The turkish state is building all stadiums.
Nearly at every project they use the "Galatasaray model". 1. Old stadiums are in the city center (stadium belongs to the state) 2. Clubs just rent the old stadiums 3. State builds a new stadium (mainly outside the city) 4. Club has to agree to move 5. Club will play at a new ground 6. Turkish state sells the old stadium ground. All in all its a win-win-win situation Clubs play in a bigger and more modern stadium. More stadiun income Turkish state gets new stadiums and earns money The investor who buys the old stadium ground builts a mall or tower So at first the turkish state pays "100 USD" for the new stadium. When it is finished it sells the old one for "110-150 USD" Türk Telekom Arena: Turkish state paid ~ 250 Mil. USD for the new stadium and sold the old one for 618 Mil. USD BTW at Konya and Bursa its different. The city pays the stadium. Therefore the projects are bigger.
