, at 369 metres.

"This tower will serve broadcasters when the country turns to a digital television system. MCOT wants to act as a transmitter provider so other broadcasters don't have to invest in their own networks," Mr Jessada said.

The second phase will start construction as soon as the MRT Orange Line (Taling Chan-Min Buri), which will pass through the area, is ready for operation. A building with 60,000 sq m is being considered as a residential project. The second phase is estimated to cost 2-3 billion baht.

MCOT has signed an agreement with the Culture Ministry to co-develop a cultural park on a connected plot between the two organisations' properties.

The ministry has acquired a 58-rai plot close to the MCOT land. It plans to build an office and landmark for cultural events and activities.

Mr Jessada said MCOT was still studying suitable forms of investment for the megaproject. It could seek private business partners, such as real estate developers, or rent the properties to interested firms.

MCOT is awaiting budget approval from the cabinet.

The state enterprise expects its performance in the second half of the year will be better than the first half, thanks to higher airtime utilisation rates and a 10-15% increase of airtime fees in October. The company is still confident it can hit a revenue growth target of 10% this year.

Adjusted fair value with HOLD maintained. A 50 rai land development project will be carried out at the MCOT Complex (valued at Bt10bn - phase 1 Bt6bn) with a 65 storey building offering office space, residences and hotel space later this year. MCOT develop this with a joint venture partner holding its own investment to only Bt2bn. The financial position remains strong with net cash and a 2H11 dividend of Bt1/share or a 3.4% half-year yield. With a WACC adjustment from 10.1% to 9.1%, our fair value is raised to Bt31.50 from Bt27. With the limited upside, we have maintained our Hold call.

Yes it is fast. The plan will be more clear this year, as they are looking for investors for a joint venture.

Full steam ahead for MCOT's 50-rai Asean media complex

MCOT Plc, the SET-listed operator of Modernine TV, has finalised plans for its new 50-rai complex by reaching an agreement with the Mass Transit Authority of Thailand (MRTA) to use its land as an egress.

The MRTA board last week approved MCOT's rental of its land as an exit for the planned media complex on Ratchadaphisek Road.

MCOT president Anek Permvongseni said it will revise project details and start construction early next year.

The 50-rai site is located near the Thailand Cultural Centre and is valued at more than 2 billion baht.

MCOT has been planning to develop this complex since 2011 with the goal of turning it into a media complex for Asean. The project will comprise two phases and cost 10 billion baht for construction.

The first phase will require 6-7 billion to develop a 30,000-square-metre event hall, a 5,000-seat auditorium and a 59-storey office building of 80,000 sq m.

The first phase is scheduled to open in 2017.

The second phase comprises a 60,000-sq-m residential condominium with access to the MRTA's Orange Line. MCOT may allow property developers to operate its condo.

"We'll revise the project plan before doing anything. A working committee will be established to take care of the project," said Mr Anek.

MCOT's five-year goal is to be a leading communications company for digital broadcasting in Thailand. The 59th floor of the complex will be the main tower for a digital network transmitter including the studio and technical departments.

Vice-president Sura Gaintanasilp said the state broadcaster will continue with the second phase of digital broadcast trials next month. The digital signal will cover Bangkok and major provinces such as Khon Kaen, Surat Thani and Nakhon Ratchasima.
