You need a historical context, lad. Bosnia was not always Ottoman empire. As the Austria-Hungary annexed it, they built prominent government buildings around the country in architectural style that would be western-enough to differentiate from the Ottoman, and yet eastern-enough so that it feels "more natural" to the folks.

True, those are not either Moorish, nor Neo-Moorish, they are officially credited as "pseudo-Moorish".

Hotel Jadran (also known as Arabian House) in Skopje, Macedonia. It was erected between 1936 and 1938 near Skopje's main square. Built as a palace for the Armenian merchants Dikinjian, it has been a hotel since the 1960s. The architect, Ivan Artemuskin, was a Russian immigrant who designed many buildings in Skopje in the 1930s.
