I don't know anything more about the project than what the picture is captioned with. Paris had world's fairs in both 1899 and 1900, so I guess it was for either of those. I think perhaps it looks more similar to the general style of the 1900 world's fair.

^ Totalitarian architecture may have a beautiful layer of its own, but still it doesn't offer great urbanism in most cases. Interesting to look at, but often isolating and alienating in context. I'm glad the total conversions of both Berlin and Moscow didn't happen.
