OCA General Assembly opens in Macau

Macau, China, November 8, 2012: The OCA President, H.E. Sheikh Ahmad Al Fahad Al Sabah, welcomed the Asian and global sports family to Macau on Thursday at the start of the 31st OCA General Assembly at the Macau East Asian Games Dome. Sheikh Ahmad said he was “happy and proud” that so many sports leaders from around the world had joined the OCA gathering, and thanked the Macau Olympic Committee and government for all the preparations and support.

“We have good memories of Macau from the Asian Indoor Games in 2007 and now we are back for one of the main events in our organisation, the General Assembly,” he said. Special guest Cheong U, Secretary of Social Affairs and Culture, said the OCA General Assembly would add to the value of Macau as a hub for tourism and sport, and stressed the support of the government for sports development in Macau.

John Coates, President of the Court of Arbitration for Sport and IOC Executive Board member, announced that four regional alternative hearing centres (AHC) were being set up, with three in Asia at Abu Dhabi, Shanghai and Kuala Lumpur. This reflects the “spectacular growth” of sport in Asia, he said, and expanded the CAS footprint beyond the HQ in Lausanne, supported by New York and Sydney.

He also announced that CAS, at the invitation of the OCA President and Executive Board, would provide a free ad-hoc service to hear legal disputes during the 17th Asian Games in Incheon, Korea, in 2014, operating four days before the opening ceremony until two days after the closing ceremony.

WADA Director General David Howman thanked the OCA for supporting the establishment and administration of five Regional Anti-Doping Organisations in Asia, and informed members of code change proposals , including extending the statute of limitations from eight to 14 years.

James Macleod of London 2012 reported that 11 million tickets were sold for the Olympics, including 1 million directly to the NOCs. Sixteen Asian NOCs held pre-Games training camps in the UK, while the number of medals won by Asian NOCs rose by 4 per cent from Beijing 2008, with 74 gold, 64 silver and 81 bronze medals.

The OCA presented Merit Awards to the Vice Mayor of Haiyang city, Gao Jingtao, for the successful hosting of the 3rd Asian Beach Games in June, and to Kyrgyzstan NOC President Murat Saralinov for his contribution to sports development.

OCA and the Incheon Asian Games Organising Committee signed a sponsorship deal with Samsung Electronics for the 17th Asian Games in Incheon, Korea, in 2014, followed by the OCA with Getty Images for photographic services for OCA events. This concluded the opening session. Later, the meeting heard reports from the Association of National Olympic Committees (ANOC) and Olympic Solidarity.

There were also updates on preparations for the 17th Asian Games in Incheon, Korea, from September 19-October 4, 2014, the 4th Asian Indoor and Martial Arts Games in Incheon from June 29-July 6, 2013, the 2nd Asian Youth Games in Nanjing, China, from August 16-24, 2013, the 4th Asian Beach Games in Phuket, Thailand, from November 14-21, 2014, and the 8th Asian Winter Games in Sapporo, Japan, in January/February 2017. There was also a final report on the 3rd Asian Beach Games in Haiyang, China, this June.

Another event next year, a one-off for the OCA, is the Asian Games Centennial Festival in Boracay, Philippines, in November 2013 celebrating the 100-year anniversary of the first Far Eastern Championships in Manila in 1913. The Far Eastern Championships is the first recognised multi-sports event held in Asia and evolved eventually into the Asian Games, which began in 1951. The Asian Games Centennial Festival will be held in conjunction with the 32nd OCA General Assembly in Boracay next November.

เมืองหลวงของเวียดนามได้รับเลือกในที่ประชุมสมัชชาใหญ่ OCA ในเมืองมาเก๊า หลังดูไบถอนตัวในนาทีสุดท้าย ทำให้เมืองสุราบายาเป็นเพียงคู่แข่งรายเดียวที่เสนอชื่อเป็นสถานที่จัดการแข่งขันกีฬาเอเชียนเกมส์ครั้งที่ 18

"คะแนนเสียงส่วนใหญ่เลือกกรุงฮานอยให้เป็นสถานที่จัดการแข่งขันเอเชียนเกมส์ปี 2019" ชีคห์ อาหมัด อัล ฟาฮัด อัล ซาบาห์ ประธาน OCA กล่าวในการแถลงข่าวต่อสื่อมวลชน

"ไม่ว่าจะเป็นผู้นำประเทศหรือสมาคมกีฬาต่างๆ ของประเทศ เราเชื่อว่าเวียดนามจะดำเนินการบรรลุตามข้อตกลง และในความเป็นหุ้นส่วนนั้น เราจะทำงานอย่างใกล้ชิดกับเวียดนามเพื่อให้การแข่งขันกีฬาออกมาอย่างดีที่สุด" ประธาน OCA กล่าว

รัฐบาลเวียดนามประเมินว่าการจัดการแข่งขันจะใช้เงินทุนประมาณ 150 ล้านดอลลาร์ และจำเป็นต้องสร้างสนามกีฬาแห่งใหม่และหมู่บ้านนักกีฬารองรับการแข่งขัน

เวียดนามเคยเป็นเจ้าภาพจัดการแข่งขันกีฬารายการใหญ่ครั้งล่าสุดคือซีเกมส์ปี 2546

สำหรับการแข่งขันกีฬาเอเชียนเกมส์เมื่อปี 2010 ที่ผ่านมา จัดขึ้นที่นครกว่างโจว ของจีน และเอเชียนเกมส์ครั้งถัดไปจะมีขึ้นที่เมืองอินชอน เกาหลีใต้ ในปี 2014.
