FORMER President Gloria Macapagal-Arroyo yesterday filed her certificate of candidacy.

Arroyo is seeking a second term as Pampanga representative.

However, Arroyo failed to come to the Commission on Elections to personally file her CoC due to bad health.

His eldest son, Ang Galing Pinoy (AG) party-list Rep. Juan Miguel Arroyo, filed the signed CoC for his mother.

According to her spokesperson Ma. Elena Bautista-Horn, the former President was not feeling well yesterday.

The younger Arroyo was accompanied by some relatives and at least 40 members of barangays in filing the CoC of the former president.

Arroyo is suffering from cervical spondylois or arthritis of the neck. She underwent at least three surgeries last year and had some parts of her spine replaced by titanium plates.

Lakas now ‘weak’

The Lakas-CMD party is “unpopular” this election.

Minority Leader Danilo Suarez, vice chairman of Lakas-CMD, accepted the fact that the group which was the ruling party during the time of former President Gloria Macapagal-Arroyo, is now out of favor.

“Nobody wants to align with us, para kaming sinehan na walang gustong manood,” Suarez said in a press briefing.

But having said that, Suarez is still confident that they can deliver great number of votes to the candidates that they will endorse.

“Politics is addition. Unpopular but we have command votes,” Suarez said, adding that the party still has local candidates that remain unbeatable.

Some politicians and sectors are saying that Lakas-CMD or Arroyo’s endorsement would be “a kiss of death.”

While Suarez disagreed, he admitted that the party is not being considered by the candidates nowadays.

“Weather weather lang ‘yan,” Suarez said in jest.

In the coming elections, the Lakas-CMD will be supporting its lone candidate Zambales Rep. Mitos Magsaysay.

Also, Suarez said the group will endorse some candidates from both the Liberal Party-led coalition and United Nationalist Alliance (UNA) and their names will be disclosed after a thorough review.

MANILA, Philippines — Former President Gloria Macapagal Arroyo is not yet fit to conduct a campaign and needs to improve her condition, her doctors at the Veterans Memorial Medical Center (VMMC) said Friday.

At the moment, Arroyo who is seeking another term as Pampanga representative has been under hospital arrest at the VMMC since Thursday on plunder charges filed before the Sandiganbayan over alleged misuse of P366 million in Philippine Charity Sweepstakes Office (PCSO) funds.

Dr. Martha Nucum, one of the doctors of Arroyo, admitted on Friday that if the campaign season is held now the former President will not be able to do it and will need the assistance of people.

“She’s (Arroyo) worse now,” VMMC director Dr. Nona Legaspi described the lawmaker’s appearance when she last saw her discharged last July 25.

“She did lose weight from the last time she was here,” said Legaspi during a medical bulletin on Arroyo Friday afternoon.

According to the medical bulletin, Arroyo entered the hospital on Thursday “due to generalized body weakness, persistent pain over the nuchal area and left shoulder with numbness of both hands and frequent episodes of both hands and frequent episodes of choking.” She has a regular therapy session every Monday, Tuesday, and Thursday at the VMMC.

The VMMC said that the “admitting diagnosis is dehydration secondary to Poor Oral Intake, Cervical Spondylosis s/p Decompression with anterior and posterior spine instrumentation.”

At the moment, Arroyo is “being managed medically with intravenous (IV) hydration and pain reliever with continuation of physical therapy as tolerated.

When she talked to Arroyo, Legaspi learned that the former President is eating and drinking less.

“She told me that she has some sort of a phobia from choking,” said Legaspi, who said Arroyo also choked Wednesday night while eating.

Yesterday, Nucum said Arroyo was subjected to a cervical x-ray and is also expected to undergo blood examination today.

Nucum said that they are planning to have Arroyo undergo an electromyelogram (EMG) with nerve conduction velocity study to learn what is causing the numbness of both hands.

Legaspi said it was uncertain how long the former President should stay in the hospital.

“The evaluation of the patient is day to day. So we cannot predict how long she will stay. She has to have additional examination to find out kung may panibagong problema,” Legaspi explained.

Arroyo currently occupies the presidential suite of the hospital where she had stayed since December up to her discharge in July.

Legaspi said that Arroyo still needs to use her neckbrace when she’s walking.

“Within the suite she can take it out kasi limited naman mobility sa suite. There is nothing much she can do then that can jeopardize (her condition),” she assured.

Once the lawmaker’s condition improves, Legaspi said it remains in the hands of the court whether Arroyo should stay at the VMMC or not.

The VMMC director said that if ever the court wants Arroyo transferred, “the agreement is that she should be at least medically dischargeable.”

Legaspi admitted that the hospital has not yet received any formal order from the court regarding Arroyo’s stay and only have “a verbal affirmation of the PNP (Philippine National Police) that she will be staying here for a while.”

Meanwhile, Quezon City Police District director Chief Superintendent Mario Dela Vega bared that the contingents securing the VMMC include his police force, the Police Security Protection Group, the Regional Public Safety Battalion of the National Capital Region Police Office and even the Special Action Force.

“It will be the same procedure. Our conversation during the service of the warrant is that it will be the same arrangement as before,” Dela Vega said.

The Pacquiao family is only the latest of a long line of political dynasties in the region, which already has the Chiongbians, Antoninos and Constantinos.

Earlier, former president Fidel V Ramos expressed the same sentiment as he cited the growing number of families whose members have entered the political arena to vie for various positions in their respective bailiwicks.

“How many husbands and wives are running for the same level of position— fathers and sons, fathers and daughter, brothers and sisters, in-laws and in-laws, cousins and siblings are aspiring for the same office?” Ramos asked.

“Is that the way Filipinos want themselves to be governed?” asked Ramos, who described the stranglehold of political families in their respective regions and as high as the national offices as “dynastism.”

“Within all the senatorial, provincial, city, and municipal contests, you can see the pernicious hand of dynastism at play which is prohibited in the Philippine Constitution of 1987,” Ramos said.

“It’s been 25 years and four presidential terms. Until now, there is no law to define, prohibit, and punish dynastism,” Ramos added.

The 1987 Constitution ratified after the Marcos dictatorship mandated Congress to enact a law defining dynasty. “No law has ever been enacted by Congress because the law makers today are of a different breed. They have not the public good in mind but their private interests,” Ramos said.

A civil society group also warned against the “blatant” expansion of political dynasties in the country.

The Quezon City-based Center for People Power Empowerment in Governance or CenPeg that the prevalence of political dynasties does not augur well for the country’s democracy.

“Definitely alarming today is the entrenchment of the system of political dynasties on a higher and more blatant scale, making the fair representation of the large majority of Filipinos even more elusive,” Cenpeg said.
I think one big problem of killing this dynasties is that not that many rich people are willing to go to politics in their respective districts... as you need a big amount of money to run....

but i do hope that Filipinos be more wise in voting against these political dynasties...

While I respect your opinion but let's not forget our Constitution. Yes, there is no governing law to date, but is it a valid excuse? We knew it's a violation....

The irony nga pala is wala pa akong kapit sa side nina Anabelle who is Cebuana maybe coz traditionally Osmena kami, although I do personally know one Ejercito niece from San Juan.

A non-self executing provision in our constitution if not activated by a legislation is practically useless.

No one, if qualified, is denied of equal access to public service. It is up for the new players to challenge those in the throne.

Not that I am favor or in anyway promoting this long serving families of political dynasties but without undue bias, it seems they take it as a transcendental challenge to keep up with the emergence of new bloods in their field. Their own new breeds keep on getting better.

In short, I don't care if there is a political dynasty as long as they serve the constituents well.

Por ejemplo, los Osmeñas. We have the Sergio, Emilio Mario (the guy who transformed Cebu into world-class tourist spot, YMMV), Tomas, and the infamous John Henry.

theres no such thing as political dynasties if the people will not vote for them. ang masa parin naman ang may hawak ng kapalaran ng mga pare-parehong pamilya na yan, ang problema nga lang kahit wlang dayaan eh sila parin talaga binoboto ng masa kaya yun sila sila rin mag aama, magkakapatid at magkakapamilya ang ngkikita kita sa congress o sa city hall... Only in the Philippines nga lang...
