Besides the 8 supertalls mentioned above, you also have DB Turf View 1 & 2, and DB Heights 1 & 2.

Future of DB heights 1 and 2 is unknown and to my knowledge Turf view has been cancelled.The site has been filled with soil.I guess it will come up somewhere else in Mumbai as mentioned by some of the Indian forumers.

they won't be empty. most supertalls in Mumbai are residential, and there are a lot of people in Mumbai, also a lot of not poor people who want an apartment inside. For the few office buildings rising there is always demand
