He is wrong. As Eduardo L. Ramirez already said the height of this Building was adjusted to 150 meters. 150 meters to the eaves (Roof Edge).
On the Photo you can clearly see they build some construction on top of Building which is at least 2 meters high.

I have read it on the Dutch section (forum) of SSC. I trust them (residents of Rotterdam) more than CTBUH or what ever.
