Very interesting project.

Will the people from the old neighborhood live in the skyscraper?

I like the idea where the base of the skyscraper is park lands.

Does the government have plans to do this in other old neighborhoods?

There are more of these kind of neighborhoods that will be redeveloped, even in the direct vicinity of this tower. The problem is that because of the tight landownership laws it's very difficult to acquire all the properties. Such redevelopment processes can take years, the 1st steps towards the redevelopment of this neighborhood were taken back in 1992, 3 years later the project was officially started.

It's quite a process that starts with finding enough stakeholders to start a redevelopment preparation association. This can initiated by the local government, a large property developer or the people living in the area. The task of the preparation association is to define the exact borders of the project, to create a base plan and try to get as many stakeholders behind the plans in the early stages. With all the small properties in such neighborhoods the number of stakeholders can be very high, into the hundreds of homeowners and leaseholders that all have the right to say no to the plans. Only when like 95% of the stakeholders are behind the plans the remaining opposing people can be involuntary bought out of their properties. And even then it's tricky, in practice it means that everyone needs to be behind the plans to get things moving along.

In some area's in the city you see these kind of neighborhoods which lots of parking spaces. Usually this means that a commercial developer is buying up properties as part of an ongoing redevelopment process. It will increase their role as a stakeholder and it will make the neighborhood less attractive for the people who don't want the redevelopment. It also happens often that the developers just wait until a homeowner dies and then step in to buy the property from the family.

When the moment is there that there are enough stakeholders behind the plan the local government an specific agent is chosen to lead the way, usually this is the moment when the professional developers step in to lead the redevelopment from there on. This is followed by the planning permission and consequently by the formation of the redevelopment association which leads the way for the final approval and the change of right from the association to the commercial company that will be developing the project and that will start the construction.

It's very common that a specific company is created for a specific redevelopment, it's also common that the stakeholders are offered a share in this company instead of just selling the property to the developer. It's also happens that the people who lived in the old neighborhood will be offered an apartment as compensation. So yes, some of the old residents will move in the new tower. But most people, especially the people that just rented a house or an apartment in the old neighborhood will be moving to somewhere else. The apartments in this new tower will be much more expensive then the old houses, most people simply cannot afford it. It will be mostly new residents that will be living in this tower when it's completed.

All in all it results in this long period that it takes to get such a redevelopment from the ground. But as there are several underway and with new redevelopment that are starting every year there will be enough neighborhoods that will be completely transformed in the next 20 years to come.

Thanks for the explanation.

Developers have used this tactic in Sydney also, they leave an old building unoccupied for many years until drug users and graffiti artists move in making it ugly for the neighborhood.

Then neighbors are less likely to object to the developer proposals.

It's sounds like their offering adequate compensation to former tenants of the area, which makes me happy . I love urban redevelopment as much as the next SSC forumer, but it breaks my heart to see poor people kicked out of their homes for the sake of developers' profits. On the other hand, the tower itself is of a quite...staid design, but I assume that, like in Korea, Japanese people prefer conservative residential buildings so that they keep their value better.
