Another point of view og the current skyline.
In this picture one 100+ is missing, the project is on hold but it will certainly start in the near future.
On the left (out of view) the 200+ "il dritto" is just rising out of soil (other two skyscrapers of 170 and 150 will start next year).
Milan deserve a place in the top 5! If not now in the 2015 for sure.

One thing that I love about Milan's skyscrapers is that they are all so elegant. Not the most dense skyline, nor the highest towers, but all the newly-built (to be built) skyscrapers are so classy and interesting.

Milan's skyline is evolving so fast. The whole City Life cluster (the
most iconic one) isn't visible in the skyline yet. Just few years ago
Milan almost didn't have a skyline, now many people are mentioning it in
their top 10 or top 5. You will be surprised.
In my opinion Rotterdam is overrated. It has a great waterfront view,
great bridge, but about modern towers it is quite avarage (most of them
are short and look cheap) and no outstanding projects are coming in the
future.

Ekaterinburg skyline more than Milan. I put Milan up only for good architecture, and it is possible that Ekaterinburg overtake Milan in my rating, because there is being built 209m tower and many of the approved projects 100 + m, there is also a building project on hold 380m
I agree about Rotterdam. Most of its buildings look like the outskirts of Moscow

I think in 3-4 years will be as follows:
1-tier group:
London and Moscow(in these cities built more skyscrapers than in many other combined, absolute domination in Europe)
2-tier group:
Paris, Frankfurt, Warsaw, Istambul, Ekaterinburg, Milan, Rotterdam, Benidorm, Kiev
3-tier group:
Madrid, Barselona, Samara, Liverpool, Sochi, Naples, Berlin, St.-Petersburg

I really like your votes, but in my opinion Frankfurt has to be the 1-tier Group, and Madrid in the Second one, just my opinion

Samara, St. Petersburg? Really? I thought we talk about MODERN skylines here. Four skyscrapers of Madrid and cathedrals' spires of St. Petersburg are incomparable IMO

As I wrote in another thread, I think that it is wrong to
consider planned, on hold and proposed towers when we make these
predictions. I this case Milan would have 50 more 100+, several 200+ and
also a 350m! but actually it is going to have only couple 200m+ so far.
Btw the City Life cluster (a complete cluster under construction which
isn't visible in the skyline yet) will be a landmark for all Europe, so I
think that it is not correct to divide the citied in groups, because
everybody has it's own taste and skylines of some cities are evolving so
much! I am not informed about Ekaterinburg, but I don't think that it will overtake Milan.

Lol, and why does Warsaw rank above Frankfurt again?
It isn't going to build a super tall anywhere soon, has fewer skyscrapers than Frankfurt. And those it has, aren't nearly as a tall as Frankfurt's. And Frankfurt right now is building a 175m tower and a 220m tower others are already in the pipeline.
Talking about bias...

Samara and St. Petersburg have very massive residential areas and a lot of construction projects. I made the list, which will be significant only after some time. I think Madrid and Barcelona may apply to group 2 now, but Spain's economy is in crisis and building projects in these cities is very small, in contrast to other cities in 2 groups

This list is just a guess, and moreover, it is based on my personal opinion. frankfurt currently more than Warsaw, but not much, Warsaw has several modern towers under construction in the center of the cluster and also has an incredible Stalinist skyscraper, so I love her more than frankfurt
you can read my list is not fair, it's your right
I'll be very happy if Frankfurt starts Construction of a building in the center of the cluster on the similarity of the ECB a height of about 300m. in this case, Frankfurt will be number one for me

i dont get the obsession with "supertalls" (which is just a constructed term anyway).
some of the best syklines on earth do not have any of these "supertalls". look at los angeles, singapore etc...

that's why they can't claim the number one title as the cities like new york, dubai, chicago or hong kong

Los Angeles have supertall, Singapore have very many 150+m,4 of which 250 + m These cities are more dense and "correct" clusters, but they are not much better than Moscow or London

I agree with Il Fenomeno, a supertall or two don't make a skyline great.

Even without a supertall this is (for me) the most impressive European cluster of skyscrapers and highrises and it's still under heavy construction:

And if everyone would be honest, neither London, nor Moscow nor Warsaw pull anything near this off (yet).
Edit:
You can try though. Show me a pic (like this crappy unedited webcam pic) where any of the above mentioned cities show such a massive cluster.
