It is really a shame that in Russia only Moscow and St. Petersburg get enough federal money for the development of their metros.

What are you talking about??? Every metro has extensions underway(ish) and 3 more metros are under construction and 2 more planned.

But it takes decades to finish them. If you compare these systems it's really long time to add one or two stations to the systems outside of the two main cities (M + S.P)

I guess it is true, since most extensions are slow, but let's hope that all the extensions are completed.

That's exactly what I meant. Only Moscow and St. Petersburg get the money in order to complete their metro extensions in time while the others have to wait.

There are some tram lines which were abandoned, in city center mainly, and the network also was connected with bridge.

Some updates from Novosibirsk Metro:

It was reported this week that effective February 1, additional trains will be added to both lines.

14 trains per day will be added to each line. Thus, there will be 482 daily trips on the north-south Leninskaya Line and 344 daily trips on the crosstown Dzerzhinskaya Line. Operational hours of some stations and reserve escalators will also be extended.

This will all be accompanied by a fare hike on February 1, from 15 RUB (0.50 USD) to 18 RUB (0.60 USD).

There are very big differences between Moscow, SPB, and Russian cities with 1.000.000-1.500.000 people.
1) the capacity of building companies in very big and not so big cities.
2) using of capacity of existing system. In Moscow and SPB it is near the 100%, and metro tickets are more expensive then in other Russian cities.
3) city budget
4) better effect on investing in Metro, and faster returning of invested money.

If city like Novosibirsk want to invest in Metro, the best is to in 5-10 years use all investing energy in subway, and by this 5-10 years finish 5-10km of metro. After that 10-15 yeras of relaxing of investing in Metro, and invest in schools, universities, hospitals, commuter railway (elektrichka regional railway), rapid tramway, libraries... And after that again in Metro. Of course, Metro line extension is a chance to make the big hospital district outside of old city center (for example). The point of transport system isn't "to have as much as possible metro, because we like metro". The points are functional, economical, urban (share the functions of differente districts and urban development), ecological, social. Metro isn't the main part of transport system, just a part of the complex transport network.

By my opinion, Novosibirsk need to invest aggressively in extension of red line to Aeroport, and to west end of the city. After that, (financial) relax of investment in Metro, and after that again aggressively investing.

Invest very big money, and wait a decade to use that is economical suicide. That is the reason why Cities in China open metro line after 3-5 years of construction, and usualy, don't start to build new line before they finish two under construction.
