No, Russian's cities are different.

Lests start from a quick lesson In western and central Europe, cities were placed in Magdenburg [i do not know if i spelled it correctly] law and other gernman laws. That means that the heart of the city was the center the old marker/square. It was more central. So the law ended where 'more civilized' world ended in Border of baltic coutries poland, slovakia hungary and down to romania.
Russians cities were different the city has to make impression on a men so the administrative buildings where huge and representative, ususally with grate squares. Good example is St. Petersburg.

Durring the USSR there was a style in arch. called socreallism ass well in urbanistics and as a philosophy. So the main point was that the cities as a work power and a 'ruling class' lived in must developed. And they started to build blocks. The favorite geometrical shape was a cube this why a lot of houses and blocks have that shape. Of course the blocks had to make a gr8 impression on ppl so they made them tall and wide. Some commie blocks are 1KM LONG!!! like in warsaw i guess it is called 'Jamnik' there is also a superjednnostka which is just huge. I think the biggest commie blocks are in Slovakia in Bratsilava there is an area where like 70 000 ppl live just in couple commie blocks.

If we are talking about a urban stucture that yes Russian cities are alike Eu ones. But you can simply feel the difference between RU and Eu cities.

I never was in Minsk nor Belraus but i sew kinda familiar landmarks
