2013 poll race on with filing of COCs
By Mayen Jaymalin (The Philippine Star) Updated October 01, 2012 12:00 AM MANILA, Philippines - Candidates running in the May 2013 elections are expected to troop to the Commission on Elections (Comelec) starting today to file their certificate of candidacy (COC). Comelec Chairman Sixto Brillantes said the poll body is well prepared for the filing of COCs starting today until Friday, but hopes that candidates will forgo the usual fanfare that attended similar events in the past. “Everything is ready for the October 1 to 5 filing of COCs. All systems go!” Brillantes said in his Twitter account. “We appeal to candidates to dispense with all the fanfare. Let us make the filing of COCs this coming October 1 to 5 as dignified as it should be,” Brillantes noted. All those aspiring to run for senator, member of the House of Representatives, provincial, city, municipal and even those intending to become elective officials in the Autonomous Region in Muslim Mindanao (ARMM) are mandated to file their COCs before the Comelec. The elective positions include 12 senators; 229 district members of the House; 80 governors; 80 vice governors; 766 members of the Sangguniang Panlalawigan (provincial council); 138 city mayors; 138 city vice mayors; 1,532 members of the Sangguniang Panlungsod (city council); 1,496 municipal mayors; 1,496 municipal vice mayors; and 11,972 members of the Sangguniang Bayan (municipal council). In the ARMM, positions up for grab are one regional governor; one regional vice governor; and 24 regional assemblymen. Comelec said the COC shall be filed by the candidate personally or by his duly authorized representative, whose authority shall be in writing, under oath and attached. Comelec spokesman James Jimenez also urged candidates to avoid as much as possible their rivals during the COC filing in order to prevent a clash between supporters. “I would like to ask those filing their COCs to keep your supporters in check... Make sure that you keep a tight rein on them to avoid scuffles of any sort,” Jimenez said. The military, on the other hand, said they did not monitor any threat that could disrupt the start of the filing of COCs. Armed Forces of the Philippines (AFP) spokesman Col. Arnulfo Burgos, nevertheless, said they are coordinating with authorities to thwart any untoward incidents. “Active security measures are already in place in support to the PNP (Philippine National Police) and an enhanced coordination with the PNP and other law enforcement agencies is being maintained,” Burgos said. “Though there is no threat monitored, the AFP will continue to gather and collect vital intelligence information to preempt any untoward incident from happening that would disrupt the activity,” he added. Philippine National Police (PNP) chief Director General Nicanor Bartolome said security preparations for the filing of candidacies are already in place. “Our security coverage is complete. All activities of Comelec that have something to do with the filing should be properly secured,” Bartolome said. Bartolome tasked all the police field commanders to coordinate with their counterparts in the Comelec and the military. Bartolome also said they already have an initial list of election hotspots but declined to identify the areas included in them. “We already have an initial list (of poll hotspots) but it remains to be further validated and as we get nearer the election period, our assessments could change,” he said. “We can’t discuss (the list) until we validate it and we complete the additional evaluation in the ground. The political climate can change,” he added. The COC filing period will be during office hours only for five days beginning 8 a.m. until 5 p.m.

Aquino bares ‘powerhouse’ ticket for 2013
INQUIRER.net 12:35 pm | Monday, October 1st, 2012 MANILA, Philippines – President Benigno Aquino III officially proclaimed on Monday the administration’s “powerhouse senatorial slate” for the 2013 elections. “More than popularity, the LP-Akbayan-NPC-NP-LDP-NUP coalition senatorial slate is born of a shared set of principles. The slate represents those who have helped in the advancement of the President’s agenda and those who have committed to support his programs of government,” the Liberal Party said in a statement. NPC stands for Nationalist People’s Coalition, NP is Nacionalista Party, LDP is Laban Demokratikong Pilipino while NUP is National Unity Party. Aquino’s cousin, Benigno “Bam” Aquino IV, was the first candidate introduced by the President in a press conference held at the Club Filipino in Greenhills, San Juan. He is the youngest candidate running for senator. In an interview, Bam said he is running to represent the youth in the Senate. Included in the lineup were former Senators Ramon Magsasay Jr. and Jamby Madrigal; former Akbayan Representative Risa Hontiveros, Aurora Representative Juan Edgardo Angara; former Las Pinas Representative Cynthia Villar, wife of incumbent Senator Manuel Villar. Also included were Senators Loren Legarda, Francis “Chiz” Escudero, Alan Peter Cayetano, Aquilino “Koko” Pimentel III, and Antonio Trillanes IV. Completing the lineup was MTRCB chair Grace Poe-Llamanzares, daughter of the late Fermando Poe Jr. Present in the press conference were Manila Mayor Alfredo Lim, Senator Franklin Drilon , Interior Secretary Manuel “Mar” Roxas, and Transportation Secretary Joseph Emilio Abay, among others.

What do you think? Election will be coming up next year and more and more aspiring politicians will file their candidacy.

Tiñga’s daughter to run against Mayor Cayetano in Taguig
By Niña Calleja Philippine Daily Inquirer 7:43 pm | Monday, October 1st, 2012 MANILA, Philippines — The mayoral race in Taguig City will be a fight mainly between two young women: daughter of a former Supreme Court associate justice and the incumbent city mayor and wife of a senator. Rebecca Carissa Tiñga, 30, youngest child of Dante Tiñga and former councilor was among the early birds on Monday when the Commission on Elections opened its table for the filing of the certificates of candidacy (COC). Tiñga formalized her intention to run for mayor against Taguig Mayor Laarni Cayetano, also aged 30, who beat her father in the 2010 elections. Cayetano, a former congresswoman of Taguig and Pateros district, was said to be the first youngest female official to hold office. Accompanied by her running-mate, Paolo Papa and 16 other candidates running for city councilor posts, Tiñga came at the Comelec office in Taguig City around 10 a.m., earlier than what reporters were told. Paolo Papa is the son of former Taguig mayor Ricardo Papa, who used to be the rival of Tinga’s father. “This is the first in Taguig’s history… when former political rivals start to work together,” Tiñga told the Philippine Daily Inquirer. Cayetano, on the other hand, has yet to file her COC but her staff workers said she intended to go to the Comelec either on Thursday or Friday. The Tiñgas and Cayetanos had been exchanging barbs since the 2010 elections with a petition for recount of votes still pending at the Commission on Elections. “The good thing is I’m the only Tiñga running,” she said, taking a swipe at the Cayetanos who hold at least three positions in government. She noted that her brother Taguig Rep. Freddie Tiñga had already dropped his plans to seek reelection for personal reasons. In Pasay City, a drum-and-bugle band and the people’s chanting heralded incumbent mayor of Pasay Antonino Calixto’s filing of his COC at the local Comelec office around 9 a.m. on Monday. His supporters, mostly wearing green shirts, and city hall employees crowded the city hall grounds. Immediately after, former Pasay mayor Peewee Trinidad arrived at the Comelec office on board a white van with his supporters in orange rallying behind him. Calixto is running under the Liberal Party while Trinidad is with the Nacionalista Party. All was quiet, however, at the local office of the Commission on Elections in Makati on Monday, election officer Allan Sindo said. Sources said Makati Mayor Junjun Binay, son of Vice President Jejomar Binay, would file his COC on Wednesday and might run unopposed. His running mate for vice mayor is Makati’s longtime city administrator Marjorie de Veyra.

Get ready to rumble: LP, UNA face off for Senate derby
By Sheila Crisostomo (The Philippine Star) Updated October 02, 2012 12:00 AM MANILA, Philippines - It was a rambunctious first day of filing of certificates of candidacy (COCs) yesterday as old political faces joined dozens of aspiring politicians who turned up at the Commission on Elections (Comelec) main office in Intramuros with 2013 in mind. Comelec Chairman Sixto Brillantes likened the scenario to a circus. Sen. Aquilino “Koko” Pimentel III was the first among the “serious” candidates to file his COC as PDP-Laban senatorial candidate. Accompanied by his mother and a sister, Pimentel filed his COC at 8 a.m. Senatorial bets of the United Nationalist Alliance (UNA) of former President Joseph Estrada and Vice President Jejomar Binay showed up in full force to file their COCs. Candidates of other major political parties, including the administration Liberal Party, are expected to file their COCs today. Filing of COCs ends on Oct. 5. A fiesta atmosphere prevailed as supporters of candidates came in droves wearing shirts of various colors like red, yellow, blue and orange, depending on their political affiliation. Marching bands drowned out the chants of supporters who waited under the scorching heat for their candidates. Traffic was heavy around the Comelec office as supporters of candidates came in buses, vans and jeepneys. But the scene-stealers were senatorial candidates whose declared advocacies ranged from the bizarre to the hilarious. One claimed to be the “owner of the archipelago” and another said his wife is presidential sister and celebrity Kris Aquino. They delivered impromptu speeches after filing their COCs, to the delight of the crowd at the Comelec’s Project Management Office where the Comelec was receiving the COCs. Brillantes lamented the circus atmosphere during yesterday’s filing of COCs, saying that while the candidates and their supporters may not have violated a law, what they did could be considered “unethical.” “There are things not allowed by conscience and morals,” he said in Filipino. A 2009 Supreme Court decision stipulates that partisan political acts are lawful before the start of the campaign period. The campaign period begins on Feb. 12 next year. Candidates seeking national posts file their COCs at the Comelec’s main office, while those aspiring for local positions may do so at local Comelec offices. Organized labor, meanwhile, expressed their disappointment over the senatorial lineup of both the LP and rival coalitions. Kilusang Mayo Uno (KMU) said the ruling LP and UNA have opted to field traditional politicians over reform-minded ones who could help solve unemployment and other problems besetting the country. “Most of those running for the 2013 elections are still traditional politicians coming from the country’s elite families. Politicians coming from the poor and those truly representing their interests form a tiny minority,” KMU chairman Elmer Labog said. Labog said they expect the campaign to become a circus and not a genuine discussion of problems confronting Filipinos such as poverty, hunger and unemployment. “The domination of the US, landlords and big capitalists over our economy and politics will not be questioned by most of these politicians,” he added. Labog said President Aquino has chosen to preserve traditional politics by choosing popular candidates for the LP senatorial slate. “Despite his promises of ‘change’ and ‘daang matuwid (straight path),’ President Aquino chose popular candidates over reform-minded ones. It is disgusting that he even ignored potentially good candidates from his own party to field popular ones from other parties,” Labog said. Aquino’s choices for the Senate, Labog said, showed that he is implementing the same policies that have caused poverty, hunger and unemployment in the country. But Labog said they are still optimistic that the public would be discerning enough to make the right choices. “We are glad that people are being critical towards the elections and are voicing out their disgust over the persistence of traditional politics in the country. Let’s keep it up even as the noise from the electoral campaign becomes louder in the coming months,” Labog said.

Estrada, Moreno file candidacy papers at Comelec

Estrada will go against Manila Mayor Alfredo Lim who is seeking a third term while Moreno will seek a reelection and will clash with Lim’s running mate actor-comedian Lou Veloso. The Estrada and Moreno tandem is the official candidate of the United Nationalist Alliance (UNA). They were accompanied by a motorcade of fire trucks, jeepneys and supporters all in orange from Estrada’s house in Manga Avenue in Sta. Mesa to Bonifacio Shrine and Manila City Hall before going to Comelec.
